Meeting Minutes 19 Feb 2014 19 February2014 Meeting Minutes Chairman Weaver called the meeting to order at 4:00. The Chairman welcomed the attendees and each introduced themselves.Chairman Weaver thanked the New Hanover County(NHC) Port, Waterway & Beach Commission (PWBC)for their service/dedication and expressed his enjoyed participation. Chairman Weaver further articulatedhis supportof the newly appointed members(Mr. Barbour and Mr. McIntosh)and the valuable expertise each will bring to the PWBC. Chairman Weaver ensuredhiscontinued participation as acontributingcitizen. The meeting’sattendance sheetisattachedand the PWBC fund balance was noted at ~$6,381.98.The balancewasreduced by a total of $750.00 for sponsorships by Wrightsville, Carolina and Kure Beaches($250.00 each) at theupcomingspring North Carolina Beach Inlet and Waterway Assoc. (NCBIWA)Coastal Local Government Meeting. Staff regretted the make-up meeting’sshort notice resultingfrom last week’s ice-storm. Staff further noted the MarchPWBCmeeting date conflicts with the NC Water ResourcesCongress’ (NCWRC)trip to Washington DC. Current Business Wrightsville Beach (WB) FY14 Coastal Storm Damage Reduction (CSDR) Project Weeks Dredging is mobilizing pipe and stafftothe Morehead City area for the Beaufort Harbormaintenance dredgingproject.Based on conversations with the US Army Corps of Engineers(USACE), the schedule has slipped by a week. However, a revised schedule has not been provided by Weeks; therefore, the contractor provided start date for the Wrightsville Beach CSDR projecttentatively remains 24 March. NHC’s Kure Beach (KB) CSDR Project Authorization The contractorisprogressing with the DRAFTBiological Assessment, Essential Fish Habitat Assessment and NCDivision of Coastal Management Major Permit application. Staff will be meeting with the contractoron 24 Feb 2014 to review elements ofthe Draft Geotechnical Report. Shallow Draft Inlet(SDI)Permitting Phase The NC Division of Water Resources (NCDWR) held astakeholder conference call on18 Feb 2014. A straw poll was taken and four of the five participants were reasonably confident in moving into the permitting phase. Based on contractor estimates and with four participating stakeholders, the cost to NHC’s room occupancy tax (ROT) would be $37,500.00to acquireCarolina Beach Inlet (CBI) maintenance dredging authorizations. Shoreline Transects Staff anticipates a final scope of work with tasks, man-hours and fees by the end of this week. The fees anticipated for2014 efforts will be approximately $170K. The 2014 efforts include first year costs of data base development including base station configurations,historical USACE data acquisition, reduction, data base inclusion and trend analysis. The routine or baseline annual surveys, analysis and reportingwill be approximately $130K/year. The number of transects vary between locations and have been reduced from the USACE’s 175 to 124. The transect numbers are broken out in the following table and a shoreline transect plan view is attached.Overtime, the number and location of cross-sections will continue to be evaluated. Staff reminded all of the NCWRC trip and the conflict with next month’s PWBC meeting. Councilman Shuttleworth asked if visits to theWRRDAConference Committee members were being considered. Public Comment: Staff spoke toaNC Division of Coastal Management (NCDCM)notification of a public information session scheduled2April 2014in theNHC GovernmentCenter building from 6 to 9.The topic will beNC inlet management. There was discussion ofthe beach communities’abilities to generate futurefundpercentages of CSDR projects. The communities are consideringbeach generated ROT funds,specifically thosedollars currently usedfor beachspecific promotions.Beach municipality resolutions are anticipated for use in the spring 2014 short session of the NC General Assembly.The request would includeROTlanguage modificationsallowing eachmunicipalitymoreuseflexibilityof thepromotional funds. Councilman Shuttleworth requested an update of the ROT lifecyclesbased on anticipated/potentialfederal, state, county and local participations. Staff will bring those estimated funding timelines. Captain Schoonmaker gave a brief update on the UNCW economic assessment of Carolina Beach Inlet. The Carolina Beach Inlet Association(CBIA)will be inviting all to a presentation by Dr. Dumas following the report release due 17 March 2014. Additional survey efforts may be necessary and the CBIA would reach out to all for additional support.Captain Schoonmaker questioned themaintenance dredgingfundbalance of the CBIbeyond March 2014 and the efforts underway to ensure inlet access this spring. Staff shared that the funding shortfall for 2014 has been taken to management and optionsare under consideration. The meeting was adjourned at approx. 5:00pm.
