ThePort,Waterway & Beach Commission (PWBC)meetingwas calledto order at ~4:00and
introductions were made by each;the meeting’sattendance sheetisattached.
The Julymeeting minutes were approved.
Chairman Barbour noted the City of Wilmington has two of five seats open and encouraged
recommendations. Chairman Barbour further noted one of the vacancies is now the most recent
former Vice-chair Andrew.
Chairman Barbour reminded the Commission of the upcoming NC Beach Inlet and
Waterway Association’s (NCBIWA) fall meeting and the call for papers/presentations.

Current Efforts:
New Hanover County’s (NHC)Wrightsville Beach (WB) Coastal Storm Damage Reduction
(CSDR)Project Permitting
Staff hasprovided finalcomments totheUS Army Corps of Engineers (USACE) and the US
Fish and Wildlife Service’s (USFWS) Biological Opinion (BO).Federalpermit conditions are
being developed and will be followed by theNC Division of Coastal Management’s (NCDCM)
permitting efforts.The permit issuance is anticipated for late 2016.
Mason Inlet Relocation Project (MIRP)
TheDRAFT2016 Spring Survey Report has been received, reviewed and comments made; a
FINAL is forthcoming.USACE Regulatory hasprovided NewHanover County (NHC)official
notification(8 July 2016)of a needed maintenance dredging event in theMason Creekand
Atlantic Intracoastal Waterway(AIWW)crossing. Initial crossingsurveys have been completed
and a NCDCM minor modification has been requested.
Carolina Beach Inlet,PermitModification
NHC’sCarolina Beach Inlet maintenance dredgingpermitmodificationis underway. The
modification would allow additional flexibility in sand management by incorporating an Inshore
Dredge Material Management Site (IDMMS) strategy.
Carolina Beach CSDR Project, Beach Renourishment Evaluation Report (BRER)
Congresshas initiated aWater Resource Development Act (WRDA) 2016Billand NHC
anticipates Congress taking up the Bill thisfall.
Risk Reduction (non-federal BRER requirement) and RefinedCoastalModeling
ThecurrentRisk Reduction DRAFT ispolicy and management focused.Once theanalytical and
basicCB shoreline modelingeffortsarecomplete, the Final Report will be developed.The Final
is anticipated in thefall.
The refinedcoastalmodeling for WB is being calibrated and verified. These modeling efforts
will re-enforce our projects’ designs and influence our optimal template determinations. WB’s
Refined Coastal Modeling Report is expectedin the fallfollowed bycontinuedCB and KB
refined coastal modeling efforts.
WB Economic Update
The USACE’s economic stakeholders’ meetingis scheduled for 18 Aug 2016. The meetingwill
includecurrentWrightsville Beach, Kure Beachand Ocean Isleeconomic assessmentsand
resulting benefit cost ratios.
FY16 CB/KB CSDR Project
The maintenance event is complete; final surveys and quantities are being finalized. Once
confirmed, the USACE will provide the projects’closingaccounts.
Carolina Beach Inlet, Maintenance Dredging

The USACE’s sidecast dredge plant Merrittfinished amaintenance dredging event onJuly15.
The USACE’spost-dredge condition survey can be accessedat theUSACE’swebsitebelow.

A fall Merrittevent is scheduled for the September/October time frame. Tentative maintenance
event scheduling has been initiated for December 2016 and March/April 2017.
Shoreline Mapping
The 2016 field surveys have been completed and the data provided to the engineers for analysis
and reporting.Staff anticipates the 2016 Shoreline Mapping Report anddatapresentation in late
fall.
Outreach:
Support by ourDC delegationandstaff continues throughopencommunication and
coordination.NHC’s advocacy both in Raleigh and DC continuessupporting our coastal
infrastructure goals.
Public Comment:Please note a meeting narrative correction.TheNCBeach Inlet
Management Plan’s(BIMP)contractor has scheduled apublic meeting inNHC for8
September 2016.The public meeting will be heldin the Government Centerfrom 6pm to
8pm.
Neal Andrew, NC Coastal Resource Commission (CRC) member, reminded all the next CRC
meeting will be held in the Government Center on 13-14 September 2016.Spencer Rogers,
Vice-chair of the Coastal Resources Advisory Council (CRAC), noted NC’s Flood Plain

Mapping efforts will be discussed on the 13and reported out during the CRC meeting.
