PWBC-Minutes 08-09-11.docx Port, Waterway & Beach Commission Minutes of the August 9, 2011, 4 pm meeting Members Present: Dave Weaver, Chris Coudriet, Nick Silivanch, Kevin O’Grady, Rick Catlin, Van Reid, Lara Landgraf, Layton Bedsole, Paul Woodbury, David Cignotti, Jim Dugan, Dean Lambeth Guest Present: NC Representative Danny McComas, Kemp Burpeau, Robert Shanuch, Tom Sayre, Mike Britt, Troy Moore, Jim Iannucci, David Hewett, Todd Walton, Tyler Roberts Chairman Bedsole called the meeting to order and welcomed all in attendance. Upon a motion from Van Reid and a second from Nick Silivanch, the minutes of the June 29, 2011 were approved. Chairman Bedsole also noted that the commission’s fund balance was $12,332. There was discussion about the interlocal agreement with it being noted that it was still being worked on. Rick Catlin reminded those involved to send comments to him or K. Burpeau so that they would be factored into any revisions. Bedsole noted that the scope of work related to permitting was still being negotiated with CPE. Catlin provided an update on contributory authority work that Marlowe was doing. Bedsole said that a draft power point related to the GRR (Carolina and Kure Beach) was being developed by USACE and he would request it be shown at the next PWBC meeting. The issue of funding the Carolina Beach Inlet dredging was discussed at length. The state will pay half of the $450,000 but there has to be a match from local entities. After much discussion, Nick Silivanch made a motion, seconded by Lara Landgraf that the Port, Waterway & Beach Commission recommends splitting the needed $225,000 match for Carolina Beach Inlet dredging as follows: New Hanover County- $168,750; Carolina Beach - $30,000; Kure Beach - $15,000; Wrightsville Beach - $5,000; Wilmington - $5,000; and Port, Waterway & Beach Commission - $1,250 (or up to 1% or $2,250). Elected officials and members of the commission will recommend these amounts to the respective elected bodies and work for approval from each. The motion was approved unanimously. This formula has the county funding 75% of the match; Carolina Beach, Kure Beach, Wrightsville Beach and Wilmington funding 24%; and the Ports, Waterway & Beach Commission funding the remainder.
