PWBC-Minutes 10-26-11 Port, Waterway & Beach Commission Minutes of October 26, 2011, 3:30 pm Meeting Members Present: Chairman Layton Bedsole, Rick Catlin, Lara Landgraf, Nicholas Silivanch, Howard Loving, Kevin O’Grady, Neal Andrew, Dan Wilcox, Jim Dugan, David Cignotti, Joe Augustine, Chris Coudriet, Connie Majure-Rhett Guests: Tim Owens, Jim Ianucci, Dean Lambeth, Kathleen Riely, Todd Walton, Bob Simpson, Lawless Bean Chairman Bedsole called the meeting to order at 3:30 and asked all to introduce themselves. He then called for approval of the 9/28/11 minutes. Upon a motion by Jim Dugan and a second by Dave Cignotti, the minutes were approved. Bedsole also noted that the fund balance was between $12,000 - $13,000. Chairman Bedsole noted that the NHCo Beach Nourishment Contingency Plan was progressing and that a draft interlocal agreement was almost done. He also reminded the group that the NC Water Resources Congress would be in Raleigh the next Tuesday and asked that those interested in attending to note it on the sign-in sheet. Related to the Contingency Plan, Bedsole told the group that it would go back to the county commissioners with an alternative approach to maintain inlets with no federal dollars. Catlin explained that the NC Division of Water Resources has signed a memo of agreement to keep one side cast dredge operating in NC. For $4 million dollars per year, the state will get 300 days of inlet maintenance (more than NC has now). All details are not known but it is thought it will be a 4-5 year agreement. Tim Owens suggested that the PWBC recommend that the county hire a sand manager so that one person can focus on issues, funding, etc. Catlin reminded the group that the Beach Inlet Management Plan recommended hiring a sand manager and he thought the position might be able to be funded through the room occupancy tax. Carteret County has a sand manager and Catlin will determine details of that position and report back to the PWBC at the next meeting. Catlin also mentioned that stage 2 of the contingency plan would have to cover contributing authority and efficiencies like dredging and using sand for renourishment. With no other business to discuss, Chairman Bedsole adjourned the meeting at 4:10 pm.
