Minutes Package 13 Aug 2014 13 August2014 Meeting Minutes Chairman Barbourcalled the meeting to order at 4:00and welcomed all.Introductions were made by each;the meeting’sattendance sheetisattached.TheNew Hanover County (NHC) Port,Waterway&Beach Commission (PWBC)approvedtheJulymeeting minutes (emailed 14 July2014).The current PWBC fund balance was noted at ~$6,381.98 Current Business Wrightsville Beach (WB) FY14 Coastal Storm Damage Reduction (CSDR) Project A final accounting ofvolume placed, pdf locationsand the costs has beenrequested from the US Army Corps of Engineers(USACE). NHC’s Kure Beach (KB) CSDR Project Authorization TheUSACEhas received comments and suggested permitlanguage from the US Fish and Wildlife Service (USFWS) andNHChasresponded to the suggested stipulations. USFWS’s proposedrequirementsare also being reviewedbytheUSACE Civil WorksSection. Staff responded to questions regarding the newloggerheadsea turtlecritical habitat designation and the relevancytoUSFWS’sproposed stipulations. Shallow Draft Inlet (SDI) Permitting Astakeholdermeeting was held withthe North CarolinaDivision of Coastal Management (NCDCM)on 8 August 2014 at the Wilmington Regional Office. The contractor O’Brien & Gere provideda presentation of the generalpermittingapproach and gathered direction and suggestions from severalparticipatingNCDCMstaff.Stakeholders from all fiveSDIswere represented during the meeting including the Division of Water Resources’Project Manager fromtheRaleigh Central Office. Staff responded to questions regarding the timingof potential permit issuance(anticipated first calendar quarter 2015) pending Federal responses. District U (unincorporated)Room Occupancy Tax(ROT)Legislation The NHC Finance Department is drafting aMemorandum of Understanding (MOU) between the NHC Tourism Development Authority (TDA)and NHC regarding the legislation’s purpose and intent. Implementing guidelinesare alsobeing developed. Carolina Beach (CB)Reauthorization USACE Headquarters issuedWater ResourceandReform Development Act(WRRDA)2014 guidance confirmingthe 3-year authorization extensionwas applicable to the CB CSDR project. Further clarification was given regarding the carrying forwardofcurrent in-house USACE funds for plans and specification development in FY15 and construction in FY16. NHC staff responded to State funding statusinquiriesandemphasizedthe need to continue advocating for State funds for both CB and KB in the FY16 State budgetprocess. NHC staff isevaluating alternative approaches forapotential 15-year extension of the CB CSDR project as provided in WRRDA 2014.A preferred approach has notyetbeen determined/ approvedby NHC Mgt. or the Board. NHC staff responded to questionsregardingNHC’sDC advocacygroup. Staff notedthe cost was ROT borne and the selection was byNHCMgt. Carolina Beach Inlet(CBI)Funding Staff noted thatCarolina and Kure Beach would be invoicedfor FY 2015 CB Inlet maintenance dredging of $29,925.00 and $4,950.00 respectively. NHC staff reviewedcurrent CBI funds in place for USACE use in the Oct./Nov. timeframe. The USACE has been asked to “pencil in”the hopper dredge Currituckfor a spring 2015 event pending available funding. Chairman Barbour updated the PWBC on the Carolina Beach Inlet Association’s(CBIA)last meeting where Dr. Dumas presented the CBIeconomic impact report.CBIA will be requesting Dr. Dumas to developa single sheet summary of the statistics highlighting thesignificant economiceffectsthe inlet has on NHCand NC.The meeting was well attended bymembers and guestsmanywithlocal, state and federal political interests. GeneralComments PWBC member Mr. Washington brought to the attention of the PWBC the effort by the NC State Ports Authority (NCSPA) to improve three pinch points within the Wilmington Harbor:(1) the turning basin north of Berth One and adjacent to Vopak, (2) the Battery Island turn off Southport and (3) improved access at the Harbor entrance reaches next to Bald Head Island.The USACE Environmental Assessment(EA)has been completed and item (1) was notdeemedeconomically justified. Mr. Washington asked if the Chair, Vice-chair or any PWBC members had been given the opportunity to comment on the EA.Mr. Washington emphasizedadditionaladvocacy from the PWBC seemedrelevant and potentially helpful as was the case during the original Wilmington Harbor 96 Actresulting in the current -42’US Congressionally authorized harbor depth.The PWBC agreed in their willingness to participate and support of NCSPA’s success. Vice-chair Andrew noted the Chamber of Commerce would be visiting Washington DC in September. The DC tripwill focuson economic development. ChairmanBarbournoted anemailingfrom the NC Water Resources Congress(NCWRC) regarding on-going advocacy and the upcoming fall meeting at the McKimmon Center in th Raleigh on October 30. All were encouraged to jointhe NCWRCand participatein the fall meeting. The meeting was adjourned at approximately 5:10.
