Meeting Minutes
Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at
~4:00. Participant introductions were made; the meeting’s attendance sheet is attached. The
August 2018 meeting minutes were approved.
Current Efforts
The US Army Corp of Engineers (USACE) Carolina Beach (CB) and Kure Beach (KB) Fiscal
Year (FY) 2019 Coastal Storm Damage Reduction (CSDR) Projects:
A post-Flo amendment to the current USACE plans and specifications is anticipated in
mid-October with a bid opening date in late Oct or early Nov. The amendment will likely
modify the original placement volumes estimated at ~650,000 cubic yards (CB) and
~450,000 cubic yards (KB). On 28 Sept, the USACE provided the Flo preliminary
damage assessments (PDA) to the beach communities. The USACE conducted field
thth
transects on Oct 4 (CB) and Oct 5 (KB). Once volumes are calculated, the USACE can
begin modifying the current project information reports (PIR). The PIR will be the
mechanism for requesting supplemental federal funding through the USACE hierarchy.
Following contractors’ preliminary criticisms/concerns and per USACE contracting, the
CB Inlet maintenance dredging option has been removed from the contract.
Wrightsville Beach (WB) CSDR:
The USACE PDA has been released and field transects taken on 9 Oct; as of 10 Oct, data
reduction continues. Once volumes are calculated, the USACE can generate a current
project information report (PIR). The PIR would be the mechanism for moving any
supplemental funding request up the USACE hierarchy.
Mason Inlet Relocation Project (MIRP):
At non-federal expense and as a contract option, the Mason Creek Atlantic Intracoastal
Waterway (AIWW) crossing is included in the USACE FY19 AIWW scope of work. A
post-Flo amendment (volume adjustment) to the current USACE plans and specifications
is anticipated in mid-October with bid opening in late Oct or early Nov.
Post-Flo surveys and confined disposal facility (CDF) 241 spillway repairs by Figure 8
Island (F8) are in progress.
Carolina Beach Inlet (CBI):
On 8 Aug, the USACE hopper dredge Murden completed a ten-day, 12-hr/day
maintenance dredging event. The Murden removed ~19,600 cy of sand utilizing the
inshore dredge material management site. In federal FY18, ~56,000 cy of sand have been
managed in the IDMMS and will be placed on CB this winter. Post-Flo surveys can be

As part of an ongoing vessel refurbishment, the USACE sidecast dredge Merritt is having
her pumps reinstalled and will be targeting a November three-day shake down event
within CB Inlet.
The inlet is currently scheduled for a December and a March 2019 maintenance dredging
event. With the overhaul of the Merritt, came an increase in the daily rate now at
$19,500 per 12 hr. day.
Shoreline Mapping Program:
The 2018 shoreline mapping analysis is underway; a 2018 draft report is anticipated in
the next week or so.
Refined Coastal Modeling (RCM):
The CB refined coastal modeling effort is in the final stages and the DRAFT KB analysis
is under review.
WB CSDR Project, Post Authorization Change Report (PACR):
The USACE’s initial draft report is due in the spring of 2019. As such, a project status
meeting has been requested.
CB, Beach Renourishment Evaluation Report (BRER):
The UACES’s initial draft report is due in the spring of 2019. As such, a project status
meeting has been requested.
Raleigh Update:
Staff provided (26 Sept) the Office of State and Budget Management (OSBM), via the NC
Division of Water Resources, a requested Hurricane Florence Recovery projects list associated
with dredging, maintenance of dredged areas, beach re-nourishment and potential projects
requiring State collaboration with the US Army Corps of Engineers.
Washington Update:
2018 Water Resources Development Act has passed both Houses of Congress and awaits the
President’s signature. Our DC delegation successfully introduced and passed language clarifying
the initiation of a CSDR’s 15-year extension.
SEC. 1158. HURRICANE AND STORM DAMAGE REDUCTION.
TIMING.—“The 15 additional years provided under paragraph (1) shall begin
on the date of initiation of construction of congressionally authorized nourishment.’’
Public Comment:
NCBIWA has been moved to the Marriott at CB due to Blockade Runner Flo damage.
Spencer Rogers provided a brief overview of “Insurance premium incentives for wind-resistant
construction.” Specifics are attached; please pass along to all interested parties.
