The property is currently zoned R-10. 2:20 p.m. Item 2: The Villas at Ness Creek (Performance Preliminary Plan) - Request by KG PLAZA, LLC, for a preliminary plan for a 12 lot major subdivision located in the 2700 block of Castle Hayne Road. The property is currently zoned R-20. Planning, Brad Schuler 910-798-7444 1. Please update the plan with the following general corrections: a. The existing wetlands can be included in the net area. Therefore, the density of the subdivision is 2.63 (48 units/18.25 acres). b. The connectivity ratio is 1.6 (8 links/5 nodes) – Road note #4. c. Landscape note #3 references a buffer strip along the perimeter of the development. This is not a requirement for the subdivision. Only a 20-foot setback is required along the perimeter. 2. Please update the recreation space classification and calculations. The proposed stormwater pond cannot be considered as active rec space. However, the areas around the pond, including the 5’ mulch trail can be credited for active rec space. In addition, the wetlands can be credited towards the passive rec requirement. (Sec 52-7) 3. Sir Clyde Road must be extended to the property line. (Sec 20) 4. Please verify if any significant trees exist on the site. Significant trees removed must be mitigated. Specifically, twice the amount of caliper inches removed must be mitigated by either planting additional trees or by making a payment into the County’s Tree Improvement Fund. All replacement trees must be 2-3” in caliper at planting, or a $295 payment may be provided in lieu of installing one replacement tree. Prior to issuance of land disturbance approvals, all significant trees to be removed must be identified. Prior to final plat approval, a tree mitigation plan illustrating the method of mitigation must be provided, and replacement trees must be either installed or bonded. 5. Please update the plan with the following general corrections: a. Street names, and street designation public or private. 32-2.12 b. Please state the required setbacks and building separation standings in the site data table. c. Please indicate the location of the Entrance Signs and Lighting. 52-10 d. Please clarify the development’s boundary. Is the land west of Lot 12, extending to Ness Creek, included in the proposed subdivision? It does not appear this area is needed to obtain 12 lots based on the density factor of 1.9 du/ac. 2. It appears the tree survey is showing trees with multiple trunks (i.e. 16-12” pine). Is this correct? In these cases, all trunks must be totaled when determining the caliper inches of the tree. 3. A tree mitigation plan, must be submitted and approved prior to issuance of and any land disturbance permits. The mitigation plan must illustrate the size and species of the significant trees being removed within the development and their method of mitigation. Specifically, twice the amount of caliper inches removed must be mitigated by either planting additional trees or by making a payment into the County’s Tree Improvement Fund. Will the septic field located on the front of the lots near the proposed roadway cause any lot access issues? Please have these items placed in the covenants. NHC Engineering , Phill Belvilaqua 910-798-7072 NHC Engineering has the following preliminary comments: 1. An Authorization to Construct is required. Stormwater control measures are required to maintain the pre-development runoff rate for the 2, 10 and 25-yr storms. Analysis for the 100-yr storm is required to verify that no buildings are flooded. 2. Off-site drainage is required to be delineated and conveyed through the site. Piped systems are to be designed for the 25-yr storm event and analyzed for the 100-yr storm. 3. A portion of the property is in the flood zone AE with established 100-yr Water Surface Elevations. Please show the 100-yr flood zone and WSE sections on the plans. The 100-yr WSE should be used as the tailwater condition for 100-yr analysis of proposed culverts. 4. North pointing up or to the right is the conventional map layout.
