Meeting Minutes
Chairman Barbourcalled the meeting to order at 4:00and welcomed all.Introductions were
made by each;the meeting’sattendance sheetisattached.TheNew Hanover County (NHC)
Port,Waterway&Beach Commission (PWBC)approvedtheSeptembermeeting minutes
(emailed 12September2014).The current PWBC fund balance was noted at ~$4,381.98.
Chairman Barbourconfirmed the reduced fund balancedidreflect sponsorship in the upcoming
NC Beach Inlet and Waterway Association’s(NCBIWA)2014 Annual Conference.Staff noted
the next balance reduction would take place in support of NCBIWA’s 2015 Local Governments’
Meeting, date and location yet to be announced.
Current Business
Wrightsville Beach (WB) FY14 Coastal Storm Damage Reduction (CSDR) Project
A final accounting of volume placed, pdf locationsand the costs has beenrequested from the US
Army Corps of Engineers (USACE).
NHC’s Kure Beach (KB) CSDR Project Authorization
Staff shared the general results of a USACE, US Fish and Wildlife Service (USFWS) and NC
Division of Coastal Management (NCDCM) permitting meeting held on 6 October. Monitoring
requirements for sand compaction, escarpments and daily turtle season data would be required in
an annual report to the USACE. Detailed permit conditions are being drafted by the USACE.
CouncilmanBloszinsky of Kure Beach asked if the critical habitat designation would delay the
scheduled FY16 CSDR maintenance event on Kure and Carolina Beach. Staff relayed that the
USACE Civil Works section participated in the 6 October meetingpreparingto address similar
authorization issues.At this point, staff does not anticipate project delay resulting from the
habitat designation.
Shallow Draft Inlet (SDI) Permitting
A pre-application meeting has been scheduled by the NC Division of Water Resources and their
contractor for 15 October. The contractor is also scheduled to provide an overview of the project
ina presentation at the upcomingNCBIWA meeting.
Once thefinalNCBIWA agendais released,Chairman Barbour requested staff transmitthe
agendato the PWBC members.
Carolina Beach (CB)Reauthorization
Efforts to secure a 15-year extension are being advanced. A Federal approach hasbeen initiated
by the District; their proposed guidance is being vertically movedwithin the USACE echelon. A
Non-federal approach has also been initiated with the submittal of a WRRDA 2014, Title VII
proposal. The initial goals of the Title VII proposal arecertification by the Assistant Secretary
of the Army for Civil Works (ASA) and inclusion in the USACE’s 2015 Annual Report to
Congress.
CouncilmanShuttleworth of Carolina Beach requested a flow chart of the potential Federal and
Non-federal approaches.
Carolina Beach Inlet(CBI)
During the County Commissioners meeting held on15 September,Dr. Dumaspresenteda brief
summary ofthe CBI economic impact report. (PDF attached)
District U negotiated guidelines detailing theMemorandum of Understanding (MOU) are being
developed for presentation to the Tourism Development Authority (TDA) prior to the guidelines
going before the County Commissioners.
Chairman Barbour urged all participating in the guidelines’ development to include funding
discussions beyond the proposed 5-year disbursement of the current District U fund balance.
Updated Flood Plain Mapping
Spencer Rogers of Sea Grant provided an update of NC’srecently released preliminary flood
plain mapping of coastal NHC. Mr. Rogers encouraged all communities tocontinuingpaying
attention to the preliminary maps.There was much discussion regarding the incongruences
between coastal locations and associated base flood elevations.A PDF copy of Mr. Rogers’
presentation is attached.

Preliminary flood maps are now available for Brunswick, New Hanover and Pender Counties.Other coastal
counties will be released later.NC Floodplain Mapping will eventually be sending a news release.For an early

In the right side menu, click on “Effective” and switch to “Preliminary.”Toggling between the two allows direct
comparison of the present and proposed maps.
The maps will be subject to a 90-day public review by the local communities and public comment.After the
comment period expires,the mapsandany revisions will be considered.After any proposed revisions are reviewed
and remapped, the maps will only take effect when adopted and implemented by the local government.The local
government will then have 6 months to adopt the maps.If not adopted, FEMA will automatically drop the
community from the NFIP and existing flood policies will not be renewable.

Vice-chair Andrew noted the Governor’s scheduled participation at the CRCmeetingon the 22
at the Hilton Riverside.
Mr. Anderson of the City urged the PWBC to review the NC Department of Transportation’s 25-
year plan, specifically references to CSDR and inlet maintenance.
