02202019 February 20 2019 TRC Agenda PacketTECHNICAL REVIEW COMMITTEE AGENDA February 20, 2019 New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, February 20, 2019 at 2:00 p.m. in the Lucie Harrell Conference Room (601) of the New Hanover County Government Center located at 230 Government Center Drive to review the following: 2:00 p.m. Item 1: Bountiful Village (Preliminary Plan) – Request by CH Bountiful Operating, LLC, for a preliminary plan for a performance residential development consisting of 55 townhome units. The site is located in the 500 block of Bountiful Lane and is currently zoned (CZD) R-10. Bountiful Village - TRC Review Page | 1 To: CH – Bountiful Operating, LLC (mjrokoski@gmail.com) Mark Hargrove, PE Port City Consulting Engineering, PLLC From: Brad Schuler, AICP Senior Planner Date: February 15, 2019 Subject: Bountiful Village – Performance Residential Development - TRC Review The following comments have been received for the February 20, 2019 TRC meeting. Planning, Brad Schuler 910-798-7444 1. Please update the plan with the following general corrections: a. Please note the additional conditions added to the condition zoning district: i. The townhome buildings shall not exceed one story in height; and ii. Each dwelling unit shall be limited to a maximum of two bedrooms. b. Please update the recreation space calculations based on the updated site layout. 2. The proposed layout is not consistent with the conceptual site plan approved with the conditional zoning district. While minor modifications can be approved administratively, it was expressly noted during the rezoning process that the proposed development would not extend past the existing ditch running through property, and that the vegetated located across the ditch would remain undisturbed and be preserved. In addition, the vegetation west of lots 52-55 is shown to be preserved on the approved conceptual site plan. 3. Significant trees removed must be mitigated. Specifically, twice the amount of caliper inches removed must be mitigated by either planting additional trees or by making a payment into the County’s Tree Improvement Fund. All replacement trees must be 2-3” in caliper at planting, or a $295 payment may be provided in lieu of installing one replacement tree. Prior to final plat approval, a tree mitigation plan illustrating the size and species of the significant trees removed within the development, and the method of mitigation must be provided. Replacement trees must be installed or bonded prior to approval of the final plat. 4. A landscape plan will be required which illustrates the species and size of the landscaping required to be installed for the development. 5. Will the lots be subdivided, or will this be condo development? Do the lots include a backyard/patio area behind the proposed structures? Bountiful Village – TRC Review – 2.20.2109 Page | 2 Engineering, Phil Bevilacqua 910-798-7072 1. A county stormwater permit is required. Maintain the pre-development discharge rate for 2-yr, 10-yr, and 25-yr storms. 2. Open channels require 25-yr design and 100-yr analysis. Note there is off-site drainage from the north across Bountiful Ln. to be included in the analysis. We recommend setting finished floors at least 2’ about the 100-yr water surface elevation. 3. Culverts are to be designed for 25-yr storm capacity and analyzed for the 100-yr storm. 4. The Army Corps should be contacted to request a Jurisdictional Determination on the stream crossing the site. 5. The proposed plan differs from the approved plan in that the stream is proposed for relocation. Currently it runs in a depression on the property and the banks are stabilized with mature vegetation. Moving it up the hill will disturb a large area, probably at least 40 ft. wide, and vegetation will need to be re-stabilized. We recommend working around the existing stream location as originally proposed. 6. Using natural storage volume in the existing depressions on the site may be an alternative to the constructed pond. 7. We have contacted NCDOT regarding issues in the right-of-way: a. The Bountiful Ln. roadside swale needs grading, stabilization and trash cleanup b. A small sinkhole has developed near the existing catch basin on Bountiful Ln. Also, there is no curb on the road to tie to the structure. This could likely be removed along with the culvert discharging the stream to the south. c. The culvert across Bountiful Ln. carries considerable drainage from the north and should be analyzed for capacity. Fire Services, Ray Griswold 910-798-7448 1. It appears everything we have requested has been put in this updated plan. There shall be no parking outside the parking spots and shall be put in the covenants. Also no gates or other traffic calming devices added, unless approved by the TRC. Anyone with any questions, can call on me at anytime. Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. Utility Plan Review required by CFPUA. 2. CFPUA water and sewer available 3. Waterline extension required. 4. Public pump station to be constructed 5. Must provide dedicated easement for sewer. 6. At this time capacity is available. 7. Capacity is also dependent on the analysis of the pipe collection system (gravity and force mains). 8. Capacity is issued to projects on a first come, first serve basis, when capacity is available, the plans meet Authority requirements, and the NC DWQ FTA/FTSE forms are signed by the Authority. No STIP project is proposed in this area. NCDOT, Nick K. Drees 910-398-9100 These preliminary comments are based on the plans as submitted for the proposed site and are subject to further review upon receipt of any additional information. Subsequently, additional comments and/or requirements may be necessary for this site. 1. A NCDOT Driveway Permit is required. Submit a plan in accordance with pages 14 and 15 of the Policy on Street and Driveway Access to North Carolina Highways to include access locations within 500’ of the proposed access on both sides of the State road. Submit to the local NCDOT District Engineer’s Office. 2. A NCDOT Encroachment Agreement is required for any utility connections or installation within NCDOT right-of-way. NCDEMLR, Linda Lewis 910-796-7343 1. This project will require a state stormwater permit through DEMLR. DCM, Courtney Spears, 910-796-7426 1. This project does not appear to be in a CAMA AEC, unless there is any proposed disturbance to coastal wetlands. The Corps does not have a record of the wetlands boundary onsite and would recommend that the applicant have the wetlands flagged and verified by the Corps prior to applying for a permit.
