Brief Summary: Cape Fear Memorial Foundation has notified the New Hanover County
Health Department (NHCHD) of a grant award of $12,000 to fund four (4) issues of the
"Living Well" publication during 2006. This award was made as a result of the
Foundation's request for NHCHD to coordinate the publication, and did not involve an
application process. This is a one-time grant funded project which will end when grant
funding ends.
Recommended Motion and Requested Actions: To ratify the award which was made on
May 8`h, 2006, to approve acceptance of the $12,000 grant; and to approve the
associated budget amendment related to the receipt of the grant funds and to submit to the
• New Hanover Count Commissioners for their consideration.

Brief Summary: The school nurses are requesting permission to submit a grant
application to the Landfall Foundation for the amount of $2,300. The funds would
purchase new 2006 American Heart Association (AHA) CPR instruction books and
several mannequins for CPR practice. The school nurses are the main health resource
contacts at each school; therefore, they need to be skilled at CPR. There are new
guidelines through AHA, that significantly change how CPR is done and the use of the
Automatic External Defibrillators (AEDs). Each school nurse office needs a manual. The
School Health budget is being cut for 06-07, so this grant would help to supplant some
operating/supply costs.
• Recommended Motion and Requested Actions: To approve the submission of the Grant
Application to the Landfall Foundation of $2,300 for CPR supplies and to approve any
resulting budget amendment upon receipt of the grant and to submit to the New Hanover

Part
7. New. Hanover County Health Department is a county agency dedicated to
promoting, and protecting the health of the citizens of New Hanover County. The
Health Department provides quality health care, preventive medical and dental
services, and environmental protection for New Hanover County citizens through
the following programs: Environmental Health, Vector Control, Animal Control,
Laboratory, Women, Infants, and Children (WIC), Community Health, Child
Health, Dental Health, General Nutrition, Communicable Disease, Counseling
and Testing (HIV Program), Women's Health Care, and Health Promotion. New
Hanover County Schools contract the New Hanover County Health Department
to provide nurses for New Hanover County schools.
All thirty-seven New Hanover County Schools have a full or part-time school
nurse. The nurse's job is to promote and protect the health of the student and
staff. Nurses deal with many conditions both chronic and acute. Each nurse
would benefit from having a copy of the new 2006 American Heart Association •
CPR books, as they must recertify in Cardiopulmonary Respiration (CPR)
training every 2 years. We are also asking for 2 mannequins that the school
nurses can share as they recertify in CPR. Grants like the ones The Landfall
Foundation gives would help the County Health Department to be able to allow
the school nurses to have these valuable resources.

The funds we seek are for books that New Hanover County School nurses
need in performing their jobs. The grant we are asking the Landfall
Foundation for will provide the School Nurses with the 2006 American Heart
Association CPR books, and 2 CPR mannequins.
2. Objective of the project and how individual lives will be improved?
The objective of the project is that nurses will better be able to have at their
fingertips the newest information in lifesaving techniques.
3. How will the Landfall Foundation grant make a difference?
The Landfall Grant will make a difference in that the school nurses will have
the necessary books to be able to be up-to-date and recertify in CPR.
4. What strategies will be employed to accomplish the project and how will
volunteers be included.
We have launched a campaign that includes grant writing.
• 5. How will the Landfall Foundation receive recognition?
We will thank the Landfall foundation in our newsletters that each School
publishes as well as in all Health Department publications.
6. Evaluation
The School Nurses of New Hanover County are requesting $2,300 for 2006
American Heart Association CPR books and CPR mannequins.
There will be many benefits from the school nurses being able to have these
necessary books at their disposal. They will feel more confident. They will
have up to date guidelines for lifesaving techniques.
At determined intervals the books would be evaluated and nurses and
supervisors will input their recommendations.

• BYLAWS
OF THE NEW HANOVER COUNTY BOARD OF HEALTH
ARTICLE I
Name
The name of this organization shall be the New Hanover County Board of Health,
hereinafter referred to as "Board of Health."
ARTICLE II
Object
The object of the Board of Health shall be set forth under Chapter 130A of the North
Carolina General Statutes and the New Hanover County Code.
Section 1. The Board of Health shall be the policy-making, rule-making and ad
judicatory body for the New Hanover County Health Department.
Section 2. The Board of Health shall have the responsibility to protect and promote
the public health. The Board of Health shall have the authority to adopt rules necessary
for that purpose.
Section 3. The Board of Health may adopt a more stringent rule in an area regulated
by the Commission for Health Services or the Environmental Management Commission
• where, in the opinion of the Board of Health, a more stringent rule is required to protect
the public health; otherwise the rules of the Commission for Health Services or the rules
of the Environmental Management Commission shall prevail over the Board of Health
rules.
Section 4. The rules of the Board of Health apply to all incorporated and
unincorporated areas of New Hanover County.
Section 5. Except for codes and standards adopted by reference, all rules and
regulations adopted, amended or altered by the Board of Health must meet certain
procedural requirements in order to have the force and effect of law.
Section 6. The Board of Health may, in its rules, adopt by reference any code,
standard, rule or regulation which has been adopted by any agency of North Carolina,
another state, any agency of the United States or by a generally recognized association.
Section 7. The Board of Health may impose a fee for services to be rendered by the
New Hanover County Health Department, except where the imposition of a fee is
prohibited by statute, or where an employee of the Health Department is performing the
services as an agent of the State.

ARTICLE III
Members
The members of the Board of Health shall be set forth under Chapter 130A of the
North Carolina General Statutes.
Section 1. The New Hanover County Board of Commissioners shall appoint the
members of the Board of Health. The Board of Health shall be composed of 11
members. The composition of the Board of Health shall reasonably reflect the population
makeup of New Hanover County and shall include: one physician licensed to practice
medicine in North Carolina, one licensed dentist, one licensed optometrist, one licensed
veterinarian, one registered nurse, one licensed pharmacist, one county commissioner,
one professional engineer, and three representatives of the general public. All members
shall be residents of New Hanover County.
Section 2. Members of the Board of Health shall serve three-year terms. Except for
the county commissioner, no member shall be eligible to serve for more than two
consecutive terms. Vacancies shall be filled for any unexpired portion of a term.
Section 3. Members of the Board of Health may receive a per diem in an amount
established by the New Hanover Board of Commissioners. Reimbursement for
subsistence and travel shall be in accordance with a policy set by the Board of •
Commissioners.
Section 4. No member should vote on a question in which he/she has a direct
personal or pecuniary interest not common to other members of the Board of Health.
ARTICLE IV
Officers
Section 1. The officers of the Board of Health shall be a Chairman and Vice-
Chairman. These officers shall perform the duties prescribed by these bylaws and the
parliamentary authority adopted by the Board of Health. The Health Director shall serve
as secretary to the Board of Health.
Section 2. At the regular meeting held in October, a Nominating Committee of three
members shall be appointed by the Chairman. It shall be the duty of this committee to
nominate candidates for the offices to be filled at the regular meeting held in December.
The Nominating Committee shall report at the regular meeting in November. Before the
election in December, additional nominations from the floor shall be permitted.
Section 3. The officers shall be elected by ballot to serve for one year or until their
successors are elected, and their term of office shall begin at the close of the regular
meeting at which they are elected

ARTICLE V
Meetings
Section 1. The regular meetings of the Board of Health shall be held on the first
Wednesday of each month unless otherwise ordered by the Board of Health. All
meetings of the Board of Health are subject to the provisions of North Carolina's open
meeting law
Section 2. Special meetings may be called by the Chairman or by the Executive
Committee and shall be called upon written notice. The purpose of the meeting shall be
stated in the notice. Except in cases of emergency, at least three days' advanced notice
shall be given.
Section 3. All rules and regulations previously adopted by the Board of Health may
only be amended by a two-thirds vote of the entire membership.
Section 4. Six members of the Board of Health shall constitute a quorum

• Executive Committee
Section 1. The officers of the Board of Health and three members appointed by the
Chairman shall constitute the Executive Committee. It has been the practice of the Board
of Health to include the Immediate Past-Chairman as one of the three appointed members
Section 2. The Executive Committee shall have general supervision of the affairs of
the Board of Health between its regular meetings. The Executive Committee shall be
subject to the orders of the Board of Health and none of its acts shall conflict with action
taken by the Board of Health. Action taken by the Executive Committee shall be
reported to the Board of Health for ratification.
Section 3. The Chairman may call special meetings of the Executive Committee.
ARTICLE VII

duty of this committee to act as an advisor to the Board of Health with respect to animal
control matters.
Section 5. Such other committees, standing or special, shall be appointed by the
Chairman as the Board of Health or Executive Committee shall from time to time deem
necessary to carry on the work of the Board of Health. The Chairman shall be ex officio
a member of all committees except the Nominating Committee. The Chairman has no
obligation to participate at committee meetings and should not be counted in determining
if a quorum is present.
ARTICLE VIII
Parliamentary Authority
The rules contained in the current edition of Robert's Rules of Order Newly Revised
shall govern the Board of Health in all cases to which they are applicable and in which •
they are not inconsistent with these bylaws and any special rules of order the Board of
Health may adopt.
ARTICLE IX
Amendment of Bylaws
These bylaws may be amended at any regular meeting of the Board of Health by a
two-thirds vote of the entire membership, provided that the amendment_has been
submitted in writing at the previous regular meeting.

Brief Summary: According to NC General Statutes 7B 1406-1407, a local health care
provider must be appointed by the Board of Health to serve on the New Hanover County
Community Child Protection Team (CCPT). The NHC CCPT reviews child abuse cases
to ensure these children have all resources needed. Dr. Sonya Brown, of the Carousel
Center, has been a part of the NHC Child Fatality Prevention Team (that reviews child
deaths), and is willing to serve on the CCPT also. Her experience with serving abused
children at the Carousel Center qualifies her to serve in this capacity.
Recommended Motion and Requested Actions: The current Community Child Protection
Team membership is requesting that the Board of Health appoint Dr. Sonya Brown to
• serve as team physician.

§ 7B-1406. Community Child Protection Teams; Child Fatality Prevention Teams; creation
and duties.
(a) Community Child Protection Teams are established in every county of the State. Each
• Community Child Protection Team shall:
(1) Review, in accordance with the procedures established by the director of the
county department of social services under G.S. 713-1409:
a. Selected active cases in which children are being served by child protective
services; and
b. Cases in which a child died as a result of suspected abuse or neglect, and
1. A report of abuse or neglect has been made about the child or the
child's family to the county department of social services within the
previous 12 months, or
2. The child or the child's family was a recipient of child protective
services within the previous 12 months.
(2) Submit annually to the board of county commissioners recommendations, if any,
and advocate for system improvements and needed resources where gaps and
deficiencies may exist.
In addition, each Community Child Protection Team may review the records of all additional child
fatalities and report findings in connection with these reviews to the Team Coordinator.
(b) Any Community Child Protection Team that determines it will not review additional
child fatalities shall notify the Team Coordinator. In accordance with the plan established under
G.S. 713-1408(1), a separate Child Fatality Prevention Team shall be established in that county to
conduct these reviews. Each Child Fatality Prevention Team shall:
• (1) Review the records of all cases of additional child fatalities.
(2) Submit annually to the board of county commissioners recommendations, if any,
and advocate for system improvements and needed resources where gaps and
deficiencies may exist.
(3) Report findings in connection with these reviews to the Team Coordinator.
(c) All reports to the Team Coordinator under this section shall include:
(1) A listing of the system problems identified through the review process and
recommendations for preventive actions;
(2) Any changes that resulted from the recommendations made by the Local Team;
(3) Information about each death reviewed; and
(4) Any additional information requested by the Team Coordinator. (1993, c. 321, s.

§ 713-1407. Local Teams; composition.
(a) Each Local Team shall consist of representatives of public and nonpublic agencies in the J
community that provide services to children and their families and other individuals who represent.
the community. No single team shall encompass a geographic or governmental area larger than one
county.
(b) Each Local Team shall consist of the following persons:
(1) The director of the county department of social services and a member of the
director's staff,
(2) A local law enforcement officer, appointed by the board of county commissioners;
(3) An attorney from the district attorney's office, appointed by the district attorney;
(4) The executive director of the local community action agency, as defined by the
Department of Health and Human Services, or the executive director's designee;
(5) The superintendent of each local school administrative unit located in the county,
or the superintendent's designee;
(6) A member of the county board of social services, appointed by the chair of that
board;
(7) A local mental health professional, appointed by the director of the area authority
established under Chapter 122C of the General Statutes;
(8) The local guardian ad litem coordinator, or the coordinator's designee;
(9) The director of the local department of public health; and .
(10) A local health care provider, appointed by the local board of health.
(c) In addition, a Local Team that reviews the records of additional child fatalities shall
include the following five additional members:
(1) An emergency medical services provider or firefighter, appointed by the board 00
county commissioners;
(2) A district court judge, appointed by the chief district court judge in that district;
(3) A county medical examiner, appointed by the Chief Medical Examiner;
(4) A representative of a local child care facility or Head Start program, appointed by
the director of the county department of social services; and
(5) A parent of a child who died before reaching the child's eighteenth birthday, to be
appointed by the board of county commissioners.
(d) The Team Coordinator shall serve as an ex officio member of each Local Team that
reviews the records of additional child fatalities. The board of county commissioners may appoint a
maximum of five additional members to represent county agencies or the community at large to
serve on any Local Team. Vacancies on a Local Team shall be filled by the original appointing
authority.
(e) Each Local Team shall elect a member to serve as chair at the Team's pleasure.
(f) Each Local Team shall meet at least four times each year.
(g) The director of the local department of social services shall call the first meeting of the
Community Child Protection Team. The director of the local department of health, upon
consultation with the Team Coordinator, shall call the first meeting of the Child Fatality Prevention
Team. Thereafter, the chair of each Local Team shall schedule the time and place of meetings, in
consultation with these directors, and shall prepare the agenda. The chair shall schedule Team
meetings no less often than once per quarter and often enough to allow adequate review of the cases
selected for review. Within three months of election, the chair shall participate in the appropri

HEALTHY CAROLINIANS
A brief history....
Healthy Carolinians was developed in answer to the national Healthy People 2000 goals
and objectives in the early 1990's. Started as a Governor's Task Force early that decade,
the challenge was sent forth to local counties to adopt Healthy People and Healthy -
Carolinians goals for a healthier county, state, and nation by the year 2000. Locally, New
Hanover County became one of the first counties in the state to adopt the Healthy
Carolinians goals, through a partnership between NHCHD, NHRMC, and several other
health and human service agencies.
To date, the largest example of a "Healthy Carolinians success story" is the creation of
• Wilmington Health Access for Teens (WHAT). The creation of WHAT came directly
out of the statewide and county movement of this initiative. WHAT continued to house
the local Healthy Carolinians Coalition throughout the 1990's and into the new
millennium. The current chair is their Deputy Director, Dr. Jorge Figueroa.
The Office of Healthy Carolinians and Health Education has updated their goals to reflect
Healthy People 2010, and counties have followed suit with updating our own strategic
goals and objectives. This office also serves as the lead for the required Community
Health Assessment, to be completed every fourth year per our Contract Agreement.
Momentum with our local Coalition, Cape Fear Healthy Carolinians, slowed down soon
after 2000, predominantly due to lack of funding for initiatives. However, things are
picking back up!!
