0522019 May 22 2019 TRC Agenda PackageTECHNICAL REVIEW COMMITTEE AGENDA May 22, 2019 New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, May 22, 2019 at 2:00 p.m. in the Lucie Harrell Conference Room (601) of the New Hanover County Government Center located at 230 Government Center Drive to review the following: 2:00 p.m. Item 1: Windsor Pines Tract 4 Modification (Preliminary Plan) Request by Southern Destiny, LLC, for a preliminary plan for a performance residential development consisting of 60 townhome units. The property is located in the 8500-8600 block of River Road and is currently zoned R-15. Future Items:  June 12th TRC Meeting o Homestead Estates at River Oaks Phase 3  Preliminary plan for a performance residential development consisting of 26 lots.  Located near the 8200 block of River Road. Planning, Brad Schuler 910-798-7444 1. Please update the plan with the following general corrections: a. Please add a legend identifying all line types (for example easement and setback lines). b. It appears the active recreation area includes the clubhouse. Please update the delineation to reflect this. 2. It appears there are wetlands and Class IV soils located within the project boundaries (within the 8-acre parcel added to the development). Please illustrate the approximate boundary of these features on the plan. Existing wetlands will be subject to additional standards of the Conservation Overlay District. Class IV soils which are developed are not included in the net area for which density is calculated. 3. Each dwelling unit requires two off street parking spaces. The spaces must be at least 18 x 8.5 feet and located completely outside of the right-of-way. Visitor spaces must also be located outside of the right-of-way. 4. The updated flood maps have designated this area as a Coastal A zone which requires the proposed buildings within the AE Special Flood Hazard Area to be constructed to the standards of the VE SFHA. 5. Please extend the sidewalks to the River Road right-of-way. 6. The TIA needs to be revised to reflect the additional units and driveway modifications. 7. Have you considered the location of the cluster box units? Building Safety and USPS may have additional standards for the cluster boxes. 8. Will the townhomes be subdivided? A New Hanover County Authorization to Construct is required. Stormwater control measures are required to maintain the pre-development runoff rate for the 2-, 10- and 25-yr storms. Analysis for the 100-yr storm is required to verify that no buildings are flooded. 2. Off-site drainage is required to be delineated and conveyed through the site. Systems are to be designed for the 25-yr storm and analyzed for the 100-yr storm. 3. Site inventory note 8 indicates the property is in the 100-yr flood zone AE 10. The property contains both AE 10 and AE 11 zones. Minimum finished floor elevations should be shown as the 100-yr Base Flood Elevation plus 2 ft. Fire Services, Troy Davidson 910-798-7464 1. However, I believe there is an outfall in this vicinity that crosses Coastal Wetlands. From these plans I’m not sure if that outfall is within the project area, but any changes that would impact coastal wetlands, including moving/upgrading that outfall, may require CAMA authorization. U.S. Army Corps of Engineers, Rachel Capito There are jurisdictional wetlands and waters onsite and any impacts will require a permit from the Corps. The Corps has visited the site, but there is no active JD on file.
