2019-03-13 Minutes 13 March 2019 Meeting Minutes Vice-chair Andrew called the Port, Waterway & Beach Commission (PWBC) meeting to order at ~4:00. Participant introductions were made; attendance sheet is attached. The February 2019 meeting minutes were approved. Welcome Don Harris, newly appointed commission member. Current Efforts Carolina Beach (CB) and Kure Beach (KB) Refined Coastal Modeling (RCM): The RCM efforts are complete. A brief summary of the efforts purpose and need were reviewed and copies of both reports were hand delivered to CB and KB town officials. RCM Purpose and Need: Science based support of potential local plans and specs; Corroboration of US Army Corps of Engineers (USACE) design template; Evaluation of location and volume template modifications; Assessment of a 4-year CB and KB maintenance cycle and Estimated potential economic loss with a 15-year maintenance hiatus. A CB RCM overview will be presented at the April PWBC meeting and a KB overview will be presented in May. CB, Beach Renourishment Evaluation Report (BRER): Wilmington District USACE (SAW) provided staff a BRER update on 21 February noting the project as over a calendar quarter behind. The Risk Reduction Plan, a non- federal stakeholder deliverable and appendix to the BRER, is complete and will be hand delivered to the USACE during a CB Coastal Storm Damage Reduction (CSDR) update at CB and KB town halls on 14 March. The USACE Carolina Beach and Kure Beach Fiscal Year (FY) 2019 CSDR Projects: Awaiting USACE confirmation, Weeks Marine asserts completing the CB CSDR on 12 March 2019 placing a billable quantity of 1,060,552 cubic yards. The KB project could begin the weekend of 16-17 March pending dredge plant relocation to offshore borrow Area B. On 14 March at each town hall, SAW is providing a brief CB CSDR summary and a KB CSDR update. Wrightsville Beach (WB) CSDR: The SAW has provided the South Atlantic Division a post-Florence Project Information Report (PIR). The Division continues the Atlantic Intracoastal Waterway (AIWW) Maintenance Contract: As a contract option, the Mason Creek AIWW crossing is anticipated to be dredged in mid-April. Mason Inlet Relocation Project (MIRP) The 2019 annual engineering surveys as well as the bi-weekly waterbird management area surveys have begun. Carolina Beach Inlet (CBI): The April/May maintenance event has been tentatively scheduled. Staff has requested a hopper dredge making use of the inshore dredge material management site. WB CSDR Project, Post Authorization Change Report (PACR): source location and use, remains a challenge. The DC delegation is actively involved; K. Smith provided an overview of actions taken to date. Mandatory offshore borrow site use by the USACE for both the WB and CB CSDR projects will have substantial negative economic, environmental and operational impacts. Current Efforts: Carolina Beach (CB) and Kure Beach (KB) Fiscal Year (FY) 2019 Coastal Storm Damage Reduction (CSDR) Projects On 16 February, Weeks Marine began pumping the CB CSDR project. The pre-placement surveys resulted in an 121,000 cubic yard (cy) increase, bringing the proposed placement volume to approximately 1.1M cy. ured the CB and KB project sites; a second site visit is being considered. Weeks Marine anticipates transitioning to KB in the 20 March timeframe; KB CSDR pre-placement surveys and volumes have not been finalized. Wrightsville Beach (WB) CSDR The USACE post-Florence Project Information Report (PIR) remains under review by Atlanta, South Atlantic Division (SAD). Atlantic Intracoastal Waterway (AIWW) Maintenance Contract As a contract option, the Mason Creek crossing is anticipated as one of the last deliverables. The Mason Creek crossing maintenance dredging is scheduled for mid-April. Mason Inlet Relocation Project (MIRP) The 2019 project surveys have begun with the WB inlet shoulder habitat acreage. The 2019 bi-weekly waterbird monitoring has begun. Carolina Beach Inlet (CBI) The next maintenance event is scheduled in the April/May timeframe; the available dredge plant is unknown at this time. March at the Craven County Community College in New Bern. WB, Post Authorization Change Report (PACR) Based on the 7 December project update, the PACR is on schedule and within budget. The Coastal Barrier Resource Act (CBRA) continues as a borrow site challenge. CB, Beach Renourishment Evaluation Report (BRER) On 21 February, the USACE provided CB and NHC staff a project update. The project schedule is approximately a calendar quarter behind; however, WRDA 2020 remains the re- legislation. The CBRA continues as a borrow site challenge. KB and CB Refined Coastal Modeling (RCM) Summaries will be scheduled within upcoming PWBC agendas. Public Comment: Adjourn
