2019-07-10 MinutesWILMINGTON -NEW HANOVER 12 June 2019 Meeting Minutes PORT, WATERWAY & BEACH COMMISSION Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at —4:00. Participant introductions were made; the meeting's attendance sheet is attached. The May 2019 meeting minutes were approved. Current Efforts Carolina Beach (CB) and Kure Beach (KB) Fiscal Year (FY)2019 Coastal Storm Damage Reduction (CSDR) Projects: The US Army Corps of Engineers' (USACE) final cubic yards placed and contract fee are anticipated in the next month or so. An additional window extension was required for dune plantings (sea oats) ending on 31 May. Such an extension was required, for the first time, on several NC shoreline maintenance sites this spring. Science based effects and triggers remain as discussion points within the USACE, US Fish and Wildlife, NC Wildlife Resources and the Division of Coastal Management. Atlantic Intracoastal Waterway (AIWW) Maintenance Dredging Contract: The USACE's 2019 Mason Creek AIWW crossing final cubic yards removed and contract fee are anticipated in the next month or so. The USACE's 2020 AIWW crossing contract is soon to be released for bids. The USACE has developed plans and specifications with beneficial use of Carolina Beach Inlet AIWW crossing and reaches of Snow's Cut dredged material to be placed on south - central Masonboro Island. Mason Inlet Relocation Project (MIRP): The 2019 bi- weekly waterbird management area surveys continue. The 2019 surveying /engineering report is near completion. Preliminary data indicates a location trigger and volume trigger have been met likely supporting a 2019/2020 relocation event. Carolina Beach Inlet (CBI): Following April's 15 -day Murden event, the USCG restored the buoy alignment and removed the navigation restriction. The next events are scheduled for early July and September (8 -week intervals) in an attempt to meet USCG standards for the buoy tender Bayberry, an approximate 8' depth and 100' width. The USACE's April event accounting is anticipated at the June 27th Shallow Draft Inlet meeting in New Bern. With successful 2020 funding requests from the CB Inlet stakeholders, the USACE's FY20 CB Inlet fund balance should be in the $1.3M range. An eight -week USACE scheduling success has yet to be demonstrated. WB, Post Authorization Change Report (PACR) and Project Information Report (PIR); On 29 May, the USACE informed Staff that the District's original approach to Coastal Barrier Resources Act (CBRA) compliance has been reinstated. The District's preferred alternative will carry the "CBRA notwithstanding" narrative supporting continued use of the historical engineered system. Because the WB project's authorization remains active until 2036, the PACR can move forward with a Director's Report (regional approval) as opposed to a Chief's Report (DC approval). The PACR timeline is approximately one month behind the CB Beach Renourishment Evaluation Report (BRER) efforts. The revised WB post - Florence Project Information Report (PIR) will be transmitted to Atlanta in the next few weeks. The District is re- developing a scope that accesses a one -time offshore borrow source. If approved, supplemental geotechnical assessments will be an initial requirement. CB, BRIER: On 29 May, the USACE informed Staff that the District's original approach to Coastal Barrier Resources Act (CBRA) compliance has been reinstated. The District's preferred alternative will carry the "CBRA notwithstanding" narrative supporting continued use of the historical engineered system. The USACE's Agency Technical Review phase is targeted for BRIER transmittal to the New York District on June 17th. The Public and Resource Agency release date is tentatively June 24th. The Agency Decision Meeting (ADM) will likely occur in late August or early September. The ADM meeting, consisting of stakeholders and USACE vertical staff, will determine whether the selected plan will be endorsed. The CB project will need a new authorization thereby requiring a Chief's Report (DC approval). Public Comment: Potential CBRA compliance paths are underway; they vary from multiple Agency policy interpretations /actions to multiple potential Legislative actions. Current Efforts: Carolina Beach (CB) and Kure Beach (KB) Fiscal Year (FY) 2019 Coastal Storm Damage Reduction (CSDR) Projects • US Army Corps of Engineers ( USACE) total volumes placed and final costs are pending (-1.88 million cubic yards estimated by Weeks Marine). • An environmental window extension (31 May) was granted by US Fish and Wildlife, allowing for the dune areas' sea oats plantings. Atlantic Intracoastal Waterway (AIWW) Maintenance Dredging Contract • USACE's final volume /costs for the Mason Creek AIWW crossing is pending. • The USACE FY20 AIWW plans and specs are in development; CB Inlet crossing material tentatively being placed on south - central Masonboro Island. Mason Inlet Relocation Project (MIRP) • The annual upland and bathymetric surveys are complete. • The 2019 engineering /surveying report is in production. Carolina Beach Inlet (CBI) • US Coast Guard (USCG) buoys are in place. • An early July maintenance event (seven day) is scheduled with the Merritt. • An early September maintenance event is penciled in (vessel pending). WB, Post Authorization Change Report (PACR); Florence Project Information Report (PI R) • The Wilmington District has reinitiated Plan A "CBRA notwithstanding" (29 May notification) within the DRAFT PACR inclusive of an offshore borrow if necessary. • The PACR can be approved in Atlanta with a Director's Report. • The USACE is scheduled to send the re- scoped PIR (one -time, offshore borrow) to Atlanta in two weeks. CB, Beach Renourishment Evaluation Report (BRER) • The Wilmington District has reinitiated Plan A "CBRA notwithstanding" (29 May notification). • Agency Technical Review (New York District) will begin in the next few weeks followed by the public and resource agencies' reviews.
