Meeting Minutes
Vice-Chair Andrew called the Port, Waterway & Beach Commission (PWBC) meeting to order at
~4:00 and introductions were made by each; the meeting’s attendance sheet is attached.
The June 2017 meeting minutes were approved.
Current Efforts:
Wrightsville Beach’s (WB), coastal storm damage reduction (CSDR) fiscal year (FY) 2018
infrastructure maintenance event:
The Wilmington District (SAW) US Army Corps of Engineers (USACE) intends to
request proposals in August and award the project in October. The environmental
window for construction opens 15 November. New Hanover County (NHC) has
provided SAW the non-Federal cost share. Once the FY18 State budget is certified,
NHC will be reimbursed the State’s cost share participation.
WB’s Validation Study:
SAW’s project delivery team (PDT) has presented, to the District leadership as well
as to the WB Mayor and Town Manager, the Validation Study’s proposed project
management plan (PMP) approach. Once SAW completes and submits the PMP, the
USACE’s vertical chain will review and comment. With vertical approval, SAW will
initiate the Validation Study including the request for non-Federal cost sharing.
Carolina Beach (CB) CSDR Project:
With FY17 workplan appropriations, SAW intends to develop the FY19 maintenance
event’s plans and specifications in the winter of 2018. This approach should allow
for an early bidding process and potentially the entire 2018-2019 environmental
window for construction.
CB’s Beach Renourishment Evaluation Report (BRER):
SAW’s project delivery team (PDT) has presented to the District leadership a
proposed BRER project management plan (PMP) approach. A presentation to the CB
Mayor and Town Manager is scheduled for mid-August. Once SAW completes and
submits the PMP, the USACE’s vertical chain will review and comment. With
vertical approval, SAW will initiate the BRER including the request for non-Federal
cost sharing.
Kure Beach (KB) CSDR Project:
With FY17 workplan appropriations, SAW intends to develop the FY19 maintenance
event’s plans and specifications in the winter of 2018. This approach should allow
for an early bidding process and potentially the entire 2018-2019 environmental
window for construction.
KB’s Supplemental Geotechnical Assessment:
SAW, in coordination with NHC, has proposed a supplemental geotechnical assessment
in the current Offshore Borrow Area B. The assessment will increase the data density and
the level of confidence in areas previously shown to contain high quality material. All
testing, analysis and the final report are to be complete by the end of December 2017.
Subsequently, the geotechnical data will be used in the FY19 KB CSDR maintenance
event’s plans and specifications scheduled for preparation in the winter 2018 timeframe.
Mason Inlet Relocation Project (MIRP):
The current five-year surveying and engineering contract has been re-advertised; the
request for qualifications are due on 1 Sept with a selection target date of 15
September. The MIRP’s 2017 physical monitoring report is being written and the
MIRP’s annual waterbird management efforts continue.
Carolina Beach Inlet (CBI)
The USACE’s sidecast dredge Merritt is scheduled for an extended (six to nine
months) shipyard visit starting in October. SAW is proposing shallow draft inlet
maintenance in short and repetitive events implemented by the remaining shallow
draft hopper fleet.
SAW has scheduled the hopper dredge Murden in CBI for up to three days in late
August or early September. Before dredge surveys, calculations and drawings are in
process. All agency approvals have been secured for the inshore dredge materials
management site’s (IDMMS) initial usage.

Shoreline Mapping 2017
The field work has been completed, the data is being reduced and the annual report is being
developed.
Public Comment:
There was discussion regarding the nuances of the Validation Study and BRER as they
move up the USACE vertical ladder.

There was discussion of a Plan B if the federal FY17 workplan dollars for Pleasure Island
were to be lost. Staff noted elements are in place for a Plan B if necessary.
There was discussion, regarding the term no longer used “bundling”, between projects to
save on mobilization costs. This lead to an update by NHC’s Raleigh advocacy and the
recent and anticipated efforts in the NC General Assembly regarding a NC dedicated
funding source for CSDR participation. A brief conversation centered on the CSDRs’
supplemental local participation.

NHC has moved forward supporting a supplemental geotechnical assessment of the off-shore borrow

Comments have been provided to the DRAFT 2017 Monitoring and Engineering Report; the FINAL
is anticipated in August.
A request for qualifications (RFQ) has been posted for the 2018 Monitoring and Engineering Report;
selection is anticipated in September.
Carolina Beach Inlet (CBI)
NHC held a pre-scoping and tentative FY18 scheduling meeting (22 June) with USACE Navigation
inclusive of the inshore dredge material management site (IDMMS).
TheMerritt is scheduled to leave in October for an extended shipyard visit.
SAW anticipates the Currituck and/or Murden (Aug/Sept)in short repetitive visits.
The USACE completed a 21-day Merritt maintenance dredging event on 13 July.

Shoreline Mapping 2017
Shoreline transect data is being reduced for inclusion in the 2017 Shoreline Mapping Report,
anticipated this fall.
