Meeting Minutes
Vice-Chair Andrew called the Port, Waterway & Beach Commission (PWBC) meeting to order
at ~4:00. Participant introductions were made; the meeting’s attendance sheet is attached. The
October 2018 meeting minutes were approved.
Current Efforts
The US Army Corp of Engineers (USACE) Carolina Beach (CB) and Kure Beach (KB) Fiscal
Year (FY) 2019 Coastal Storm Damage Reduction (CSDR) Projects:
The USACE opened project bids on 7 November 2018; an apparent low bid was received
and will be assessed through the USACE’s contracting protocol. Primary elements of the
apparent low bid include:
CB ~$4.8M $5.00/cubic yard ~964K cubic yards
KB ~$7.4M $11.75/cubic yard ~637K cubic yards
Mob Cost ~$4.8M
Total Cost ~$17.5M
A contract award is anticipated in late November or early December with construction
beginning in late December or early January.
On 22 October, the USACE submitted a modified project information report (PIR)
following “Florence”. The South Atlantic District’s review of the PIR is underway. The
PIR would be the mechanism for moving any supplemental funding request up the
USACE hierarchy.
Wrightsville Beach (WB) CSDR:
The USACE will be developing a new PIR for WB. Estimated volume losses are ~20K
cubic yards from the template’s northern storm berm reaches and ~380K cubic yards
from the template’s northern construction berm reaches.
Mason Inlet Relocation Project (MIRP):
At non-federal expense and as a contract option, the Mason Creek Atlantic Intracoastal
Waterway (AIWW) crossing is included in the USACE FY19 AIWW scope of work. The
USACE has opened bids and has requested the funds for the Mason Creek AIWW
crossing dredging and confined disposal facility 241 dike repairs. Primary elements of the
scope of work include:
Dredging Cost ~$178K $6.39/cubic yard ~28K cubic yards
Mob Cost ~$218K
Total Cost ~$440K
A schedule of work has not yet been provided but base bid elements will likely lead the
contractors work schedule.
Carolina Beach Inlet (CBI):
The USACE hopper dredge Currituck is tentatively scheduled to begin a seven to ten-day,
12-hr/day, maintenance dredging event on 14 November. The removed sand will be
managed in the nearshore dredge material management site. Recent surveys can be found at
http://saw-nav.usace.army.mil/INLETS/CAROLINA_BEACH/Carolina_Beach_Inlet.pdf.
As part of the ongoing vessel refurbishment, the USACE sidecast dredge Merritt is
anticipated back in service in early January.
Shoreline Mapping Program:
The 2018 shoreline mapping analysis and final report is anticipated in the next week or
so. Moffatt & Nichol will present the 2018 data at the 12 December PWBC meeting.
Refined Coastal Modeling (RCM):
The CB and KB refined coastal modeling efforts are undergoing a final alternative
analysis. This alternative’s results are anticipated in the next two weeks.
WB CSDR Project, Post Authorization Change Report (PACR):
The USACE’s initial draft report is due in the spring of 2019. As such, a project status
meeting has been requested; staff will continue pressing for the update.
CB, Beach Renourishment Evaluation Report (BRER):
The UACES’s initial draft report is due in the spring of 2019. As such, a project status
meeting has been requested; staff will continue pressing for the update.
Interlocal Agreement (ILA):
The current agreement (originally executed 8 December 2011) will automatically renew
for four years on 30 June 2019. An ILA will likely be a requirement of a potential
programmatic permitting device as overseen by the NC Division of Coastal Management.
Staff will provide each community a copy of the ILA for their perusal.
Raleigh Update:
Mr. Fetzer updated the group regarding the NC General Assembly’s (NCGA) mid-term
elections. The take home is our beaches are bipartisan. We and the NCGA will continue to work
toward a dedicated funding source for the CSDR projects.
Washington Update:
Ruth provided a brief update from Keith Smith of Prime Policy. There is change in the House
but committee chairs associated with Water Resources and the USACE will likely be held by
members with a coastal constituency. The bipartisan cooperation is anticipated to continue.

October.
USACE CSDR plans and specifications were released on 25 October.
USACE provided stakeholders an update 26 October.
Bids were opened on 7 November with an apparent low bid.
Placement volumes were USACE estimated at CB ~960,000 cubic yards and KB ~640,000 cubic yards.
Wrightsville Beach (WB) CSDR
An USACE post-Florence PIR will be prepared inclusive of shoreline volume changes in the authorized storm
berm and construction berm templates.
Mason Inlet Relocation Project (MIRP)

crossing is included in the USACE FY19 AIWW scope of work.
The USACE opened bids for the AIWW contract on 30 October.
The USACE is reviewing the government estimate and the potential for negotiations with the apparent low
bidder.

The USACE has tentatively scheduled the Currituck for a 7-day event starting on 14 November.

2018 Water Resources Development Act has been signed into law.

congressionally authorized nourishment.’’
