11 Feb 2015 PWBC Meeting Package 11February2015 Meeting Minutes Chairman Barbourcalled the meeting to order at 4:00and welcomed all.Introductions were made by each;the meeting’sattendance sheetisattached.Howard Marlowe representingNew Hanover County (NHC) in Washington DC was introduced and thanked for his attendance and participation. TheNHCPort,Waterway&Beach Commission (PWBC)approvedtheJanuary meeting minutes (emailed 20January 2015).The current PWBC fund balance was noted at ~$3631.98 following abalance reduction(~ $750.00)for participation inthe North Carolina Beach Inlet and Waterway Association’s(NCBIWA)2015 Local Governments’ Meeting scheduled at theNC Aquarium in Pine Knoll Shores on Monday and Tuesday, March 16 and 17. http://www.ncbiwa.org/15LocGovtRegister.pdf. The following is registration information Vice-chairman Andrew asked for a brief history of the fund balance. Staff and Chamber representative Majure-Rhett provided abriefPWBC fund overview. Once the fund is depleted, discussions should be initiated regarding future support for NCBIWAefforts. The NCWater Resources Congress (NCWRC) has planned its annual Washington DC trip for rdth February23–25. Those interested in participating should contact John Sutherland, Executive Director of the NCWRCat. jds4504@aol.com Additional meetings of potential interests were shared (Wind Energy, 2/11 @ 5:00, Coastline Convention; Oil/Gas Energy, 2/17 @ 3:00-7:00, Blockade Runner; Coastal Resources Commission, 2/18-19, Atlantic Beach Doubletree). Current Business NHC’s Kure Beach (KB) CSDR Project Authorization The NC Division of Coastal Management (NCDCM) is targeting 13 February as a draft permit release date. NHC’s Wrightsville Beach (WB) CSDR Project Authorization NHC’s Board of Commissioner’s approved the project on 20 January. The contractor has received a notice to proceed. Data requests have been provided to the US Army Corps of Engineers (USACE). Mason Inlet Relocation Project (MIRP) The USACE has named a new project manager. Staff and the new USACEproject manager have had a file review session and a site visit. A regulatory meeting including NCDCM and the US Fish and Wildlife Service (USFWS) is being scheduled to continue discussions regarding requested permit modifications. Shallow Draft Inlet (SDI) Permitting Stakeholders have provided final comments on the draft application; final edits are underway by the contractor. Riparian notification packages have been disbursed. Submittal for consideration of completeness is the next step before formalagency submittal. Carolina Beach Reauthorization As of this date, the USACE Headquarters (HQ) has not responded to the proposed study scope provided by the South Atlantic Division (SAD) and the Wilmington District (SAW).SAWis moving forward with elements of the proposed approach in anticipation of HQ concurrence.The economic assessments’scopes, feesand schedulesare being finalized and a SAW update meeting is being scheduled. Howard Marlowe provided a brief introduction/explanation of USACE benefit cost ratios (BCR) and their use by the Office of Management and Budget (OMB) and USACE HQfor determining federally competitive projects.Commission member McIntosh questionedMr. Marlowe ofthe continued “racking and stacking”of projects by USACE.Kure Beach Councilman Bloszinsky asked of any recourse if the BCRs were not favorable. There was no federal recourse offered by Mr. Marlowe; staff noted that in the event federal funds wane, Raleigh would be an important player in the success of maintaining NC’s coastal infrastructure. As required by Section 1037 of the 2014 Water Resources Reform Development Act (WRRDA 2014), the non-federal sponsor is responsible for a “plan for reducing risk to people and property during the life of the project”. On 16 February, staff will request Board of Commissioners (BOC)approval to advertise, interview and select a firm/team capable of providing the Risk Reduction Report. The Request for Qualifications (RFQ) will bestructured toward firms/teams competent inrisk,economic and environmental assessments.The Risk Reduction Plan would be an addendum to the USACE’s limited re-evaluation report. Shoreline Mapping Program (SMP) 2015 Staff will take the 2015 contract before the BOC on 16 February. Howard Marlowe gave a brief presentation covering area specific challenges to be addressed in DC. Mr. Marlowe began with a brief overview of historical budgetary earmarks which have transitioned to today’s congressional mark ups, as withthe USACE FY work plans. Mr. Marlowe continued into the study phases of both the Carolina Beach15-yearlimited re- evaluation reportand the Wrightsville Beach Section 902 authorization modification requirements; both study phases ultimately centering on a federally competitive benefit cost ratio. Mr. Marlowe briefly explained why certain states were stronger competitors for federal CSDR attention, specifically through each state’s internaleconomic supportstructure.Mr. Marlowe lauded the NC delegation’s interest to date and felt Committee support could be advantageous in future WRDA efforts. The PWBC generally discussed steps that may be considered in garnering continued supportin Raleigh and the potential of a coast wideapproach ensuring support for NC’s coastal storm damage reduction efforts.
