Wayne with Hanover Design Services for a preliminary plat for a 3 lot major subdivision located at the corner of US 17 and Scotts Hill Medical Drive. The property is currently zoned (CUD) B-1. Wayne, PLS Hanover Design Services, PA From: Brad Schuler, AICP Current Planner Date: January 4, 2019 Subject: Scott Hill Medical Park – TRC Review – Conventional Major Subdivision The following comments have been received for the January 9, 2019 TRC meeting: Planning, Brad Schuler 910-798-7444 1. A tree mitigation plan, must be submitted and approved prior to issuance of and any land disturbance permits. The mitigation plan must illustrate the size and species of the significant trees being removed within the development (including within the lots) and their method of mitigation. Specifically, twice the amount of caliper inches removed must be mitigated by either planting additional trees or by making a payment into the County’s Tree Improvement Fund. All replacement trees must be 2-3” in caliper at planting, or a $295 payment may be provided in lieu of installing one replacement tree. 2. Per the preliminary plan submitted, three significant trees are located within or adjacent to the proposed infrastructure for the subdivision (tree # 60, 77, 106). A tree survey/mitigation plan will also be required prior to issuance or any land disturbance permits for development occurring within the proposed lots. 3. Will an access easement be created along the eastern property line of lot 3 to allow for a future street connection to the roundabout? Engineering, Jim Iannucci 910-798-7142 1. The existing Stormwater and Sediment and Erosion control plans for Scotts Hill Medical Center cover this area so they will just need to be modified to accommodate this subdivision. Fire Services, David Stone 910-798-7458 1. I have looked at the proposed right-of-way dedication and see no issues for Fire Services. Once the developer determines what will be built on these lots there will most likely be additional Fire Service requirements. Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. The TIA process is underway for this project. 2. There are no NCDOT projects in this area. 3. There are no greenway plans for this area. NCDOT, Nick K. Drees 910-398-9100 1. NCDOT is awaiting the TIA Approval Letter. NCDEMLR, Linda Lewis 910-796-7343 1. We have an existing permit SW8 080624 for Phase 1 and 2 of Scotts Hill Medical Park, but the plans do not include or cover the subdivision of these 3 lots, which will require a modification to the permit. Maximum BUA limits need to be assigned to those lots in the permit and recorded before they are sold. Planning (Addressing), John Townsend 910-798-7443 1. Unduplicated street name will need to be provided (will be reviewed and approved by Planning). 2. Addressing will be completed once building orientation, location, and number of suites per floor (if applicable) are determined. Typically completed after TRC approval.
