PWBC Package 8 Nov 2017 8 November 2017 Meeting Minutes Both Chairman Barbour and Vice-chair Andrew were out of town, as such, New Hanover County’s Shore Protection Coordinator called the Port, Waterway & Beach Commission (PWBC) meeting to order at ~4:00. Introductions were made by those present; the meeting’s attendance sheet is attached. The October 2017 meeting minutes were approved. Current Efforts: Wrightsville Beach’s (WB), coastal storm damage reduction (CSDR) fiscal year (FY) 2018 maintenance event: The Wilmington District (SAW) US Army Corps of Engineers (USACE) awarded the FY18 CSDR maintenance event to Weeks Marine. The USACE’s plans and specifications denote the CSDR placement beginning approximately two blocks north of the Blockade Runner and ending approximately two blocks south of Dune Ridge. The in-place volume is estimated at 715,000 cubic yards recycled from the Masonboro Inlet borrow area. A preconstruction meeting is anticipated in the near future; a construction schedule should be provided at that time. The WB CSDR contract was bundled with the Ocean Isle Beach CSDR project, allowing for a cost shared mobilization. WB’s Validation Study: SAW has completed the project management plan (PMP) inclusive of scope, fee and schedule. The PMP is currently working through New Hanover County approvals. The PMP has been executed by all parties and the non-federal fund transfer was completed on 8 November 2017. The geophysical scope of work and funding are moving through USACE contracting. The geotechnical data will be used in the FY19 KB CSDR maintenance event’s plans and specifications scheduled for preparation in early 2018. Mason Inlet Relocation Project (MIRP): An engineering/surveying firm has been tentatively selected for the MIRP’s upcoming five-year contract. A scope, fee and schedule have been developed and will be taken to the Board of County Commissioners on November 22 for their consideration. Carolina Beach Inlet (CBI) The next CBI maintenance dredging event is anticipated for early December. A USACE special purpose dredge and use of the inshore dredge material management site are anticipated. Preliminary surveys indicate a potential removal volume of 20,000 to 23,000 cubic yards. R. Smith was accompanied by K. Smith of Prime Policy during delegation visits. R. Smith provided a brief overview of a site visit by Senator Burr’s staffers. S. Shuttleworth provided a brief overview of the recently attended American Shore and Beach Preservation Association meeting in Florida. D. Barbour also attended the meeting at the request of Carolina Beach. Current Efforts: Wrightsville Beach (WB) Coastal Storm Damage Reduction (CSDR) Project The US Army Corps of Engineers (USACE) FY18 CSDR contract was awarded to Weeks Marine Inc.; to date, a construction schedule has not been provided. The contracted volume is approximately 715,000 cubic yards placed. The Validation Report’s DRAFT Project Management Plan (PMP) has been circulated for comments, formal PMP execution is anticipated in the near term followed by a USACE request for non-federal funds. Carolina Beach (CB) CSDR Project, Beach Renourishment Evaluation Report (BRER) The BRER’s PMP has been executed and the non-federal stakeholder’s share ($350K) has been requested. Kure Beach (KB) CSDR Project Offshore Borrow Area B, USACE Geotechnical Assessment. The vibracore contract bids were received last week. o The geophysical scope and funding are in USACE contracting. o The assessment results are intended to be used in KB’s FY19 CSDR plans and specifications. o Mason Inlet Relocation Project (MIRP) The Monitoring and Engineering Contract scope, fee and schedule has been negotiated; the Board of County Commissioners’ authorization will be requested in November. Carolina Beach Inlet (CBI) The next maintenance event is anticipated in early December. A nine-day, hopper operation is anticipated with deposition in the inshore dredge material management site (IDMMS).
