PWBC Minutes Meeting Package 10 September 2014 10September 2014 Meeting Minutes Chairman Barbourcalled the meeting to order at 4:00and welcomed all.Introductions were made by each;the meeting’sattendance sheetisattached.TheNew Hanover County (NHC) Port,Waterway&Beach Commission (PWBC)approvedtheAugustmeeting minutes (emailed 14August2014).The current PWBC fund balance was noted at ~$4,381.98. Chairman Barbour confirmed the reduced fund balancedidreflect sponsorship in the upcoming NC Beach Inlet and Waterway Association’s 2014 Annual Conference. Current Business Wrightsville Beach (WB) FY14 Coastal Storm Damage Reduction (CSDR) Project A final accounting of volume placed, pdf locationsand the costs has beenrequested from the US Army Corps of Engineers (USACE). NHC’s Kure Beach (KB) CSDR Project Authorization TheUSACEcontinues to evaluatesuggested permitlanguage from the US Fish and Wildlife Service (USFWS) andNHC.USACE Regulatory is scheduling ameeting to include Civil Works, USFWS, NC Wildlife Resources Commission, NC Division of Coastal Management (NCDCM)and NHC. USACE Civil Works is includedconsidering the USACE’s next scheduled maintenance of Carolina and Kure Beach’s CSDR projectsare next fallin FY16. Shallow Draft Inlet (SDI) Permitting The NC Division of Water Resources’ contractor continues preliminary coordination withthe NCDCM. A pre-application meeting,inclusive of all potentially interested resource agencies, will be the project’s next major milestone. A date for the pre-application meeting has yet to be determined. Carolina Beach (CB)Reauthorization NHC staff is evaluating alternative approaches for a potential 15-year extension of the CB CSDR project as provided in WRRDA 2014. A request for an opinion of the study scope has been submitted to theWilmingtonDistrictUSACE, a response is pending. A proposal for listing a CB CSDR modification on the 2015 Annual Report to Congress is also being considered. Carolina Beach Inlet(CBI) Chairman Barbour updated the PWBC on the Carolina Beach Inlet Association’s (CBIA) presentation to the County Board of Commissioners scheduled for 15 September. Dr. Dumas willpresenta brief summary ofthe CBI economic impact report. TheMemorandum of Understanding (MOU) defining the use of the District U funds has been approved by theNHC Tourism Development Authority (TDA). Implementing guidelines will be developed throughupcomingmunicipality coordination. Updated Flood Plain Mapping Chairman Barbour modified the agenda to include a preliminary update of the recently released flood plain mapping of coastal NHC. Spencer Rogers of Sea Grant provided the update. Mr. Rogers encouraged all to pay attention to the preliminary maps and potential comments likely to follow. Mr. Rogers, emphasizing his very cursory review,pointed out potential risks and rate changes. The PWBC requested Mr. Rogers to present a more detailed assessment of the potential map changes at the 8 October 2014 PWBC meeting, Mr. Rogers agreed. --------------------------------------------------------------------------------------------------------------------- Folks, Preliminary flood maps are now available for Brunswick, New Hanover and Pender Counties.Other coastal counties will be released later.NC Floodplain Mapping will eventually be sending a news release.For an early look, see: http://rfris.nc.gov/fris/Home.aspx?ST=NC In the right side menu, click on “Effective” and switch to “Preliminary.”Toggling between the two allows direct comparison of the present and proposed maps. The maps will be subject to a 90-day public review by the local communities and public comment.After the comment period expires the maps any revisions will be considered.After any proposed revisions are reviewed and remapped, the maps will only take effect when adopted and implemented by the local government.The local government will then have 6 months to adopt the maps.If not adopted, FEMA will automatically drop the community from the NFIP and existing flood policies will not be renewable. NHC staff provided the Chamber consortium that was traveling to DC a copy of the CBIA economic impacts summary. NHC staff encouraged PWBC members’participation in the upcoming NC Water Resources Congress (NCWRC)annual meetingand the NC Beach Inlet Waterway Association’s annual conference. Registration information was provided in the Septemberagenda. Vice-chair Andrew requestedthe PWBC notethe next Coastal Resource Commission Meeting ndrd will be held in Wilmington on October 22and 23. CB Councilman Shuttleworth noted an ongoing challenge regarding NCDCM setbacks of existingmulti-unit condos not meeting the 2009 graduation set back rule and being considered as non-compliant in the event of major structural losses. Vice-chair Andrew noted that NCDCM staff was reviewing those rules and requested Mr. Shuttleworth providehima bullet summary of incident specifics for use with NCDCM staff efforts. Mr. Kellam noted that part of the NCDCM review may potentially include island specific building lines representing the furthest waterward point of construction. The meeting was adjourned at approximately 5:15.
