Attendance was below average as several members and associates participated in the Coastal Resources Commission meeting in Manteo. Current Efforts: NHC’s Wrightsville Beach (WB) Coastal Storm Damage Reduction (CSDR)Project Permitting TheUS Fish and Wildlife Service’s (USFWS) formal consultation and resulting Biological Opinion (BO) isprojected to be completed in the July time frame. The USFWS/US Army Corps of Engineers (USACE)project conditions are being developed and are centered on the environmental window.Federal and state permitting efforts will resume following the BO’s release with permits anticipated in thefall. Mason Inlet Relocation Project (MIRP) The 2016 Spring Survey Report is anticipated in DRAFT bytheend of May. Shallow Draft Inlet (SDI-5) Permitting The NC Division of Coastal Management (NCDCM) has issuedNHC’sSDI-5 individual permit reflecting USACE authorizations.With the issuance of NHC’sCB Inlet maintenance dredging permit, modifications incorporating an inshore dredge material managementsite (IDMMS)is beinginitiated. Chairman Barbour questioned the expiration date of the CB Inlet permit. Staff noted that in September before the December 2019 expiration, a renewal will be requested. Carolina Beach Councilman Shuttleworth requested additional information regarding the proposed maintenance material management modifications. Staff provided a brief overview of potential hopper dredge disposal improvements as well as potential directionalplacement associated with hydraulic cutterheads. Both dredging techniqueswouldtakeadvantage of the proposed multi-purpose IDMMSlocated in the throat of CB Inlet. Councilman Shuttleworth requested investigating disposal capabilities within unincorporated Freeman Park. NHC’srecently issued permit mirrors the USACE authorizations.Beneficial reuse of the AIWW crossing’s maintenance material is authorized for placement within Freeman Park.The following excerpt and figure are from the SDI-5 applicationand resulting permit. Carolina Beach CSDR Project, Beach Renourishment Evaluation Report (BRER) A delegation letter(attached)has beensentrequestingreallocation of USACE FY16General Investigation (GI) workplan dollars which have not been utilized. If unencumberedfunds are foundand reallocated to the Wilmington District (SAW) USACE, these GI dollars would initiate the BRER effort. TheUS Congresshas initiated aWater Resource Development Act (WRDA) 2016Bill.NHCis targeting potentiallanguage supporting continued competition for maintenance dollars during the BRER process and full access to the potential 15-year extension as described in WRRDA 2014. Risk Reduction (non-federal BRER requirement) and Refined Modeling NHCanticipatesa DRAFT Risk Reduction Plan in early to mid-summer 2016. The DRAFT will be policy and management focused. Once the preliminary CB shoreline modeling is complete, the Final Report will be developedand the Finalis anticipated in late summer. The refinedcoastalmodeling for WB is currently being calibrated and verified. Modeling production runs are anticipated in mid-summer. The Refined Coastal Modeling Report is anticipated in the fall 2016. These efforts will re-enforce our design(optimal template) parameters in the event we build WB in FY18 and/or Pleasure Islandin FY19. WB Economic Update The USACE has postponed the economicstakeholder’s meetingto late May. The USACE’s meeting will focus onthe status of WB’s Level II Economic Assessment and the scheduling of KB’seconomic assessment.Kure Beach Councilman Bloszinsky asked if there was an appeal process if the USACE’s benefit cost ratio was below a level of budget participation. A known appealpath was not shared by any members. FY16 CB/KB CSDR Maintenance TheCSDRsand placement elements have been completed. Contracted repairs of theKure Beachstormwater outfalls continue. The USACE is developingpost-project survey quantities; the pre-construction volumes were CB 890K cys and KB 655K cys.WB Town Manager Owens asked if a final demobilization date had been set. Such a date was not known by any members. Carolina Beach Inlet th A4-day Merrittmaintenance dredging event is scheduled to begin Friday the 13. Based on USACE surveys, there are approximately 10K cys within the 8’ template. Outreach :NHC’s Chief Communication Officer noted the USSenate and House efforts toward aWRDA 2016Bill. Specific coastal infrastructure language is anticipated from the House. The Senate efforts focused on the potable water issuesof Flint,Michigan. Mr. Fetzer,NHC’s advocatein Raleigh, provided an update onhis efforts of assimilating CSDR concurrence from theNCGeneral Assembly’scoastaldelegation. Mr. Fetzer proposes a continued discreetanddiligent effort formulating details with an anticipated public roll out in the spring of 2017. Public Comments: Spencer Rogers re-sent his open invitationto Pleasure Islandfor post-CSDR site visits centered on evaluatingadditional coastal plantings. The meeting was adjourned at ~5:00.
