Meeting Minutes —Real Estate/Building Committee
The New Hanover County ABC Board Real Estate/Building Committee met October 16, 2013 at 10:00
AM at LS3P's Wilmington Office,2528 Independence Blvd, Suite 200, in the main conference Room.
List of primary attendees:
NHC ABC Board: Board Member: Robert Martenis, Vice Chair; Staff: Gary Cain, Retail & LBD Sales
Operations Manager; Carol Martin, Finance Officer; and Dan Sykes CEO. Also representing the ABC
Board was T J Land,Construction Manager.
LS3P, LLC: Rosemary Large, Associate Project Coordinator; Christopher Lucas; Senior Associate/Field
Auditor; Elliott O'Neal, Director of Bidding and Contract Services; and Taylor Simms, Senior
Associate/Project Manager.
Bordeaux Construction Company, Inc.: Charles Schelah, Project Manager; and Ben Brisson, Project
Superintendent.
Several subcontractors were in attendance but names were not recorded (i.e. subcontractors for Trucking,
Excavation,Heating and Air,Plumbing, and Electrical). Their input was minimal.
The purpose of the gathering was for a Pre-Construction Meeting for the new ABC Complex 6009
Market Street/210Judges Road. Ms. Large conducted most of the meeting. After she made the
introductions, she proceeded to review pertinent details regarding Lines of Communication; Key Dates;
Contractor Submittals; Schedule of Values; Construction Meetings; Requests for Information; Change
Orders, Weather Delays, Application for Payment, Method of Submittals, Construction Schedule and
other topics.
The only outstanding issue for the Board is to obtain quotes and purchase shelving for the LBD
distribution center. This is to ensure the shelving will be compatible with the overhead lighting and
sprinkler system.
A tentative date to authorize the construction to begin was established as: October 21, 2013. Mr. O'Neal
was to confirm this with third parties and an official notice would be signed by the Board at a later date to
reflect the proper date.
The construction contract, between NEC ABC and Bordeaux Construction Company, was signed by the
Vice Chair and the Finance Officer. Officials from Bordeaux Construction Company, Inc. had already
reviewed and signed the contract. The contract was complete except for being signed by the Board's legal
counsel.
