Port, Waterway and Beach Commission
Minutes of April 18, 2012 Meeting

Chairman Bedsole called the meeting to order at 3:31 pm. A quorum was present. Upon
a motion by Howard Loving and a second by Nick Silivanch, the minutes of 2/8/2012
were approved. Bedsole noted that there was $12,635 in the commission’s account.
Old Business: Bedsole stated that language in the approved contributing authority bill
does include construction. He also noted that “contributing authority” will be removed
from “old business” on future agendas.
R. Catlin noted that there were no requests to the state for beach projects funding. J.
Ianucci said that April 30 is the pre-application meeting with the Corps of Engineers re:
the Carolina Beach project. Other projects will be added once the sediment criteria are
determined. It was also announced that the federal budget bill extends all expiring
projects for 10 years (Carolina Beach) and that the shore protection position is in the
county budget and can be funded through room occupancy taxes.
New business: R. Catlin reviewed the recent DC visit and emphasized that their message
was that the MOA must be approved and outlined consequences of not moving quickly.
He has asked Marlow to provide a twice a month update on the MOA. Layton Bedsole
asked if there was a way to link existing beach surveys together to get an annual
countywide sand footprint. Some beaches have more extensive surveys than others.
Bedsole also has asked the Corps for an update on the agreement with the state on DENR
funding inlet dredging. He noted that funds set aside by the municipalities for that
dredging should be held as they will be needed eventually. Per the Corps of Engineers,
the Carolina/Kure Beach MOA is the first of its kind in the nation and is considered a
pilot project. Catlin also noted that Marlow had asked that McIntyre not send a letter re
CG funding.
Catlin stated that the CG funding to deepen the channel to 42’ to the bridge may result in
new business opportunities. Bedsole added that more tonnage could result in more O&M
dollars. Catlin also noted that he would like to see the Port Enhancement Zone expanded
to include all of New Hanover, Pender and Brunswick counties.
Public Comment: On behalf of the Wilmington Regional Association of Realtors,
Kathleen Riely presented a certificate to the commission for the good work that is done
protecting our shores.
