Meeting Minutes
ThePort,Waterway & Beach Commission (PWBC)meetingwas calledto order at 4:00and
introductions were made by each;the meeting’sattendance sheetisattached.The February
meeting minutes were approved and the current PWBC fund balance was noted at ~$1631.98.
Staff noted the fund balance would be zeroed followingthe PWBC participation in the Spring
NC Beach Inlet & Waterway Association (NCBIWA)meeting.The spring meeting is scheduled
thst
for April 20and 21at the Pine Knoll Shores’Aquarium on Bogue Banks; the agenda is being
developed. Staff encouraged each municipality to consider continuedsupport of NCBIWA in
theirfuture budgeting deliberations.
Current Efforts:
NHC’s Wrightsville Beach (WB) Coastal Storm Damage Reduction (CSDR)Project Permitting
The US Fish and Wildlife Service(USFWS)hasinitiated formal consultation through theUS
Army Corps of Engineers(USACE).USFWShas accepted our Biological Assessment and
supplemental resource data. The USFWShas projected their Biological Opinion(BO)to be
completed in the July timeframe.Federal and state permitting efforts will resume following the
BO’s releasewithpermitsanticipatedin early winter.
Mason Inlet Relocation Project (MIRP)

Norfolk Dredging completed the2016 maintenance eventon March 7.The finalinlet
relocationvolumes are being calculated; however, theestimated dredging volumeis
approximately 500K cubic yards.
Shallow Draft Inlet (SDI-5) Permitting
USFWS has issued their BO for the SDI-5 projects. The USACE and the NCDivision of
Coastal Management (NCDCM) will now resume permitting efforts. Permits are anticipated in
mid to late summer.
Carolina Beach CSDR Project, Beach Renourishment Evaluation Report (BRER)
Potential Water Resources Development Act (WRDA)2016 report language is being considered
clarifyingnarrative in WRDA 2014.Funding avenues,prior to theUSACE’sFY17 Workplanor
FY18 budget,for initiatingthe BRER are being evaluated.
Risk Reduction (non-federal BRER requirement) and Refined Modeling
Both of these efforts are underwayandwill re-enforce our design(optimal template)parameters
in the event we build WB in FY18 and/or Pleasure Islandin FY19.
WB Economic Update
The USACEcontinues the assessment efforts.The cost certification is anticipated back from the
USACE’s center for expertise inlate April. Following that effort, an updated benefit cost ratio
will be prepared determiningthe USACE District’sFY18 budgeting participation.
FY16 CB/KB CSDR Maintenance
The USACE’s contractor Marinex has completed the northern Kure Beach section. A booster
pump has been positioned for Kure Beach’ssouthern section. Asub-contracted dredge has
arrived and is positioningin CB Inletto begin the Carolina Beach sections.
Carolina Beach Inlet
TheMerritthas completed the winterevent.A one or two day Murdenevent is tentatively
scheduled before she goes northin late March. A 5-dayMurdenevent is scheduled for the May
time frame.
Public Comments:
S. Rogers noted the north end of Wrightsville Beach has not required beneficial reuse of MIRP
maintenance materialto date.
D. Kellam gave a brief over view of Figure Eight’s Banks Channel maintenance event.
R.Smith, NHC’s Chief Communication Officer, introduced Keith Smith ofthePrimePolicy
Group now representing NHC in DC.
Commissioner White concluded the meeting re-emphasizingNHC’sintention to improve
communication, participation and involvement between NHC staff and the beach communities.
The meeting was adjourned at ~5:15.
