July 13 2016 Meeting Minutes 13 July2016 Meeting Minutes ThePort,Waterway & Beach Commission (PWBC)meetingwas calledto order at ~4:00and introductions were made by each;the meeting’sattendance sheetisattached.The PWBC welcomed Regional Representative Austen Shearer of Senator Tillis’staff.The PWBC also welcomed new members Jim Hundley (City of Wilmington) and Dick Blouse (Wilmington Chamber of Commerce). The Junemeeting minutes were approved. Staff presented the Inshore Dredge Material Management Site(IDMMS)power point presentation. A discussion was held with questions ranging frompotential effects on Carolina Beach Inlet (CBI),anticipated IDMMS volumes, source of permitting funds, potentialAtlantic Intracoastal Waterway(AIWW)effects, dredge plant scheduling/availability and potential environmental/engineering/economicefficiencies.The presentation was originally sharedat the NC Division of Coastal Management’s(NCDCM)pre-application meeting on 24 June 2016. Current Efforts: New Hanover County’s (NHC)Wrightsville Beach (WB) Coastal Storm Damage Reduction (CSDR)Project Permitting Staff hasbeenprovided Draft Finalcomments from theUS Army Corps of Engineers (USACE) regardingthe US Fish and Wildlife Service’s (USFWS) Biological Opinion (BO).Federal and state permitting efforts will resume following theFINALBO’s release with permitscurrently anticipated in late 2016. Mason Inlet Relocation Project (MIRP) The2016 Spring Survey Report is near completion.USACE Navigation provided Staff the latest USACE surveys of the Mason Creekand AIWWcrossing. A USACE Regulatory notice to dredge isimminent. Initial steps are underway assessing the crossing’s shoaled volumesand preliminary permittingefforts. Shallow Draft Inlet (SDI-5) Permitting NHC has initiated aCBIpermitmodification incorporating an IDMMS.TheCBI permit modification would allow additional dredge material management optionswithin the inlet complex.CB Manager Cramerre-confirmed the proposed modification does not eliminatethe currentbeneficial reuseoptionwithin unincorporated Freeman Park. Staff concurred; please reference the map provided in the May meeting package for the USACE’sauthorized beneficial reuse areas. Carolina Beach CSDR Project, Beach Renourishment Evaluation Report (BRER) Congresshas initiated aWater Resource Development Act (WRDA) 2016Billand NHC anticipates Congress taking up the Bill in the fall. Risk Reduction (non-federal BRER requirement) and RefinedCoastalModeling Staff has editedtheDRAFT Risk Reduction Plannarrative. ThecurrentDRAFT ispolicy and management focused. Once theanalytical and basicCB shoreline modelingeffortsarecomplete, the Final Report will be developed. The Finalis anticipated in late summer/early fall. The refinedcoastalmodeling for WB is currently being calibrated and verified. Thesemodeling efforts will re-enforce ourprojects’designsand influence our optimal templatedeterminations. WB’sRefined Coastal Modeling Report is expectedin the fallfollowedbyCB and KBmodeling efforts. WB Economic Update The USACE’s economic stakeholders’ meeting will focus onthe status of WB’s Level II Economic Assessment and the scheduling of Kure Beach’seconomic assessment.The USACE’s scheduling of the meeting is anticipated shortly. FY16 CB/KB CSDR Maintenance The maintenance event is complete; final surveys and quantities are being calculated. Once confirmed, the USACE will provide the projects’final accountings. Carolina Beach Inlet The USACE’s sidecast dredge plant Merrittbegan afive-day maintenance dredging event on th SundayJuly10.The USACE’spre-dredge condition survey can be accessedat theUSACE’s websitebelow. http://www.saw.usace.army.mil/Missions/Navigation/HydrographicSurveys/InletsCrossings.aspx There areMerritteventstentatively scheduled for October and December. Shoreline Mapping The 2016 field surveys have been completed and the data provided to the engineers for analysis and reporting.Staff anticipates the 2016 Shoreline Mapping Report and presentation this fall. Outreach: R. Smith provided anupdateofthe continued support by ourDC delegationandstaff.NHC anticipates additional DC visits andcontinuedopencommunication and coordination. T. Fetzer provided anoverviewofthe NC General Assembly’s(NCGA)FY17 CSDR associated directives.The NCGA approved three study efforts to be included as appendices to the NC Beach Inlet and Management Plan(BIMP) 2016 update. These studies may supplement our efforts toward astatewide approach ofCSDR fiscal support. Public Comment: Kure Beach Mayor Swearingen notedtheLeague of Municipalities’recentsupportofourfiscal coast-wide approach. The meeting was adjourned at ~5:00.
