2019-09-11 MinutesWILMINGTON -NEW HANOVER 11 September 2019 Meeting Minutes PORT, WATERWAY & BEACH COMMISSION Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at —4:00. Participant introductions were made; the meeting's attendance sheet is attached. The August 2019 meeting minutes were approved. Current Efforts Carolina Beach (CB) and Kure Beach (KB) Fiscal Year (FY)2019 Coastal Storm Damage Reduction (CSDR) Projects: • The US Army Corps of Engineers' (USACE) final yardage and costs are being developed. The USACE's 2019 Atlantic Intracoastal Waterway (AIWW) Maintenance Dredging Contract: • The (USACE) final yardage and costs are being developed. The USACE's 2020 AIWW Maintenance Dredging Contract: (post- meeting data) • The bid package includes approximately 700K cubic yards (cy) and potentially 10 mobilizations NC coast -wide. • A final award is still pending. Mason Inlet Relocation Project (MIRP): • The NC Division of Coastal Management (NCDCM) continues processing the minor modification request. The scope includes an estimated 450K cy with beneficial reuse along Figure Eight. The post - Florence elongated ebb shoal may require an ocean - certified dredge to restore the project template. • The 2019 surveying /engineering report has been distributed to the Town of Wrightsville Beach, Shell Island Resort including Figure Eight's notification of distribution. Staff is requesting, within the September 16 Board of County Commissioners' consent agenda, a Resolution supporting a NC Division of Water Resources Shallow Draft Inlet grant submittal. Carolina Beach Inlet (CBI): • The USACE special purpose dredge Currituck implemented a five -day maintenance event (25th — 29th) prior to traveling north. • The inshore dredge material management site was utilized. • A post- Dorian inlet survey is tentatively scheduled between the 13th and 16th (post - meeting data). WB, Post Authorization Change Report (PACR): • A FINAL PACR addressing comments and suggestions including Head Quarter's mandated offshore borrow site as the recommended plan is being drafted. • A Director's Report will be executed in Head Quarters. • With the executed Report, the PACR will be considered by the Assistant Secretary of the Army's (ASA) for Water Resources Development Act (WRDA) 2020 inclusion. • DRAFT PACR link, hftps: / /www.saw.usace.army.miI /Missions /Coastal- Storm -Risk- Management/Wrightsville- Beach/ WB, Project Information Report (PIR): • The post - Florence PIR is being circulated in SAD for execution. Once signed, the PIR will be sent to USACE Head Quarters for funding consideration. CB, Beach Renourishment Evaluation Report (BRER): • A FINAL BRER addressing comments and suggestions including Head Quarter's mandated offshore borrow site as the recommended plan is being drafted. • A Director's Report will be executed in Head Quarters. • With the executed Report, the BRER will be considered by the ASA for WRDA 2020 inclusion. • DRAFT BRER link, hftps: / /www.saw.usace.army.miI /Missions /Coastal- Storm -Risk- Management /Carolina- Beach/ Dorian: • The USACE has conducted Preliminary Damage Assessments on all three beaches. A decision to develop Project Information Reports has not been finalized by the USACE. All three beaches appear to have fared very well. Public Comment: • Vice -chair Andrew reminded all of the Coastal Resources Commission (CRC) Meeting next Wednesday and Thursday here in the Gov't. Center, Human Resources Conference Rooms. Current Efforts: Carolina Beach (CB) and Kure Beach (KB) Fiscal Year (FY) 2019 Coastal Storm Damage Reduction (CSDR) Projects • US Army Corps of Engineers' (USACE) finalized volumes and costs are pending ( -1.88 million cubic yards estimated by Weeks Marine). Atlantic Intracoastal Waterway (AIWW) 2019 Maintenance Dredging Contract • USACE's final Mason Inlet volume /cost are awaiting contract closure. • USACE's 2020 AIWW contract pending. Mason Inlet Relocation Project (MIRP) • The FY20 relocation event's permitting is underway. 0 2019 plan views and cross sections provided to the Division of Coastal Mgt. 0 Estimated template volume 450,000 cubic yards. 0 Ocean certified dredge will likely be needed. • The 2019 Engineering /Surveying report is complete; copies distributed to the Mason Inlet Preservation Group and the Town of Wrightsville Beach. • 2020 maintenance event's plans and specifications are in development. • The 16Sept2019 Board of Commissioner's consent agenda includes a requested resolution supporting a Shallow Draft Inlet (SDI) grant submittal.
