Meeting Package 13Sept2017 13 September 2017 Meeting Minutes Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at ~4:00 and introductions were made by each; the meeting’s attendance sheet is attached. The August 2017 meeting minutes were approved. Current Efforts: Wrightsville Beach’s (WB), coastal storm damage reduction (CSDR) fiscal year (FY) 2018 infrastructure maintenance event: The Wilmington District (SAW) US Army Corps of Engineers (USACE) intends to request proposals on/about 15 September and award the project in October. The environmental window for construction opens 15 November. New Hanover County (NHC) has provided SAW the non-Federal cost share. Once the FY18 State budget is certified, NHC will be reimbursed the State’s cost share participation. WB’s Validation Study: SAW’s project management presented the scope of work to Division on August 22/23. Once Division formally concurs with the Validation Study’s proposed scope of work and resulting project management plan (PMP), the District will initiate the Validation Study starting with the request for non-Federal cost sharing. Carolina Beach (CB) CSDR Project: With FY17 workplan appropriations, SAW intends to develop the FY19 maintenance event’s plans and specifications in the winter of 2018. This approach should allow for early bidding and potentially the entire 2018-2019 environmental window for construction. CB’s Beach Renourishment Evaluation Report (BRER): SAW’s project management presented the scope of work to Division on August 22/23. Once Division formally concurs with the BRER’s proposed scope of work and resulting PMP, the District will initiate the BRER starting with the request for non-Federal cost sharing. Kure Beach (KB) CSDR Project: With FY17 workplan appropriations, SAW intends to develop the FY19 maintenance event’s plans and specifications in the winter of 2018. This approach should allow for early bidding and potentially the entire 2018-2019 environmental window for construction. KB’s Supplemental Geotechnical Assessment: The USACE’s final report is to be completed by the end of December 2017. Subsequently, the geotechnical data will be used in the FY19 KB CSDR maintenance event’s plans and specifications scheduled for preparation in the winter 2018 timeframe. NHC provided the non-federal funds and the Division of Water Resources has reimbursed the State’s participation. Mason Inlet Relocation Project (MIRP): The MIRP’s 2017 physical monitoring report has been accepted as Final and the MIRP’s annual waterbird management efforts continue. Four qualification packages were received for the upcoming five-year surveying and engineering contract. The selection target date is the week of the 18th. Carolina Beach Inlet (CBI) The hopper dredge Murden worked for three days from 31 August through 2 September making initial use of the inshore dredge material management site (~8100 cubic yards were removed from the channel template). Attached is the USACE’s after-dredge survey. Shoreline Mapping 2017 The transects’ survey data is being reduced and the annual report is being developed. Refined Coastal Modeling WB’s final report is in production while additional modeling runs continue on Pleasure Island.
