Comments New Hanover County Government Center 230 Government Center Drive, Suite 150 Wilmington, NC 28403 P 910.798.7165 F 910.798.7053 Significant Trees According to the tree inventory submitted for this project, there are 26 trees on site that are considered Significant and are regulated by §67 of the New Hanover County Zoning Ordinance. These trees include: 1- 28" hardwood, 1- 45"hardwood, 1- 44" hardwood, 1- 24" hardwood, 7-24" Oalcs, 2-25" Oaks, 3-26" Oalcs, 1-32" Oalc, 1-27" Oak, 1-39" Oalc, 1-26" hardwood, 1-10" Magnolia, 1-25" Pine, 1-30" Oak, 1-9" Magnolia, 2-24" Pines. • The Significant trees should be protected and preserved to the greatest extent practical and incorporated into the general landscaping of the project. Recommendations include: Creating a vegetated cul-de-sac to incorporate the 44" hardwood and any other adjacent trees within the landscape island; moving the footprint of the duplexes to ensure that significant trees are not removed; reconfiguring the position of the road in order to save several of the significant trees within the proposed road alignment; incorporating vegetation into required stormwater management devices; designating open space in areas where clusters of significant trees are present • If these trees are to be removed they must be nutigated onsite with trees that total twice the diameter of all trees to be removed. If replacement trees cannot be accommodated on the site, then a payment may be made to the County's Tree Improvement Fund equivalent to the cost and installation for the number of trees which cannot be planted on site. In addition to the aforementioned conmments, the following are recommendations due to the proximity of this project to the Intracoastal Waterway, SA and Outstanding Resource Waters, and a Primary Nursery Area: • Recommend the use of Low hmpact Development (LID) techniques in coordination with required stormwater management techniques. LID techniques could include: a constn~cted wetland, bioretention areas (rain gardens), pervious pavement, and vegetative buffer strips. • Recommmend minimizing the amount of impervious surfaces for roadways and parking. • Recommmend the use of shared driveways with grassy or pervious strips to encourage infiltration of stormwater nu7off. • Recommend the use of pervious paving options on low flow traffic areas, driveways, and sidewallcs. • Recommend limiting grading only to locations for driveways and streets. • Recommend incorporating the wetland area as a passive recreation and environmental educational location. Due to the uiuque area in which this development is being proposed, the developer can incorporate educational signage in the wetland area for future residents.
