October 12 2016 Meeting Minutes 12October2016 Meeting Minutes Chairman Barbour called thePort,Waterway & Beach Commission (PWBC)meetingto order at ~4:00and introductions were made by each;the meeting’sattendance sheetisattached. The Septembermeeting minutes were approved. Michael Cramer, Tim Owens and Craig Bloszinsky briefly provided their perspectives as to how Carolina Beach, Wrightsville Beach and Kure Beach respectively held up inHurricaneMatthew. Spencer Rogersexpressed hiswillingness to ride the beach for suggested fencings and plantings. Mr. Rogers noted Matthewwas perhaps a 15-yearreturnstorm and maybe more indicative of where not to fence; Mr. Rogers againexpressed his willingness to ride the beaches. Chairman Barbour reminded the PWBCof the upcoming NC Beach Inlet and Waterway Association’s (NCBIWA) annualmeeting. The meeting will be heldon Wrightsville Beach thth at the Blockade Runneron November 14and 15. Staff reminded allthat NCBIWA sponsorships are at thefiscaldiscretion of each municipality. Current Efforts: New Hanover County’s (NHC)Wrightsville Beach (WB) Coastal Storm Damage Reduction (CSDR)Project Permitting The WB permits have been issued; the WB CSDR project may now be locally implemented mimickingthe US Army Corps of Engineers’ project.With the WB permit, all three NHC CSDR projects now have a locally held permit. Please note,NHC continues to work within our preferred federal Plan A; however, these locally held permits nowallow NHC and the beach municipalitiesa Plan B path if necessary. Carolina Beach Inlet,PermitModification The Inshore Dredge Material Management Site (IDMMS)permit DRAFTS arecomplete including thefederalBiological and Essential Fish Habitat Assessments. Following a NCDCM pre-application submittal meeting, the permit package will be transmitted to NCDCM for circulation/comment from the applicable state and federal resource agencies. Carolina Beach CSDR Project, Beach Renourishment Evaluation Report (BRER) The non-federal Risk Reduction Plan,appendixof the BRER,is scheduled for completion in November. The FY18 and/or FY17 workplan budgets are the next options for federal fiscal support. RefinedCoastalModeling The WB refined coastal modeling is scheduled for completion in November. The CB andKB refined coastal modeling efforts will follow. FY16 CB/KB CSDR Project The maintenance event is complete; final surveys and quantities are being finalized. Once confirmed, the USACE will provide the projects’closingaccounts. Carolina Beach Inlet, Maintenance Dredging A ten day Merrittevent started on 3Oct2016and was paused forHurricaneMatthew.Partial surveys were completed on 12Oct2016 with inner channel reach dredging beginning on 13Oct2016. Following outer bar surveys, a finaldredging approach will be determined. Outreach: The Water Resources Development Act of 2016 has passed the US Senate and the US House. The final bill will be negotiated in Conference. Public Comment: Ms. Bulluck noted a memo of thanks to NHC and Commissioners forefforts byMs. Smith (NHC Outreach) and Mr. Smith (Prime Policy). Vice-chair Andrew and Mr. Kellam both anticipate emergency permits coming from NCDCM (13Oct2016 announcement attached). Chairman Barbour noted a potential for AIWW“No WakeZone”language in WRDA16 exemptingcommercial traffic. Mr. Rogers noted that NOAA’s website provides a lot of coastal/storm data includinginland riverstages. The meeting was adjourned at ~4:35. Pat McCrory, GovernorDonald R. van der Vaart,Secretary Release: ImmediateContact: Sarah Young Date:Oct. 12, 2016Phone: 919-623-5004 McCrory administration issues emergency permit for hurricane recovery RALEIGH –Coastal property owners who need to replace docks, piers, bulkheads or similar structures damaged by Hurricane Matthew along sounds, rivers and creeks may be able to do so quickly by using an emergency general permit offered by the state’s coastal management agency. “Our goal is to help people who live on the coast quickly rebuild after Hurricane Matthew devastated parts of our coastline,” said Donald R. van der Vaart,secretary of the state environmental department. “The emergency permit allows us to protect the environment while helping residents recover from the storm.” The permit regulations speed up the authorization process for rebuilding structures that meet state standards. The rules also waive permit fees for thoseprojects, as well as for dune reconstruction and maintenance dredging of existing channels related to hurricane recovery. Van der Vaart activated the emergency permit on Monday. It can be used in all 20 coastal counties: Beaufort, Bertie, Brunswick, Camden, Carteret, Chowan, Craven, Currituck, Dare, Gates, Hertford, Hyde, New Hanover, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Tyrell, and Washington. Permits must be received and all work must be completed by Oct. 10, 2017. The general permit cannot be used for rebuilding houses and does not apply to the replacement of oceanfront structures. Non-oceanfront property owners who lost their home may need either a CAMA minor permit or a permit exemption to replace it, depending on where the house was located.
