PWBC Minutes 052312 Ports, Waterway & Beach Commission Minutes of May 23, 2012 (3:30 pm) Meeting Members Present: Neal Andrew, Layton Bedsole, Rick Catlin, David Cignotti, Jim Dugan, Lara Landgraf, Howard Loving, Connie Majure-Rhett, Kevin O’Grady, Ray Rothrock, Dave Weaver Guests Present: Tim Owens, Kathleen Riely, Spencer Rogers, Emilie Swearingen Chairman Bedsole called the meeting to order at 3:30, welcomed everyone and asked that all introduce themselves so that Spencer Rogers would know who was in his audience when his presentation was made. Upon a motion by Neal Andrew and a second by Laura Landgraf, the minutes of the April 18, 2012 were approved. Bedsole noted that there was still over $12,000 in the commission’s account. Old Business: The state has modified the MOA for the 5 year inlets to approve other shallow draft inlets. The Corps of Engineers will meet quarterly to prioritize the work. The “accepting funds” MOA for the Carolina/Kure Beach Renourishment is at Corps Headquarters. The process to get Carolina Beach permitted with New Hanover County as the permittee, Coastal Planning and Engineering (CPE) is moving forward. The pre-application meeting with CAMA went well. Staying within the same template is a major positive factor. The language in the Carolina Beach Reauthorization – Construction General Funding Initiating General Reevaluation Report is not as hoped. The “all projects expiring” didn’t make it through committee and was sent back to the Corps. Bedsole noted that we will have to push the Corps every year to make sure funds are in the budget. Assuming we get the MOA and funds are available from the state, Bedsole recommends the Commission consider the shortfall be made up with room occupancy tax dollars. He will ask Jim Ianucci to initiate conversations with the beaches. Rick Catlin indicated that he wanted to attend those meetings. Catlin also noted that to extend the life of the ROT, the 66% template estimated for Carolina/Kure Beach by CPE-NC (May 2011 Contingency Report) matches historically what the Corps has done. Using a 100% template is not sustainable. Catlin made a motion with Kevin O’Grady seconding that we request the 66% template so that the ROT is protected. He also noted that would mean that Carolina Beach would be getting 100% of what they have been getting. The motion was unanimously approved. L. Bedsole introduced Spencer Rogers (North Carolina Sea Grant) who made a presentation on “Building a Beach.” Mr. Rogers left copies of “The Dune Book” and one is filed with these minutes. With no other business presented, Mr. Bedsole adjourned the meeting at 5 pm.
