Meeting Minutes
New Hanover County’s(NHC) Port, Waterway & Beach Commission (PWBC)meeting
participants: (attendance sheet attached).
Chairman Weaver called the meeting to order at 4:00. The Chairman welcomed the attendees
and each introduced themselves.
Captain Schoonmaker, Carolina Beach Inlet Association president, requested and was granted
brief opening remarks regarding the maintenance dredging of Carolina Beach Inlet (CBI).
Captain Schoonmaker emphasized the inlets local economic effects from bait shops to
restaurants and hoped the PWBC would support North Carolina’s offer of matching funds for
shallow draft inlet maintenance dredging.
The November 2013 meeting minutes were approved and the PWBC fund balance was noted at
~$7,131.98.
CurrentBusiness:
TheUS Army Corps of Engineers(USACE)Wrightsville Beach (WB) fiscal year
(FY)14coastal storm damage reduction (CSDR)project:
The USACE issued the plans and specifications on 22Nov2013.

The project is being advertised to pre-approved contractors under the multiple
o
award task order contract (MATOC) format.
Contractor proposalsaredueto the Wilmington District’s contracting officer
o
by 2:00 p.m. on 12 Dec 2013.
NHC’s Kure Beach (KB) CSDR Authorization:
The contractor has mobilized their offshore geophysical survey vessel and the
o
borrow source area surveys are scheduled to be completed this month.
Native beachsediment sampling on both KureBeachand Wrightsville Beach
o
are scheduled to be completed this month.
Application submittal is tentatively scheduled for late first quarter 2014.

The Shallow Draft Inlet Reconnaissance:

A final draft of the Reconnaissance Report is anticipatedonthe 13with final
o
th
stakeholder comments due by the 18.
TheReconnaissance Report is to be completed by the end of December.
o
Cost and schedule estimates will be provided within the Final Reconnaissance
o
Report.
Shoreline Transects:
A Freedom of Information Act (FOIA) request has been submitted to the
o
USACEfor previous planning and post-placement surveys.
Preliminary contract negotiations have started with the Moffatt&Nichol
o
team.
Carolina Beach CSDR Reauthorization:
Marlowe & Co. and our federal delegation continue reauthorization efforts
o
during the Water Resources Reform and Development Act (WRRDA)
conference committee meetings.
Supplemental correspondences have been initiated by Carolina Beach to
o
conference committee members.
New Business:
Carolina Beach Inlet(CBI), Maintenance DredgingFunds:
Chairman Weaver introduced the subject noting the financial, navigational,
o
ecological and recreational aspects of CBIto the region.
Chairman Weaverencouraged a fair and reasonable approach that each
o
member could take back to their respective boards.
Chairman Weaverdetailed the thought process used to develop the weighted
o
matrixoption.
CouncilmanO’Grady agreed with the importance of waterway access and
o
pointed out that the river walk was an example of theCity’s contribution to
this access.
CouncilmanO’Grady questioned the validity of the boat numbersused in the
o
matrix spreadsheet in that “were these the owner or boat locations”.
CouncilmanO’Grady stated the unincorporated county areas were not
o
carrying their loadand thatthe City and the beach communities should not
cover the shortfall. Mr. O’Grady further stated he would not take additional
participation by the City back to his council.
CB Councilman Shuttleworthinterpreted Mr. O’Grady’s comment as the need
o
for a supplemental assessment on the unincorporated areas of the county.
Mr. Silivanch felt county taxes were sufficiently high.
o
Mr. Barber injected the current debate direction was notproducing a positive
o
path forward and that CBI is a regional feature that benefits all.
CommissionerWolfe questioned asupplemental assessment but recognized
o
the need to maintain this regional infrastructure feature and his willingness to
work to that end.
Mayor Cignotti referenced the parks and recreation bond and the level of
o
funding distribution within that effort and that CBI is very much a recreational
feature of the region; therefore arguably a county responsibility.
Chairman Weaver suggested generatingthedredgingfund balance by
o
boats/jurisdictionand Mr. Bloszinsky suggestedafter NHC paid half or
$112,500.Commissioner Wolfeadded the boat lengths could be considered
in the calculations.
Mr. Barker suggested the fund be developed to cover seasonalcontingencies
o
rather than maintaining theportendedminimum needed annually.
Mayor Wilcox and others recommended a participation % in the event the
o
minimum goal of $450K/year was not sufficient.
Staff noted thepassengerdirect expenditurescalled out in the2009Beach
o
Inlet Management Plan forCBI’scharter-fishingindustryasa~$16.00 return
on each $1.00 invested.
Chairman Weaver generalizedthe options that were discussed,asked all to
o
consider reasonable participation and that we must continue the dialogue.
