14 oct 2015 PWBC Meeting Package 14October2015 Meeting Minutes Chairman Barbourcalled themeetingto order at 5:00and introductions were made by each;the meeting’sattendance sheetisattached.The Septembermeeting minutes were approved and the current PWBC fund balance was noted at ~$1631.98.Staff notedthe plannedparticipation in the th NC Beach Inlet and Waterway Association’s(NCBIWA)fallconferenceon November 16and th 17at the Blockade RunneronWrightsville Beach(registration link: http://www.ncbiwa.org/files/2015%20Annual%20Conf%20Registration%20Form.pdf). Current Efforts: NHC’s Wrightsville Beach (WB) Coastal Storm Damage Reduction (CSDR)Project Permitting The NC Division of Coastal Management’s (NCDCM) formal application has been submitted. Mason Inlet Relocation Project (MIRP) A NCDCM minor modification has been requested. Contract management has yet to be finalized. Shallow Draft Inlet (SDI) Permitting TheBiological Assessment(BA)has been submitted tothe US Army Corps of Engineers (USACE)withformal consultation to begin with the BA’s transmittal to both the US Fish and Wildlife Service(USFWS)and the National Marine Fisheries Service(NMFS). Shoreline Mapping Program (SMP) 2015 The contracted engineerwill summarize the 2015 Mapping Program results at theNovember PWBC meeting. CB15-year Extension The Wilmington District has requested clarifications within Headquarter’sstudy guidance Beach Renourishment Evaluation Report(BRER). The non-federal Risk Reduction Plan and RefinedModelingproposal was approval bythe NHC Commissioners and the contract is currently circulating for signatures. WB Economic Update A The USACE’s economic update is ongoingwith a completion target date of December 2015. post-meeting update: the perpendicular and parallel modeling set-ups and calibrations are underway. The USACE Project Manager estimates a 50% completion level; the target date is still attainable. CB Inlet Maintenance Dredging Staff is scheduling with the USACE a side-cast Merritt event in December/January and a Murden hopper dredge event in late March/April. Inter-local Agreement The initial working group has met and made good progress. The subcommittee is targeting the 2 November Board of Commissioners meeting for presentation of alternatives. FY16 CB/KB CSDR Maintenance The Wilmington District anticipates a late fall / early winter constructionstart by Marinex A brief post-Joaquinqualitative photo summary was presented(pdf attached). Public Comments: A brief discussionwas heldregarding the shallow draft inlet Federal permitprocessspecifically USFWS and NMFS. A brief discussion was held regarding the meeting held by the Division of Water Resources regarding theMemorandum of Agreementwith the USACE(presentation attached). Mr. Kellam asked if there was any interest in a beach bulldozing effort; there were no responses. The meeting was adjourned at ~5:50.
