Meeting Minutes
Staff called the Port, Waterway & Beach Commission (PWBC) meeting to order at ~4:00.
Participant introductions were made; attendance sheet is attached. The January
2019 meeting minutes were approved.
Current Efforts
The US Army Corp of Engineers (USACE) Carolina Beach (CB) and Kure Beach (KB) Fiscal
Year (FY) 2019 Coastal Storm Damage Reduction (CSDR) Projects:
The Wilmington District USACE (SAW), including Weeks Marine; Pleasure Island

officials and New Hanover County staff, held pre-construction meetings on January 16
th
(District Office) and 18 (on site). The CB pre-construction surveys have been
completed with a revised calculated placement volume of approx. 1.1 million cubic
th
yards. A construction start-date of February 16 and a CB project completion date of
mid-March have been provided by Weeks Marine. The KB pre-construction surveys and
revised volume calculations are underway. The KB schedule will be provided as the
th
project progresses; the contract completion date is April 30. The USACE presented a
th
CB project status (pdf attached) to the CB Town Council on February 12 and will
provide a similar presentation to the KB Town Council as that phase approaches.
Wrightsville Beach (WB) CSDR:
The SAW has provided the South Atlantic Division a post-Florence Project Information
Report (PIR). The Division continues the PIRs review.
Atlantic Intracoastal Waterway (AIWW) Maintenance Contract:

On February 12, SAW provided an initial construction schedule. As a contract option,
the Mason Creek AIWW crossing is anticipated to be dredged in mid-April.
Mason Inlet Relocation Project (MIRP)
The 2019 scope of work includes routine annual surveys and preparation for a relocation
event beginning in the fall of 2019.
Carolina Beach Inlet (CBI):
The sidecast dredge Merritt completed the first post-refurbishment maintenance event on

February 5. The eight-day event moved 6683 cubic yards from the inlet template.
Following the dredging, the US Coast Guard used the Merritt to reposition the aids to
navigation. The April/May and August/September maintenance events have also been
tentatively scheduled. Staff has requested a hopper dredge making use of the inshore dredge
material management site.

WB CSDR Project, Post Authorization Change Report (PACR):
On 7 December, the USACE provided stakeholders a project status update. The PACR

remains within budget and a Chiefs Report deliverable remains in the 1 Quarter 2020.

CB, Beach Renourishment Evaluation Report (BRER):

SAW will provide a status update to CB on the 21 of February. CBRA is an issue here
as well; however, an offshore borrow site for Pleasure Island is currently in place. The
Risk Reduction Plan, a non-federal stakeholder deliverable and appendix to the BRER, is
completed and in production. Copies will be supplied to both CB and KB.
KB and CB Refined Coastal Modeling:
Both reports are final and in production. Summaries for each will be scheduled within
upcoming PWBC meetings.
Public Comment:
Mayor Bloszinsky questioned SAWs preparation for an environmental window
extension for the KB CSDR. Perhaps a potential topic for the USACEs KB CSDR
project update to the KB Town Council.
S. Rogers noted the upcoming revision to the Inlet Hazard Area via the Division of
Coastal Management. The subject will be on the Coastal Resources Commission agenda
at the Morehead City February meeting.
Mayor Benson asked about the potential CB CSDR 15-year extension; staff noted
Congressman Rouzers WRDA 18 success ensuring access to the full 15-year extension
once the BRER was approved and authorized in the targeted WRDA 20. The required
USACE benefit cost ratio of 1:1 and the somewhat targeted ratio of 2.5 from the Office
of Management and Budget was briefly discussed.

The US Army Corps of Engineers (USACE) held a preconstruction meeting with the stakeholders and Weeks
Marine on 16 January 2019.
The USACE held an onsite resource agency focused preconstruction meeting with stakeholders and Weeks
Marine on 18 January.
Construction will begin following the final pre-placement volume calculations.
Wrightsville Beach (WB) CSDR
The USACE post-Florence Project Information Report (PIR) is under review by the Atlanta South Atlantic
Division (SAD).
Atlantic Intracoastal Waterway (AIWW) Maintenance Contract
A construction schedule including the Mason Creek crossing has been requested.

Mason Inlet Relocation Project (MIRP)
The 2019 scope of work includes an inlet relocation event depending on inlet shoaled volumes.
Beneficial reuse would take place on Figure 8 and potentially the northern third of Wrightsville Beach.
Carolina Beach Inlet (CBI)
The sidecast dredge Merritt completed an eight-day maintenance event on 5 February 2019.
The USCG repositioned the buoys with the Merritt.
The next maintenance event is scheduled in the April/May timeframe; the available dredge plant is unknown at
this time.
WB, Post Authorization Change Report (PACR)
Based on the U 7 December project update, the PACR is on schedule and within budget.
The Coastal Barrier Resource Act (CBRA) continues as a borrow site challenge.
CB, Beach Renourishment Evaluation Report (BRER)
A project update has been requested.
The USACE draft BRER release date is tentatively May 2019.
The CBRA continues as a borrow site challenge.
The non-federal Risk Reduction Plan is final.
KB and CB Refined Coastal Modeling (RCM)
Both RCM reports are final.
Summaries will be scheduled within upcoming PWBC agendas.
