2018-03-14 Minutes 14 March 2018 Meeting Minutes Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at ~4:00. The PWBC welcomed Mr. Peter Divoky a recent New Hanover County appointee providing a shipping background and interest. Participant introductions were made; the meeting’s attendance sheet is attached. The February 2018 meeting minutes were approved. Current Efforts: Wrightsville Beach’s (WB), Coastal Storm Damage Reduction (CSDR) Project: The US Army Corps of Engineers (USACE) WB CSDR maintenance project is nearing completion on/about 16Mar2018 after a start date of 11Feb2018. The Weeks Marine cutterhead dredge McCaskill is wrapping up the sand placement phase; demobilization will be complete by the end of March. The Wilmington District Corps (SAW) lead a media event on 16Feb2018; Colonel Clark, DC delegation staff, the Town and NHC attended. WB’s Validation Study: The USACE Validation Study (justifying an increase in the CSDR’s construction cost capacity) continues. Carolina Beach’s (CB) Beach Renourishment Evaluation Report (BRER): The USACE lead a BRER public scoping meeting on 6Mar2018 in CB’s Town Council chambers. Minutes from that event are anticipated. The BRER study efforts continue. Kure Beach’s (KB) CSDR Project: The USACE’s offshore Borrow Area B geophysical assessment has been completed. The vibracoring contract is beyond the 100-day contracting period. NHC anticipates a USACE vibracoring Plan B. Mason Inlet Relocation Project (MIRP): The 2018 engineering/surveying contract is in place. The 2018 biological monitoring contract has begun for the season from March 1 through October 31. Staff will present a Mason Inlet Clean Sweep adaptive management strategy at the April PWBC meeting. Carolina Beach Inlet (CBI): The USACE special purpose dredge Currituck arrived and began a maintenance event on 9March through 15March. The Currituck must leave by 1800 hours on the th 15 headed to Dare County. The before dredge survey indicated approx. 15,400 cubic yards (cy) in the template and as of Tuesday p.m. had removed approx. 10,700 cy. NHC’s intent is to manage the dredged sand within the inshore dredge material management site (IDMMS). The USCG Bayberry buoy tender is in a two- week maintenance phase; however, temporary buoys may be placed until the Bayberry can relocate buoys 1 and 2. The USCG was appreciative of the proactive heads up. Shoreline Mapping Program The annual transect surveys (GeoDynamics) have begun with Ft. Fisher moving north ending with Wrightsville Beach following the CSDR maintenance event. Refined Coastal Modeling (RCM) Moffatt & Nichol The WB RCM is complete and the final report has been delivered. will present a summary at the April PWBC meeting. CB and KB will be presented as one analysis; anticipated completion this summer. Legislative Updates Ruth Smith summarized a recent DC trip with Commissioner Zapple. Their delegation visits (House and Senate) were accompanied by Keith Smith of Prime Policy. Efforts by the Fetzer Group in Raleigh continue with FY19 asks and efforts toward a dedicated CSDR coast-wide funding mechanism. Public Comment Mayor Bloszinsky noted a meeting with NCDEQ Secretary Regan regarding offshore drilling and the intent to have US Secretary of the Interior Zinke to visit the NC coast. CB (Shuttleworth/Garza) and KB (Bloszinsky/Oliver) municipal representatives will be attending the upcoming American Shore and Beach Preservation Association’s annual meeting in DC. A status of the USACE’s rock revetment project within Snow’s Cut was requested. Current Efforts: Wrightsville Beach (WB) FY18 Coastal Storm Damage Reduction (CSDR) Project Weeks’ Marine and their hydraulic cutterhead dredge McCaskillbegan on 11 Feb. Project nearing the Islander Condominium. The project site has had visits by Colonel Clark, delegation staffers, Raleigh and DC advocates. The Validation Study (CSDR post authorization change report) development is underway. Carolina Beach (CB) CSDR Project, Beach Renourishment Evaluation Report (BRER) A USACE public scoping meeting was held on 6 March. The BRER development is underway. Kure Beach (KB) CSDR Project Offshore Borrow Area B, USACE Geotechnical Assessment The assessment results are intended to be used in KB’s FY19 CSDR plans and specifications. o The geophysical is complete. o The vibracore contract is lagging. o Mason Inlet Relocation Project (MIRP) The MIRP’s 2018 project survey contract is in place. The 2018 waterbird contract has begun; the site has been posted and bi-weekly monitoring has begun. Carolina Beach Inlet (CBI) Maintenance dredging by the Currituck started on 10 March. Shoreline Mapping Program The 2018 mapping schedule is being coordinated. Refined Coastal Modeling (RCM) A summary of the WB RCM will be presented at the April PWBC.
