Meeting Minutes
Chairman Barbourcalled the meeting to order at 4:00and welcomed all.Introductions were
made by each;the meeting’sattendance sheetisattached.Paul Cozza,Chief Executive Officer
of the North Carolina State Ports Authority(NCSPA)wasawelcomedparticipant.
TheNew Hanover County (NHC)Port,Waterway&Beach Commission (PWBC)approvedthe
Junemeeting minutes (emailed 16June2014).The current PWBC fund balance was noted at
~$6,381.98
Mr. Loving provided a brief history of the PWBC and the Chamber of Commerce’s efforts
supporting and advocating for the Wilmington Harbor 96 Act and subsequent deepening to -42’.
Mr. Cozza acknowledged the PWBCand Chamberrelationshipswith the NCSPA and his desire
to continue thosepartnerships.Mr. Cozza provided a personal work history and his initial areas
of emphasis to grow the NCSPA. Mr. Cozza reiterated the importanceof intermodal capabilities
as well as additional working depths in the Wilmington Harbor. Mr. Cozza emphasized the
development of relationships locally, in Raleigh and in Washington. A state-wide NCSPA
economic impact graphic was provided and is attached.
Current Business
Wrightsville Beach (WB) FY14 Coastal Storm Damage Reduction (CSDR) Project
A final accounting of volume removed, volume placed, pdf locationsand the costs has been
requested from the USACE.
NHC’s Kure Beach (KB) CSDR Project Authorization
TheUS Army Corps of Engineers(USACE)has received thepermitpackage fromtheNorth
Carolina Division of Coastal Management(NCDCM)andis continuingtheir review. The
USACE position letters have been provided to sister federal agencies (US Fish &Wildlife
Service(USFWS)and National Marine FisheriesService (NMFS).A NCDCM permit decision
is anticipated by the end of July.Staff noted the effect from the loggerhead critical habitat
designation on the current KB CSDR application is pending.
Shallow Draft Inlet (SDI) Permitting
Astakeholderkickoff meeting is scheduledfor 11July; staff is attending.
Shoreline Transects
Elevations have been determined from which shoreline volumes will be calculated and
compared. Those elevation lenses were provided in the meeting’s agenda. 2014 data reduction
continues; the 2014 shoreline monitoring report is due in October.
Carolina Beach (CB)Reauthorization
With the2014Water ResourceandReform Development Act(WRRDA)and CB’sfederal three-
year extension, management will request the County Board of Commissioners support carrying
May approved funds for use in2014 to FY 2016.This effort will retain CB’s 3-year
maintenance cycle and delay significant room occupancy tax (ROT)outlays to FY 2019. Staff
requested PWBC support for this approach.
Chairman Barbour requested a motion which was received, seconded and approved.
Kure
Beach Councilman Bloszinsky was the dissenting vote.
Carolina Beach Inlet Funding
NC Legislative efforts facilitatingDistrict U (unincorporatedcounty)ROT funds for inlet
maintenance dredging continue. Both Carolina and Kure Beach acknowledged they had
budgeted for FY 2015 CB Inlet maintenance dredgingof $29,925.00 and $4,950.00 respectively.
Chairman Barbour updated the PWBC on the status of the Carolina Beach Inlet Association’s
(CBIA)economic study.Dr. Dumas will present the report at the next CBIA meeting on August
th
5.Chairman Barbour said the CBIA would be sending invitations to PWBC members.
New Business
Mr. Silivanch and Mr. Newman gave a brief presentation regardingtheproposed US
Environmental Protection Agency (USEPA) and the USACE’sclarification of definitions
describing wetlands as regulated in the Clean Water Act.Mr. Newman noted public comment
ends on 20 October 2014 followed by immediateimplementation.
Public Comment
Mr. Kellam suggested everyone check for potential changes in theircurrentCoastal Barrier
Resources Act(CBRA)delineated areas.
Staff provided a brief update of the now approved critical habitat for the loggerhead sea turtle.
Excerpts from the final designations(USFWS & NMFS)are attached.
