Hayes Director April 13, 2006 Mr. Jeremy Blair Paramounte Engineering 127 Racine Drive, Suite 202 Wilmington, NC 28403 Re: Carrington Woods ( Performance Site Plan) Dear Mr. Blair: County Annex Building 230 Marketplace Drive, Suite 150 Wilmington, NC 28403 P 910.798.7165 F 910.798.7053 In regular session on April 12, 2006 , the County's Technical Review Committee (TRC) voted 4-0 to approve Carrington Woods for a total of 52 lots as displayed on your preliminary site plan design. The following conditions were placed on the preliminary site plan: 1) Active recreational space will need to be clarified and labeled on the site plan. 2) The 50' right way located between lots 17-19 will need to be constructed prior to final plat approval for all or a portion of the project. 3) Please add a note on the plan that sidewalk maintenance be the responsibility of the Carrington Woods HOA. 4) The proposed nature trail (western end project) be extended from lot 23 to lot 19 (50' r/w). Attending the meeting were TRC meeting were Chairman David Adams (Planning Board), Sam Burgess (Planning staff), David Hollis (County Engineering), Tom Sosebee (Fire Services), and Aruna Reddi (City-County MPO). Also attending the meeting were Bobby Harris (Planning staff), Holt Moore (County Legal), Jim Iannucci (County Engineer), Ray Griswold (Fire Services) and you. Carrington Woods will be valid as a preliminary site plan for two years. If final plats are not submitted within the 24 month time limit, the plat must be resubmitted as a preliminary plan in accordance with the Subdivision Ordinance. Otherwise, the preliminary plan approval shall become void. A preliminary plan extension may be granted by the TRC for 12 months prior to expiration. The New Hanover County Planning Department - Blair Letter 2. TRC may grant up to a maximum of two I year extensions. In the future, this project may be served by County sewer. However, due to the limited capacity of the County's wastewater treatment facilities, sewer capacity may not exist. DEHNR wastewater sewer construction and operations permits and/or final plat approval of sections may be withheld, if in the opinion of the County Engineer, adequate sewer capacity does not exist. Please also be advised that all other local, State, and Federal regulations will be applicable. As you know, final plat approval for all or a part of the project can not be obtained until construction plan drawings are submitted and approved by County Engineering staff . No significant trees appeared to be located within the road rights of way as noted on the plan's tree survey. Please share this information with your clients. Also remit 5 updated paper copies for TRC Chairman signature. We ask that you waive this requirement for the following reasons: 1) The property western and southern boundaries are bound by Smith Creek and the 100-year flood plain. 2) The northern boundary is currently developed with single family residential lots with no means for interconnectivity. Our main entrance is connecting to the existing Quail Woods Drive and looping throughout the site and only proposing two cul-de-sacs. Thank you for your assistance to this project.
