2018-11-14 Agenda Agenda 14 November 2018, 4:00PM New Hanover County, Government Center Finance Conference Room, 500 4:00 Call to Order Welcome/Introductions Request approval of the October meeting minutes (emailed 12 October 2018). Current Efforts: Carolina Beach (CB) and Kure Beach (KB) Fiscal Year (FY) 2019 Coastal Storm Damage Reduction (CSDR) Project US Army Corps of Engineers (USACE) Post “Florence” project information reports (PIR) were released on 22 October. USACE CSDR plans and specifications were released on 25 October. USACE provided stakeholders an update 26 October. Bids were opened on 7 November with an apparent low bid. Placement volumes were USACE estimated at CB ~960,000 cubic yards and KB ~640,000 cubic yards. Wrightsville Beach (WB) CSDR An USACE post-Florence PIR will be prepared inclusive of shoreline volume changes in the authorized storm berm and construction berm templates. Mason Inlet Relocation Project (MIRP) At non-federal expense and as a contract option, the Mason Creek Atlantic Intracoastal Waterway (AIWW) crossing is included in the USACE FY19 AIWW scope of work. The USACE opened bids for the AIWW contract on 30 October. The USACE is reviewing the government estimate and the potential for negotiations with the apparent low bidder. Carolina Beach Inlet (CBI) The USACE has tentatively scheduled the Currituck for a 7-day event starting on 14 November. The 2018 findings will be presented at the December 12 Refined Coastal Modeling (RCM) The CB and KB refined coastal modeling efforts are ongoing. WB, Post Authorization Change Report (PACR) A project status has been requested and the USACE draft document release date is tentatively June 2019. CB, Beach Renourishment Evaluation Report (BRER) A project status has been requested and the USACE draft document release date is tentatively May 2019. Legislative Update: 2018 Water Resources Development Act has been signed into law. SEC. 1158. HURRICANE AND STORM DAMAGE REDUCTION. ‘‘(2) TIMING.—The 15 additional years provided under paragraph (1) shall begin on the date of initiation of construction of congressionally authorized nourishment.’’ Public Comment: Adjourn
