Meeting Minutes
ThePort,Waterway & Beach Commission (PWBC)meetingwas calledto order at ~4:00and
introductions were made by each;the meeting’sattendance sheetisattached.The Maymeeting
minutes were approved.
Spencer Rogersof Sea Grantrequested opening remarks regardingcontinuedpublic education
and awarenessof rip currents. Spencer provided updatedrip currentleaflets and examples of
other educationalitemsavailablethrough Sea Grant. Spencer also reiterated his willingness to
assist the communities in assessingsupplemental dune planting locationsnow that the recent
coastalstorm damage reduction projectmaintenance events are complete.
Current Efforts:
NHC’s Wrightsville Beach (WB) Coastal Storm Damage Reduction (CSDR)Project Permitting
Staff has provided supplemental comments to the US Army Corps of Engineers (USACE)
regarding the US Fish and Wildlife Service’s (USFWS) initial DRAFT Biological Opinion (BO).
The BO’scompletion may be pushed fromJuly to late August.Federal and state permitting
efforts will resume following the BO’s release with permits anticipated in theearly winter.
Mason Inlet Relocation Project (MIRP)
A DRAFT of the2016 Spring Survey Report is anticipated within the next 10 days.AFreedom
of InformationAct(FOIA)request by Manson Dredging has been executed byNew Hanover
County (NHC).
Shallow Draft Inlet (SDI-5) Permitting
NHC’sCarolina BeachInlet maintenance dredging permitreflects currentUSACE capabilities
including dredge plants and disposal locations. NHC has initiated a permitmodification
incorporating an inshore dredge material managementsite (IDMMS). Amulti-agency pre-
application meeting has been scheduled. Following the agencies introduction to the proposed
project, staff will provide thesame power point presentation to the PWBC.
CB Councilman Shuttleworth questioned theUSACE’supcoming AIWW crossing maintenance
dredging contract and the proposed placement locations. As a USACE project, disposal
locations aredictated by the USACE’sauthorization. Please reference the mapprovidedin the
May meeting package for the USACE’sauthorized beneficial reuse areas.
Carolina Beach CSDR Project, Beach Renourishment Evaluation Report (BRER)
The USACEhas responded(13 May 2016)to our delegation letterrequestingreallocation of
unencumbered FY16General Investigation (GI) workplan dollars. The following is an excerpt
from the USACE’s response.
“All appropriated FY2016 Investigations work plan funds have been allocated under
the CSDR program business line to other projects, and no funds are available to
allocate to initiate the Carolina Beach BRER. The next opportunity for funding the
BRER would be either through the FY2017 work plan or the FY2018 President's
Budget.”
Congresshas initiated aWater Resource Development Act (WRDA) 2016Bill.NHCis
consideringpotential language supporting continued competition for maintenance dollars during
the BRER process,access to the potential 15-year extension as described in WRRDA 2014and
an expedited initiation and completion of the BRER and the WB Validation Report (addressing
WB’sSection 902 construction cost capacity).
Risk Reduction (non-federal BRER requirement) and Refined Modeling
Staff has receivedand begun editing theDRAFT Risk Reduction Plan. ThecurrentDRAFT is
policy and management focused. Once theanalytical and basicCB shoreline modelingefforts
arecomplete, the Final Report will be developed. The Finalis anticipated in late summer/early
fall.
The refinedcoastalmodeling for WB is currently being calibrated and verified. Modeling
production runs are anticipated in mid-summer. The Refined Coastal Modeling Report is
anticipated in the fall.Thesemodelingefforts will re-enforce ourprojects’designsand influence
our optimal templatedeterminations.
WB Economic Update
The USACE’s economic stakeholders’meeting will focus onthe status of WB’s Level II
Economic Assessment and the scheduling of Kure Beach’seconomic assessment.TheUSACE’s
scheduling of the meeting is anticipated shortly.
FY16 CB/KB CSDR Maintenance
The maintenance eventis complete;final surveys and quantities are being calculated. Once
confirmed, the USACEwill provide the projects’final accountings.

A7-day Merrittmaintenance dredging event was completed on Friday May20.The USACE
post-survey can be accessedat the web site below.

The next Merrittevent is scheduled for late July.
Shoreline Mapping
The 2016field surveyshavebeen completedand arecurrently going through quality assurance
protocols. Once confirmedthe data will be provided to the engineers for analysis and reporting.

There was a brief discussion regarding last week’s visit by DC delegation Staff and the cautious
optimismin WRDA 16 efforts.
A similar discussion followed regarding theFY17State budgeting efforts again withguarded
anticipation.
Public Comments:
Ms. Riley of North Carolina’s Beach Inlet and Waterways Association(NCBIWA)requested the
attendees renew their memberships and continue supportingthe NCBIWA’s coastal voice.
Mr. Kellam representingthe Figure 8Island’s home owners associationshared the tentative
release date(within 10 days)of theUSACE’s environmental impact statement(EIS)assessinga
proposed terminal groin on Figure 8Island’s north end. A public comment period will follow the
EIS’s release.
