2018-01-10 Minutes 10 January 2018 Meeting Minutes Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at ~4:00. Introductions were made; the meeting’s attendance sheet is attached. The December 2017 meeting minutes were approved. Current Projects Wrightsville Beach’s (WB), Coastal Storm Damage Reduction (CSDR) Project: The Wilmington District (SAW) US Army Corps of Engineers (USACE) held a preconstruction meeting on 12Dec2017. USACE staff, the awarded dredge contractor Weeks Marine, Wrightsville Beach and the county attended. Weeks Marine has proposed using the hydraulic cutterhead CR McCaskill capable of moving (per Weeks’ staff) 25K cubic yards/day. The dredge is mobilizing from Florida and the tentative start date is early to mid-February. (Mobilizing location, start date range and yardage capability information updated following 11Jan2018 regulatory walkabout.) A regulatory (US Fish and Wildlife Service, NC Wildlife Resources Commission, NC Division of Coastal Mgt., USACE Civil Works et.al) plumbing run site visit is scheduled for 11Jan2018 @ 3:00 pm followed by a USACE overview with the WB Town Council @ 5:30 pm. WB’s Validation Study: The USACE has initiated the Validation Study efforts. Carolina Beach’s (CB) Beach Renourishment Evaluation Report (BRER): The USACE has initiated the BRER study efforts. Kure Beach’s (KB) CSDR Project: The USACE’s offshore Borrow Area B vibracoring and geophysical contracts have been awarded to American Vibracore and GeoDynamics respectively. A construction schedule has been requested for both contracts. The geotechnical data will be used in the FY19 KB CSDR maintenance event’s plans and specifications scheduled for preparation in spring 2018. Mayor Bloszinsky questioned if Area B’s sand volume was a concern. Staff shared a brief history of the supplemental assessment’s need and that volume was not a primary driver. Although, the supplemental assessment should provide an updated available volume estimate. The offshore Borrow Area B supplemental vibracore/geophysical assessment footprint is attached. Mason Inlet Relocation Project (MIRP): Gahagan & Bryant Associates, the reselected engineering/surveying firm, will initiate southern inlet shoulder surveys in February prior to the arrival of colonial nesters. Land Management Group, providing the biological monitoring, has been asked to provide the scope of work (tasks, fee and man-hours) for the upcoming waterbird monitoring season from March 1 through October 31. Carolina Beach Inlet (CBI): The USACE special purpose dredge Currituck completed a 4 day 9 hour (24 hrs./day) maintenance dredging event on 16Dec2017. The Currituck removed 15,730 cubic yards at a total cost of $200,250.00. Approximately 14,070, of the cubic yards moved, were managed within the inshore dredge material management site (IDMMS). Shuttleworth (CB) continued the conversation regarding additional/historical funding for CB Inlet. Staff briefly described the dredging events’ timeline development considering available volume, USACE equipment production, plant availability, season and budget. As clarification and excerpted from the 2016 NC Beach and Inlet Management Plan, from 1975-2015; the average annual dredging costs were $738,722.00 (Page III-36). The FY17 and FY18 CB Inlet maintenance dredging budgets have been $750,000.00. S. Bulluck (WB) requested an updated status/approach for the upcoming legislative season both in Raleigh and Washington. Staff R. Smith will provide an update at th the February 14 PWBC meeting. Chair Barbour noted Rick Catlin as the new leadership of the non-profit NC Beach Inlet and Waterway Association (NCBIWA). Vice-chair Andrew noted the next NC Coastal Resources Commission (CRC) meeting will be held at the Brunswick County Sunset Beach, Sea Trail Convention thth Center on February 13 and 14. The tentative start date is 31 January and finish date is 6 March. The regulatory plumbing alignment walkabout is scheduled for 11Jan2018. The US Army Corps of Engineers (USACE) will also provide the Town of WB a project update on 11Jan2018. The Validation Study development is underway. Kure Beach (KB) CSDR Project Offshore Borrow Area B, USACE Geotechnical Assessment The vibracoring and the geophysical survey are being scheduled. o The assessment results are intended to be used in KB’s FY19 CSDR plans and specifications. o Mason Inlet Relocation Project (MIRP) The MIRP’s 2018-2022 Monitoring and Engineering Services contract has been executed. Sensitive habitat area surveys will begin in February. The 2018 Waterbird Management Area scope of work (tasks, fee and schedule) has been requested. Carolina Beach Inlet (CBI) The most recent maintenance event finished on 16Dec2018. 15,730 cy were removed with 14,070 cy managed within the inshore dredge material management site (IDMMS). The next maintenance events are tentatively scheduled for March, June and September. Shoreline Mapping Program The 2018 scope of work (tasks, fee and schedule) has been requested. Refined Coastal Modeling The WB DRAFT final report is being developed.
