The current PWBC fund balance was noted at ~$3631.98.Kure Beach and Carolina Beach representativesC. Bloszinsky and S. Shuttleworth commented on the material presented and usefulnetworkingthe North Carolina Beach Inlet and Waterway Association’s(NCBIWA)2015 Local Governments’ Meeting provided. Current Business: NHC’s Wrightsville Beach (WB) Coastal Storm Damage Reduction (CSDR)Project Authorization The contractor is preparing for a pre-application meeting with the agencies; a date has not been set. Mason Inlet Relocation Project (MIRP) Permit modification requests and efforts in revising the biological opinion and site management plan continue. Shallow Draft Inlet (SDI) Permitting TheNC Division of Coastal Management(NCDCM)andthe US Army Corps of Engineers (USACE)have deemedthe application ascomplete. The NC Division of Water Resources’ (NCDWR) contractor has reached out to the National Marine Fisheries(NMFS)for comment while consideringcomments receivedfrom the US Fish and Wildlife Service (USFWS). Shoreline Mapping Program (SMP) 2015 The contractorhas completed the2015Pleasure Islandtransects and continueson “weather watch” for preferredocean conditions facilitating the Masonboro Island and Wrightsville Beach surveys. CB15-year Extension To date, the USACE Headquarters (HQ) has not providedformal implementing guidance ofthe Water Resources Reform Development Act (WRRDA) 2014, Section 1037.The non-federal risk reduction plan’s request for qualificationsis currently advertised. The submittal date is 1 May 2015with a targeted completion date of February2016. WB Economic Update and Validation Report The USACE hasrequested and has beenprovided the non-federal share($116.5K)of the Economic Updatecost estimate; the USACE has projectedthe total cost at $333K. The Validation Report’s scope, fee and schedulehave not been developed. A separate scoping meetingwill be scheduled by the USACE following the economic update’s start up.The Validation Report will be the supporting documentation facilitating an increase in the current Section 902 construction cap. Once completed, the Validation Reportwill be used asSection 902 adjustmentjustification within the next available WRDA bill. CB Inlet Maintenance Dredging The USACE hopper dredge Currituckbegana 10-daymaintenance dredgingevent on 6 April 2015. Pending weather and plant efficiency,theinlet’s authorized8-footdepthshould be attained and a significant percentage of the allowable over depthshould also be realized. RaleighAdvocacy TheCounty Manager is working towardsecuringNHCadvocacy support forGeneral Assembly activities.The initial effortswill be CSDR related goals (1) locally generated fundsto be state matchedas federalfundshave beenhistoricallymatchedand (2) initiate efforts to securea dedicatedfunding source for CSDR projects.Supplementaladvocacyobjectivesmay be determined as needs develop, as such;thisadvocacysupportwill be funded through the general fund versusthe room occupancy tax. Public Comment: Spencer Rogers of Sea Grant offered the beach communities his time to ride each beach noting site specific areas where sand fencing and plantings could be beneficial. Spencer also noted NC legislation moving through the General Assembly related to removal oflocal construction plan reviews andpotentialimpacts onthe communityrating systems.PWBC representative Barker asked if a floodinsurance update was available, Spencer anticipatesanother revision associated with the initial Biggert-Waterslegislation. Spencer also shared hisongoingconcerns with the updated NCcoastalflood maps. PWBC Chairman Barbour,membersS. ShuttleworthandC. Bloszinsky lead adiscussion regarding room occupancy tax distributions, current andfuture needs andlocal use determinations.Below isthe6%room occupancy tax (ROT)distributionbreak down by point of origin.
