05222013 May 22 2013 TRC Agenda PackagePage 1 of 2 TECHNICAL REVIEW COMMITTEE AGENDA May 22, 2013 New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday, May 22, 2013 at 2:00 p.m. in the Finance Conference Room – 500, New Hanover County Government Center, 230 Government Center Drive, to discuss the following projects: 2:00 p.m. Item 1: Watermark Landing (Performance Plan) – Request by Margaret Gray of McKim & Creed for REDUS NC Land, LLC for TRC to consider a twelve (12) month preliminary site plan extension of a 48 residential lot subdivision located near the 8400 block of River Road, west side. Watermark Landing Site Plan History The TRC preliminarily approved Watermark Landing for 66 units (33 duplex townhomes) in March, 2006. In September, 2007, the project was downsized to 48 single family lots. Planning staff administratively approved the revised project with an unchanged road design layout along with “best management” practices proposed. No design changes to the site plan have taken place since administrative approval. All original conditions from the March, 2006 plan remain in effect. No final plats have been submitted or approved by the County. A letter from Ms. Gray requesting the twelve month preliminary extension request is attached. Site Plan Conditions from the March, 2006 plan included:  A water letter from DEHNR confirming adequate pressure for fire protection. Letter will be reviewed by County Fire Services  Specific information concerning bridgeload capacity for fire protection. Information to be reviewed by County Fire Services.  With the designation of private roads to serve the project, no gates or obstructions will be permitted.  Additional utility easements may be required by County Engineering. Project Data  Zoning District: R-15 Residential (2.5 units per acre)  Water Service: Private (Aqua of North Carolina)  Sewer Service: Private (Aqua of North Carolina)  Road(s) Designation: Private  Lots: 48 (single family)  Acreage: 32.94  Land Class: Conservation Page 2 of 2 May 22, 2013 TRC Agenda Planning Staff Observations  An updated confirmation letter is needed on water & sewer capacity from Aqua of North Carolina  Status report needed on fire protection – water pressure and bridge load capacity  Status report needed on existing/valid permitting – Stormwater, CAMA, S&E Control, DEHNR, Corps, etc.  SUP required for any proposed boat slips 2:30 p.m. Item 2: Laurenbridge (Performance Plan) – Request by Laurenbridge Development Company, LLC for TRC to consider a one year extension to the preliminary site plan consisting of 34 lots located between Beacon Woods subdivision to the north and Vineyard Green subdivision to the south. Laurenbridge Site Plan History Laurenbridge was preliminarily approved by TRC in May, 2009 for 34 lots. No conditions were attached to the site plan. Waivers were granted by the TRC for cul-de- sac length and road inter-connectivity. No design changes since approval have occurred. No final plats have been reviewed or recorded. A letter from Laurenbridge Development Company requesting the extension is attached.
