A brief explanation and recommendation follows: 1) Approval of minutes from the July 25,2013 meeting (p. 3) 2) Meeting Schedule Change (p. 10) In order to ensure that elected officials from the City of Wilmington could be in attendance at the special meeting of the Authority and the New Hanover County Commissioners,the meeting scheduled for September 12, 2013 has been rescheduled for Thursday, October 03, 2013. Formal adoption of the amended meeting schedule of the Authority is required pursuant to NCGS §143- 318.12. Adoption of the amended meeting schedule is recommended. 3) Resolution allocating STP-DA funding(p. 11) On August 28, 2013 the Wilmington Urban Area Metropolitan Planning Organization (WMPO) resolved to allow the Cape Fear Public Transportation Authority to program funding to the region under the Surface Transportation Program - Direct Allocation (STP-DA)for public transportation. In the Authority's adopted budget, $350,000.00 in STP-DA funding has been allocated to the preventive maintenance of the Authority's fixed route fleet. Local funding equal to $350,000.00 has been programmed in the Authority's adopted FY 2014 budget. Adoption of the resolution is recommended. 4) Resolution to modify the Metropolitan Transportation Improvement Program (MTIP) (p. 13) Since originally being programmed in the MTIP and STIP, funding for the Authority's Operations and Maintenance Facility project has been modified based on actual funding allocated by FTA and NCDOT to the project. In order to have the project accurately programmed in the MTIP and STIP the Authority is requesting minor modification to the MTIP and STIP. The change will not affect the current project budget and is for programming purposes only. Adoption of the resolution is recommended. Scheu called the meeting to order at 12:03 pm • The board meeting began with a moment of silence followed by reciting the Pledge of Allegiance PRESENTATIONS • Mr. Scheu recognized Mr. Eby to present the safety awards • Mr. Greenman presented Ms. Smith and Ms. Morris with a safe driving award • Each driver was given a service pin, certificate, and a check for$25.00 PUBLIC COMMENT • Mr. Scheu opened the public comment period • Ms. Cox stated that the bus on route 108 is always full CFPTA Agenda Packet 09/26/2013 3 • Mr. Meeks stated that when the routes changed in February, customer service suffered • He stated that the drivers should offer information to new riders • He thanked the authority for a good month • Mr. Wilson said that customer service could be better • He also said that the drivers are always 5-10 minutes late • Mr. Wilson said there should be more stops in rural areas on the 107/301 route as well as the 104 • Ms. Sparks would like to see the buses run every thirty minutes • Hearing no further comments, Mr. Scheu closed the public comment period PUBLIC HEARING • Mr. Scheu opened the public hearing for elimination of routes 107, 207 and 301 • Mr. Scheu recognized Mr. Eby to give an overview of the proposal to reduce service • Mr. Eby stated the reduction was necessary to meet the financial restraints of the authority • Public comments are attached • Hearing no further comments, Mr. Scheu closed the public hearing CONSENT AGENDA • Mr. Scheu presented the August 2013 consent agenda for approval • Mr. Adams made a motion to accept the August 2013 consent agenda • Mr. Betz seconded and the motion carried unanimously EXECUTIVE COMMITTEE • Mr. Scheu stated that the committee had met to discuss the route reduction • He stated that the collective bargaining agreement with bus operators was waiting ratification • Details would be presented at the September meeting PLANNING & OPERATIONS COMMITTEE • Mr. Scheu recognized Mr. Adams to give the committee report • Mr. Adams stated that ridership for July was down eleven percent • He stated that there is one less bus route than the previous year which could account for some of the reduction • He also stated that the fare increase was partially responsible for the decrease • Mr. Adams stated that Paratransit ridership is showing increases due to operating the out of county transportation service • Mr. Adams said that requests for marketing proposals should be back by were due on October first • He said the committee is working on updating the look of the trolley and is working with the organization Bring it Downtown • Mr. Adams also said the committee is following the process to acquire four additional Wave Pool vans FINANCE & BUDGET COMMITTEE • Mr. Scheu recognized the Mr. Dolan to present the committee report • Mr. Dolan stated that the committee is working on adopting a revised budget following the meeting with the County Commissioners on September 12, 2013 • He stated that expenses and revenues for July were within the adopted budget • He stated that the committee will continue to monitor cash flow and issues usually arise in the December through January time frame CFPTA Agenda Packet 09/26/2013 4 FACILITIES COMMITTEE • Mr. Scheu recognized Mr. Petroff to give the committee report • Mr. Petroff stated that the committee invited the Authority's construction manager to the meeting • Mr. Farabow was available to address technical questions regarding the operations center project • Mr. Petroff stated that the project has faced numerous challenges due to the amount of rain experienced in June and July • He stated that utility relocation and unsuitable soils were also presenting challenges • Mr. Petroff told the Authority that the committee and staff were determined to keep the project on time and budget • He stated that most of the utilities had been relocated • Relocating AT&T infrastructure was proving to be a challenge and he informed the board that a change order to pay for AT&T relocation was imminent • Staff and the committee were working diligently to ensure that the cost was fair and reasonable STAFF REPORT • Mr. Scheu recognized Mr. Eby to present the staff report • Mr. Eby gave a brief NEMT update • Mr. Eby responded to a public inquiry at the July meeting from Mr. J. C. Brown • He stated that the matter was considered a confidential personnel matter between Mr. Brown and First Transit • He assured the board that he was briefed on the situation without receiving confidential information and was confident that First Transit was compliant with the law and the situation did not warrant the Authority's involvement OLD BUSINESS • No old business NEW BUSINESS • No Service Clerk GUESTS PRESENT Citizens (see attachment) CALL TO ORDER • Mr. Eby called the 107/301 & 207 Reduction of Service of Public Hearing to order at 6:00 pm PUBLIC COMMENT • Mr. Eby opened the public hearing and stated the reason for the meeting • Mr. Jackson stated that he needs the 207 to get back and forth to work • He has no other way and hoped it could continue • Mr. Roberts stated that he was there to represent the New Hanover County Veterans Council and is the chairman • The 207 route brings vets to the VA Super Clinic and within the next year there should be an increase due to the completion of the clinic • Mr. Roberts also said that several homeless veterans that do not have cars use the bus service and the organization will follow up with a letter to be sent to the NHC Commissioners • Mr. MalBean said that Wave has been a Godsend and Laney High School uses the 207 almost daily to teach special needs students how to navigate the transit system to prepare them for employment and to teach them to be independent after they graduate • He said that this program is a new curriculum and if successful it would be expanded to the county's other high schools • Mr. MalBean stated that it felt like a sword through the heart when he found out Route 207 was being eliminated • Laney High School staff has put in countless hours to enter into agreements with employers to support the program and losing it would be devastating • He stated that the Authority needs to work with the County Commissioners to keep the route • Mr. MalBean stated that Route 207 is the only bus that serves the northern portion of the county • Mr. Rectenwald said that the reason he needs Route 207 is because he has to travel to jobs in the county • He also said requested that the Authority not eliminate the route • Ms. El said there needs to be more frequent stops • Ms. Dunn said she moved to Wilmington to do something that she always dreamed of doing, go to college CFPTA Agenda Packet 09/26/2013 6 • She said that she signed up for school at CFCC north campus knowing that there was bus service. • Ms. Dunn said she is doing everything she always dreamed of doing and now was told that her dream might be snatched out from under her because she has no car and will not be able get to school if Route 207 is eliminated • She said all she has is Wave Transit. • Ms. Dunn said that she sees the kids from Laney everyday on the bus and they are enthused about riding the bus going to work each day • She also said she would understand to remove the beach bus, a bus that only takes people to the beach to spend the day, but this is their way of life • Ms. Dunn said she doesn't think a single voice would matter, but if they all stand together maybe something can get done • Ms. Smith said that next semester she will be attending CFCC and does not understand the proposal to eliminate the route • She uses the buses to look for jobs and Route 107 is the only way she has to get to work and does not want it eliminated • Ms. Smith said she has no means to buy a car • She will be attending CFCC's north campus and will need Route 207 • She said more stops need to be added on Shipyard Blvd • She said that public transportation is supposed to serve the county • Mr. Ranger said that it is not a good time to cut routes • Mr. Hogan said he is a veteran and former CFCC student • He asked why Wave Transit would want to cut off and isolate the northern part of the county • Mr. Hogan said in the past he would have to travel to Durham to access the VA Clinic, but now is able to catch the 207 to the VA Clinic • Mr. Hogan said Wave is building a million dollar building and eliminating one bay could pay for Route 207 • Mr. Hogan said that 207 runs empty during the summer, but is full in the fall • Mr. Woolf said that Wave keeps cutting routes • There are four buses running on Market Street and the 104 does not even stop • Ms. Campbell said that the routes are condensed and not frequent enough • More service needs to be provided to Brunswick County • Ms. Campbell said she attends CFCC north campus and having routes running every hour is inconvenient • She said she witnessed the changes in February when the routes were changed • Ms. Campbell said that some classes are exclusively at CFCC's north campus and it is wrong for Route 207 to be on the chopping block • She said it takes her fifteen minutes to walk to the nearest stop and there are no sidewalks • Ms. Campbell stated that the routes scheduled to be eliminated are important and should not be on Scheu briefly described the 107, 301 & 207 reductions • Ms. Kemppainen encouraged Wave to keep the 107/301 • She works at UNCW and rides the bus every day to work with other co-workers • Ms. Cox agreed with Ms. Kemppainen in regards to the 107/301 • She also asked to keep the 207 • Mr. Meeks stated that he has been fighting for Wave all his life • He supports the beach run and hopes that the county will come aboard • Mr. Mills stated that the 207 has been cut off past GE and has to walk to Wrightsboro to catch the bus CFPTA Agenda Packet 09/26/2013 8 • Ms. McIver she said she works at CFCC and is asking to keep the 207 • She said that the students and employees depend on the bus • Ms. McIver said that Wave should do fundraising in order to raise money • She said to ask the community to help • Mr. Robinson said he depends on the 207 & 107/301 • He said he plans to use the 207 more in the future and pleaded to keep both routes • Ms. Nohe said she works at the Federal Point Help Center in Carolina Beach and they have many clients that are out of work • She said that the help center gives bus passes to their clients for work and job search • She said the organization supports the 107/301 and worked closely with the Authority to establish the route • Ms. Nohe submitted a petition supporting continuation of route 301 • Mr. Wilson stated that every comment was commendable • The 301 needs to remain and expand to the Seabreeze and Westchester area • Mr. Wilson wanted to know why the 207 won't run to the airport • He said going to the airport could generate revenue • He also said that the 207 going down Blue Clay Road does not generate much ridership • Mr. Padgett said he supports bus riders and since his truck has broken down he has to use the service • Ms. Barnes said she is a CFCC student and she travels several times each day between both campuses on the bus • She said she would greatly appreciate it if the service could be kept • She said all possibilities need should be considered before a decision is made • Mr. Hawkins asked why does Route 207 not operate seven days a week • Mr. Eby said that CFCC and the VA Clinic were major trip generators which were not open on weekends • Mr. Scheu asked Mr. Eby to give a brief update on why there is no service to the airport • Mr. Eby said that the Airport Authority Director submitted comments during the route restructuring comment period stating that in his opinion bus service to ILM would be underutilized • He stated that without support from the airport, the possibility of providing service to ILM was minimal • Mr. O'Grady thanked everyone for coming • He stated that the City of Wilmington contributes $1,200,000.00 annually to the Authority • He stated that the current county budget would contribute $140,000.00 • He said Wave needs local money in order to leverage federal and state funds • Mr. O'Grady also stated that a recent funding request by ILM for local matching funds was contingent on county funding for the Authority • He told the audience that the Authority and staff fully supported the routes and were working to identify funding to keep them from being eliminated • He stated that the county is an urban county and public transportation is critical in a county like New Hanover • Mr. Adams also thanked everyone for their input and support of Wave Transit • Mr. Dolan said that local investment is crucial to keep the buses running and New Hanover County support is critical to leveraging federal and state funds • Hearing no further comments, Mr. I don't take the bus route that is in question as to whether or not eliminate it, but I believe that some students probably depend on it. The gap between stops appears to be over a mile in some areas. That is obviously a disadvantage when it comes to building up ridership in areas where no bus route previously existed. • The schedules for these routes are hard to understand. From what I can tell, route 107 operates an alternating 1 hour/2 hour frequency... and route 301 operates only every 3 hours. Perhaps if these routes had operated every hour like the rest of the system does, they would have done better. If Wave Transit can't justify making these routes more frequent with more stops - presumably because it doesn't think the riders will come -then it shouldn't try to operate fixed routes at all on these roads. The bus is the only way the citizens of Pleasure Island can get off the island if they don't have a car. Many of my students, in particular, are highly motivated students who are older and have come back to school to further their education in order to better their lives. I feel it is a sad day when budget issues threaten to prevent this. The students who I have talked to tell me that since this bus is their only means to get back and forth to school, they will be forced to not be able to attend classes. The biology class I teach at the North Campus is unique in that due to laboratory space constraints, the class sizes are very small. This is something the students do not get at the downtown campus, as classes there are held in very large lecture halls so the class sizes are much larger. Having a small class size allows students more individualized attention than taking the course downtown, which is to their great benefit. This allows students to be much more successful in the course. I strongly urge you to reconsider the idea of shutting down the transit route to CFCC's North Campus -Route 207. I feel this would greatly impact a large number of our students and remove the possibility of many students furthering their educations. I hope that you will see this as important as my 6 generations and hundreds of friends do. In numerous cases the Wave is the only way for veterans to visit the VA Clinic due to lack of individual methods of transportation. The number of veterans utilizing the Wave will increase as the Clinic become fully operational which is due to be accomplished by December of this year. Upon completion of the program, students will possess the skills needed to utilize public transportation in order to become independent contributing members of the community. Since launching the initiative earlier this year, the program has become incredibly successful. Wave Transit now enters the campus at certain times to ensure the safety of the many Nl--I.CS students who take advantage of the program. The program's success has also garnered the attention oftlte Malting Waves Foundation which is providing financial assistance to this important initiative. Our understanding is that Specially Designed Academics has been so successful that it is planning on expanding to the county's other three high schools. Un fort untely,the current program and future expansion is in jeopardy. On September 12,2013, the New I lanover County Commissioners are expected to decide if they wisli to continue to financially support fixed route public transportation in the unincorporated areas. Should they choose not to Wave Transit service to Laney and Ashley High Schools will be eliminated, In addition to the Kiss of'the transportation initiative under-Specially Designed Academics, many parents who lack access to reliable transportation tray lose their opportunity to participate in their child's educational experience. If you share out-support for public transportation in the unincorporated areas of New Hanover County, we would greatly appreciate a resolution or a letter to Chairman White from your board letting him and his colleagues know how important the services of Wave Transit are to your organization.
