Meeting Minutes 11 Oct 2017 Package 11 October 2017 Meeting Minutes Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at ~4:00 and introductions were made by each; the meeting’s attendance sheet is attached. The September 2017 meeting minutes were approved. Staff introduced representatives from Moffatt & Nichol (Nicole Vanderbeke and Johnny Martin) presenting the 2017 Shoreline Mapping Program data. Attached is a pdf of the presentation. Current Efforts: Wrightsville Beach’s (WB), coastal storm damage reduction (CSDR) fiscal year (FY) 2018 infrastructure maintenance event: The Wilmington District (SAW) US Army Corps of Engineers (USACE) issued a request for proposals on 26 September and will open bids on 19 October. The environmental window for construction opens 16 November. The USACE’s plans and specifications denote the CSDR placement beginning approximately two blocks north of the Blockade Runner and ending approximately two blocks south of Dune Ridge. The in-place volume is estimated at 715,000 cubic yards recycled from the Masonboro Inlet borrow area. WB’s Validation Study: SAW is preparing the project management plan (PMP) inclusive of scope, fees and schedule. Once stakeholder comments are considered and the South Atlantic Division (SAD) formally concurs with the PMP, the District will initiate the Validation Study starting with the request for non-Federal cost sharing at 65/35. Carolina Beach’s (CB) Beach Renourishment Evaluation Report (BRER): SAW presented the DRAFT PMP to stakeholders on 4 Oct with comments due 11 October. The BRER’s estimated total cost is $716,000 with the District Engineer’s Final Report execution in May 2019. Once stakeholder comments are considered and the SAD formally concurs with the PMP, the District will initiate the BRER starting with the request for non-Federal cost sharing at 50/50. The Final Report’s execution date should allow NHC access to the Water Resources Development Act of 2020 for the CB CSDR project’s 15-year re-authorization. Kure Beach’s (KB) Supplemental Geotechnical Assessment: The USACE’s offshore Borrow Area B vibracoring contract has a targeted award date of 15 November and the geophysical scope of work is being developed. The all-inclusive final report is to be completed by the end of December 2017. The geotechnical data will be used in the FY19 KB CSDR maintenance event’s plans and specifications scheduled for preparation in early 2018. Mason Inlet Relocation Project (MIRP): An engineering/surveying firm has been selected for the MIRP’s upcoming five-year contract. A scope, fee and schedule is being developed and will be taken to the Board of County Commissioners in November for their consideration. Carolina Beach Inlet (CBI) The next hopper dredge event is anticipated for late November. There is concern over future scheduling of the USACE’s remaining special purpose shallow draft fleet. Refined Coastal Modeling (RCM) There was a brief discussion regarding CSDR project maintenance scheduling beyond FY22 and the input the RCM and shoreline mapping data will bring in terms of evaluating NHC’s cycled CSDR events. Public Comment: nd F8 requested consideration of funds from the 2 3% of NHC’s Unincorporated District for Mason Inlet maintenance activities. NHC Unincorporated District (6%) 1st 3% = * 60% beach nourishment * 40% TDA (for promotion) = 2nd 3% * 100% inlet dredging prior to FY15 * 66% TDA (for promotion), 33% inlet dredging A brief discussion was held regarding the US Coast Guard’s (USCG) vessel running aground in CB Inlet via the current USCG navigational buoy alignment.
