2019-08-14 MinutesWILMINGTON -NEW HANOVER 14 August 2019 Meeting Minutes PORT, WATERWAY & BEACH COMMISSION Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at —4:00. Participant introductions were made; the meeting's attendance sheet is attached. The July 2019 meeting minutes were approved. Current Efforts Carolina Beach (CB) and Kure Beach (KB) Fiscal Year (FY)2019 Coastal Storm Damage Reduction (CSDR) Projects: • The US Army Corps of Engineers' (USACE) final yardage and costs are being developed. The USACE's 2019 Atlantic Intracoastal Waterway (AIWW) Maintenance Dredging Contract: • The (USACE) final yardage and costs are being developed. A brief discussion regarding the development of a Dredge Material Management Plan by the NC Division of Water Resources. "The State of North Carolina and the U.S. Army Corps of Engineers are partnering, under Section 22 — Planning Assistance to States (PAS), to conduct analysis of dredge material placement sites in support of an overall statewide coastal dredged material management plan (DMMP). Although a full state -wide DMMP would include the evaluation of federal and non - federal dredged material placement facilities (DMPFs), this PAS study will only assess the non - federal components of the DMMP. The study will focus on approximately 30 to 60 DMPFs either owned, operated, or managed by the State, local municipalities, private marinas, conservations groups and other non - Federal stakeholders." (DRAFT scoping language, August 2019) Data input from private /public users, consultants, contractors, owners and /or managers is encouraged. Mason Inlet Relocation Project (MIRP) • A minor modification request has been submitted to DCM. • The 2019 surveying /engineering report has been reviewed; the final is in production. • FY20 event plans and specifications are under development. • An ocean certified dredge is likely to be required ensuring effective ebb shoal plug removal (attached figures). The PWBC moved and approved the staff requesting a Board of County Commissioners Resolution supporting a NC Division of Water Resources Shallow Draft Inlet grant submittal. Carolina Beach Inlet (CBI): • On August 13th, the USACE offered to reschedule the Currituck for a CB Inlet five - day maintenance event prior to traveling north. • An out of window request was provided to the resource agencies on August 15tH • The Currituck will mobilize to CBI on /about the 22 n with a start date on /about the 25th. The inshore dredge material management site is the targeted disposal option (attached figure). WB, Post Authorization Change Report (PACR) • Most, if not all, comments have been received by the Wilmington District. • A FINAL PACR addressing comments and suggestions will be drafted and circulated through the Atlanta, South Atlantic District (SAD) office. • Once a SAD Director's Report is executed, the PACR will move to USACE Head Quarters (HQ) for the Assistant Secretary of the Army's (ASA) consideration for WRDA 2020 inclusion. • DRAFT PACR link, https: / /www.saw.usace.army.miI /Missions /Coastal- Storm -Risk- Management/Wrightsville- Beach/ WB, Project Information Report (PIR) • The post - Florence PIR is being circulated in SAD for execution. Once signed, the PIR will be sent to USACE Head Quarters for funding consideration. Atlantic Intracoastal Waterway (AIWW) 2019 Maintenance Dredging Contract • USACE's final Mason Inlet volume /cost are awaiting contract closure. Mason Inlet Relocation Project (MIRP) • The FY20 relocation event's permitting is underway. 0 2019 plan views and cross sections provided to the Division of Coastal Mgt. 0 Estimated template volume 450,000 cubic yards. 0 Ocean certified dredge will likely be needed. • The 2019 engineering /surveying report is in final production. • Plans and specifications are in development. • A Board of Commissioner's resolution supporting a Shallow Draft Inlet (SDI) grant submittal will be requested.
