Due to lack of quorum at the last Board of Health Meeting,'Ithere are three (3) items that need Board of Health Approval that have already been sent for approval by the New Hanover County Commissioners. l BudlgehtAmendment - Additional Medicaid Maximization Cost Settlement Funds!- $15,932 The IN 1 Hanover County Health Department has received notification from the Division of Public Health that an additional $15,932 in Medicaid Cost Settlement Funds have been awarded to Abe used to support programs that earn Medicaid revenues (spending plan to be developed at a later (date). FI i PoliCV Change - Menactra Vaccine Th I N ' Hanover County Health Department is proposing to change its current Fee Policy, so th'a" le I Icaid may be billed for the Menactra (meningococcal) vaccine (private stock vaccine). Currently, our fee policy states: (Section I, General Guidelines, Item J) payment in full LLquired at jtliel time of service for vaccines not supplied by the State, with the exception of flu and pneumonia vaccines provided to Medicaid and Medicare Part B recipients. Insurance companies will;notlbe billed for these vaccines except for Blue Cross Blue Shield due to Cost Wise reimbursement (Cost Wise requires us to bill for vaccines). Patients will be provided a receipt for billing their insurance company. Additionally, approval is requested for ;changes occurring in our Laboratory processing procedures. The purpose of this policy is o estab ish guidelines for document archiving and for destroying original records that are du licated electronically through imaging. This policy reflects guidelines set forth in the N rth'Ca lina Department of Cultural Resources publications (1) North Caro~ina Guidelines fo Mana ing Public Records produced by Information Technology Systems and (2) Records Retentio and Disposition Schedule, (a) County/District Health Department's and (b) County S eriff's ffice. Grant A lication - Personal Heal h Services - Anne Wolfe Mini Grant ($5,000) The New-Ianover County H alth D partment needs approval to submit a Prenatal Grant to North Carolina Public Health Ass ciation NCPHA) (Anne Wolfe Endowment) for $5,000 to provide assistance) to diabetic prenat 1 pane ts. This money will be used to pay for diabetic supplies for prenatal patients with no so rce of ayment for those supplies. These patients are identified by our Maternity Care Coordinators. Grant lication - Heal I Pro ams Administration - NC Alliance for Health NCAH I The NOAH is applying for fundin to the Robert Wood Johnson Foundation, and are looking for support from New Hanove Count Health Department in this effort. NCAH is seeking funding to hire 1~ full-time directo who ould provide technical assistance and training to local health departments working to and es blishing smoke free ordinances, and who are) willing to challenge the state preem tion c use related to secondhand smoke. NHCHD would allocate $5,000I of (CDC grant fu ded) P .ect ASSIST monies toward this effort, and would challenge preemplton to the state le el to i prove local control of secondhand smoke ordinances Current state law prohibits local ords ( ealth or commissioners) from creating and enforcing stringent clean indoor air/smoke fre polici s. I I I L Newnan ver County Board of Commissioners Approval of Environmental Health Services and Animal Control Services Positions Mr. Rilie'reported that the Board of County Commissioners approved the requested positions for Environmental Health Services and Animal Control Services at their July 11th Meeting. I Mr. Rile expressed "thanks" to the County Commissioners for approval of the Environmental Health Services and Animal Control Services positions.
