New Hanover SWCD FROM: Shelly Miller, Community Conservationist RE: Carrington Woods January 31, 2006 I HAVE REVIEWED THIS PLAN AS REQUESTED AND HAVE THESE COMMENTS: The soils are Johnston Soils (JO) and Seagate fine sand (Se). According to the booklet, , "Wilmington/New Hanover Classification of soils for Septic Tank Suitability, Seagate is Class II soils and Johnston is a Class IV soil. The Soil Survey of New Hanover County lists Seagate as somewhat poorly drained and Johnston as very poorly drained. Johnston soils is on the New Hanover County Hydric Soils A list which means they are possibly wetland areas and subject to regulation under the Clean Water Act. Seagate is on the Hydric Soils "B" list, which means it may contain areas of wetland. is severe for all of the soils on this site. The limitations are due to flooding and/or wetness. An adequate drainage and maintenance plan is needed for suitable housing. The U.S. Army Corps of Engineers has federal jurisdiction over 404 Permits and the NCDEHNR, Dept. of Water Quality, has state jurisdiction over 401 Permits under the Clean Water Act. Before disturbing possible wetland areas, developers should contact these agencies to stay in compliance with State and Federal regulations. The wetland line on my survey and your map appear to be the same; it does not appear that they will have any requlated impacts to JD waters. 2. Porter's Point S/D, Stewart Engineering. Action ID 200300552. Angie Pennock had signed a survey for this property on 29 March 2003. Her survey actually includes additional property to the south. The map sent to you actually doesn't include all of the isolated wetlands on the property and incorrectly identifies one wetland as 404 when it is actually isolated. Based on their plan, it would appear that they may have impacts to both JD wetlands and isolated wetlands. They'll need to get w/ DWQ about the isolated impacts. If you would like a copy of the JD survey, let me know. I am concerned about the engineers note about wetlands on the plans - they only mention that impacts would be permitted by DENR. A NCDOT driveway permit is required. Attach an NPDES storm water form and a Bond for $1000.00 along with the RW16 Bond form.USe pages 14 and 15 of the NCDOT Driveway Access Manual as a guide to prepare the forms and plans. 2. Remove all drainage from under the proposed pavement. 3. Supply drainage information ( spread calculations and runoff ) for all roads that are to be public. This can be done at a later date when preliminary plan review is done. 4.Place a note on the plans : All sidewalk shall be maintained by the HOA or New Hanover County. 5.
