12 Apr 2017 Meeting Package 12 April 2017 Meeting Minutes Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at ~4:00 and introductions were made by each; the meeting’s attendance sheet is attached. The March 2017 meeting minutes were approved. Current Efforts: New Hanover County’s (NHC) Wrightsville Beach (WB) Coastal Storm Damage Reduction (CSDR) Project: The US Army Corps of Engineers’(USACE) fiscal year (FY)18 and FY17 workplan budgets have yet to be released. These and other potential federal funding sources (storm response, structural mitigation) are decision points effecting the WB FY18 maintenance cycle. The South Atlantic Wilmington District (SAW) USACE, in concert with the South Atlantic Division in Atlanta, has proactively initiated (11Apr2017) the Validation Report \[formerly known as the post authorization change report (PACR)\]. Non- federal dollars ($25K) have been requested to develop the Validation Report’s scope, tasks, fee and schedule. The $25K scoping request has been provided to NHC management. WB’s refined coastal modeling is nearing completion. If necessary, NHC’s refined coastal modeling will be considered in the development of the locally prepared plans and specifications for WB’s FY18 maintenance event. Mason Inlet Relocation Project (MIRP) Marcol Dredging has completed the Atlantic Intracoastal Waterway (AIWW) & Mason Creek crossing’s maintenance dredging. The sand was successfully managed in upland confined disposal facility 241 located adjacent and north of Mason Creek. Within unincorporated NHC north of WB, the 2017 waterbird management activities are underway. Carolina Beach Inlet Permit Modifications The inshore dredge material management site (IDMMS) permit application and supporting documents are back in the USACE process. Civil Works review of SAW’s Section 408 report is currently in SAW’s Office of Consul for review. In the interim, the NC Division of Coastal Management and the Division of Water Resources have placed the IDMMS review on hold until such time as the federal process concludes. A minor modification request to extend the placement location of the AIWW and Carolina Beach Inlet maintenance material south overlapping the CSDR template is also in SAW under review. Carolina Beach CSDR Project, Beach Renourishment Evaluation Report (BRER). SAW’s initial effort to get approval of the modified cost sharing agreement continues. Following this signature process, a non-federal stakeholder share ($25K) will be requested to match the federal participation for scope development. FY16 CB/KB CSDR Maintenance Events The FY16 events have been closed and a non-federal refund of approximately $1.1M has been returned. NHC returned one half the refund to the NC Division of Water Resources. Carolina Beach Inlet (CBI) The next Merritt side-cast event is scheduled for May. Bogue Inlet and Hatteras Ferry channels are next in the queue followed by CBI. The Merritt is scheduled for the shipyard in early fall for several months. The intent is to make use of a SAW hopper dredge and the IDMMS during the Merritt’s shipyard maintenance period. SAW’s contractor Southwind Dredging has completed the CBI and AIWW crossing. The sand was beneficially placed on Freeman Park. The remaining transects will be surveyed pending suitable weather conditions. Public Comment: Vice-chair Andrew reminded all of the Coastal Resources Commission meeting in two weeks. The meeting will be held in Manteo and both Kure Beach and Figure 8 will have proposed development line requests on the agenda. Chairman Barbour recapped the NC Beach Inlet and Waterway Association’s (NCBIWA) legislative breakfast in Raleigh last month as successful and having a good attendance. Chairman Barbour noted the fall NCBIWA annual meeting is scheduled at the Blockade thth Runner for November 13 and 14. The AIWW Association’s annual meeting will follow that same week and location. NHC expects the plans and specifications for the WB CSDR maintenance event in early May. Carolina Beach Inlet Minor Permit Modification NHC requested an extension of the AIWW and CBI maintenance material placement area south within the CSDR template. The permit application is under agency review. Carolina Beach (CB) CSDR Project, Beach Renourishment Evaluation Report (BRER). SAW anticipates approval of the cost-sharing agreement in the next few weeks. NHC received the draft Risk Reduction Plan (non-federal BRER requirement). FY16 CB/Kure Beach CSDR Maintenance Events SAW closed the 2016 projects; $1.1M (CB, $796K / KB, $347K) was returned to NHC’s room occupancy tax account. NHC forwarded 50% to the NC Division of Water Resources. Carolina Beach Inlet The USACE anticipates the next Merritt maintenance dredging event in late April or early May. The USACE contractor Southwind is dredging the AIWW crossing at CBI.
