03/05/1997 I II I I 1 7 Mr. Keith Elmore, Chairman, called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8:00 a.m. on Wednesday, March 5,1997, in the Carl Thomas Durham Auditorium, New Hanover County Health Department, Wilmington, North Carolina. De Vane, Recording Secretary Invocation: Dr. Michael Goins gave the invocation. Minutes: Mr. Elmore called for corrections to the minutes of February 5, 1997. The minutes were approved as presented by the Board of Health. Recognitions: Staff Recognitions Mr. Parker recognized the following health department employees: Years of Service Award 10 Years Service Award Dottie Gillies, Clerical Specialist I, Communicable Disease Class Act Award Eleanor (Beth) W. Jones, Director Communicable Disease, Chair, 1996 New Hanover County United Way Campaign 18 Mr. Parker congratulated Mrs. Jones for a successful New Hanover County United Way Campaign. Proceeds were more than $40,000 exceeding the county's goal of $32,750. I On January 28, 1997, the New Hanover County Commissioners presented to Mrs. Jones a certificate, a county mug, and awarded her a day of personal leave. Department Focal: March Is National Nutrition Month Mrs. Marie Warren, Nutrition Director, presented a department focal entitled March is National Nutrition Month. It is sponsored by the American Dietetic Association and its slogan is "All Foods Can Fit - Eat Right America. 11 Mrs. Warren presented The Food Guide Pyramid. She emphasized healthy eating means eat all foods in variety, balance, and moderation. Physical activity is most important to a healthy lifestyle. Committee Reports: Budget Committee Mrs. Mary Dean, Chairman, Budget Committee, reported the Budget Committee met on February 10,1997. Board members have reviewed assigned program budgets with health I department division directors. Mrs. Dean announced the Executive Committee approved the FY 1997-98 Budget Request on February 10 with the following modifications: Addition: Administration - Ramp $80,000 Deletions: SalarieslWages Family Planning - Clinical Clerical Assistant - $24,201 Animal Control Services - Animal Control Officer - $27,585 - Animal Control Clerical Assistant - $23,134 Capital Outlay Animal Control Services Generator 1 Truck Change other 2 Trucks to 2 wheel drive Reduce $40,000 for 2 Trucks to $30,000 $15,000 20,000 10,000 I I I I , ,,, ,. .:/ The total adjusted Budget Request FY 98 is $7,192,439. This is an increase of $52,175 from the Budgeted FY 97 amount of $7,140,264. Revenues through federal and state grants, fees, Medicaid, and other sources increased by $39,372. The net increased cost to New Hanover County is $12,803. Salaries and market/merit adjustments are not included in this budget request. Mr. Steuer expressed concern regarding the deletion of the two above Animal Control Services positions given the current rabies problem. Mr. Elmore stated the Animal Control Services Ad Hoc Committee is addressing the manpower shortage and solutions to assist the Animal Control Services staff. Dr. Jackson stated that the ACS Ad Hoc Committee is addressing the rabid animal problem in New Hanover County. Ms. Smith explained the budget process. During May the health department will receive the County Manager's Recommended Budget. Ms. Smith explained there will be revisions to the original Budget Request which are to be presented to the Board of Health. It will then go to the New Hanover County Commissioners for approval. Executive Committee Mr. Elmore, Chairman, Executive Committee, reported that the Executive Committee met at 6:00 p.m. on February 10. Items to be discussed are on today's Board of Heath agenda. Unfinished Business: New Business: Appointment of Applicant to Animal Control Services Advisory Committee Mr. Elmore informed the Board there are two applicants for the veterinarian position for appointment to the Animal Control Services Advisory Committee. Applicants are G. Robert Weedon, DVM, and Melody C. Speck, DVM. The Animal Control Services Advisory Committee (ACS) recommended to the Board of Health the appointment of Melody C. Speck, DVM. Mr. Elmore recommended from the Executive Committee for the Board of Health to approve the appointment of Melody C. Speck, DVM, to the ACS Advisory Committee. MOTION: Mr. Elmore moved from the Executive Committee for the Board of Health to approve the appointment of Melody C. Speck, DVM, to the Animal Control Services Advisory Committee. Upon vote, the MOTION CARRIED UNANIMOUSLY. 20 N.C. Public Health Association - Wood Endowment Presentation of Contribution from North Carolina Restaurant Association I On behalf of the North Carolina Restaurant Association, Mr. John Coble, President-Elect, Association for North Carolina Boards of Health, presented a $500 donation to Mr. Parker for the North Carolina Public Health Association (NCPHA) Wood Endowment. On behalf of the Wood Endowment Committee, Mr. Parker thanked Mr. Coble and the North Carolina Restaurant Association for this contribution to the Wood Endowment. Mr. Parker explained the Wood Endowment Fund is a Public Health Association project. The goal is to raise $100,000 to support the speakers for the NCPHA Annual Meeting. Income from the interest earned will pay for the speakers. Mr. Parker, Chair 1994 - 1996, stated donations and pledges now equal $75,000. The endowment honors Dr. Thomas Fanning Wood, Father of North Carolina Public Health, and Dr. Edward Jenner Wood, Wilmington physicians. Mr. Parker thanked Mr. Coble and the N. C. Restaurant for its contribution of $500. Request for Increase in Fees for Kindergarten Health Assessment Mr. Elmore recommended from the Executive Committee for the Board of Health to approve the increase for Kindergarten Health Assessment Fees as follows: Rate of Pay I Current Proiected 20% 40% 60% 80% Full Pay 6.00 12.00 18.00 24.00 30.00 7.00 14.00 21.00 28.00 35.00 Mrs. Betty Creech, Community Health Director, stated in order to recap a portion of the increase delivery of care cost, she requests the above increase in Kindergarten Health Assessment fees. Charge rates are determined according to the Family Planning Sliding Fee Scale adopted by the Division of Maternal and Child Health, Department of Environment, Health, and Natural Resources. This is a mandated service with no state funding. A projection of an increase of $665 revenue is projected in FY98 Budget Request. MOTION: Mr. Elmore moved from the Executive Committee for the Board of Health to approve the above increase in Kindergarten Health Assessment Fees to be incorporated in the New Hanover County Health Department Fee Schedule. Upon vote, the MOTION I CARRIED UNANIMOUSLY. I 'I I L'1 ¿,j Request for New School Health Nurse Position Mr. Elmore recommended from the Executive Committee for the Board of Health to approve the request to establish a new School Health Nurse position which will be funded by the New Hanover County Board of Education. Mrs. Creech explained the Board of Education has requested and has totally funded a 10/month Public Health Nurse I for the elementary schools. The Board of Education plans to pay the health department $6,922 for the remainder of this school year. The proposed . position will result in three nurses available to school personnel at all times instead of the current two positions. MOTION: Mr. Elmore moved from the Executive Committee for the Board of Health to approve and recommend to the New Hanover County Commissioners the establishment of a new School Health Public Health Nurse position to be funded by the New Hanover County Board of Education. Upon vote, the MOTION CARRIED UNANIMOUSLY. National Association of Local Boards of Health Mr. Elmore recommended from the Executive Committee for the Board of Health to maintain their membership in the National Association of Local Boards of Health at the cost of $75 annually. MOTION: Mr. Elmore moved from the Executive Committee for the Board of Health to approve maintaining membership in the National Association of Local Boards of Health. Upon vote, the MOTION CARRIED UNANIMOUSLY. Recommendation to Allocate $1.000 from Animal Control Services Trust Fund to Support a Pet Adoptathon Mr. Elmore recommended from the Executive Committee for the Board of Health to approve the allocation of $1 ,000 from the Animal Control Services (ACS) Trust Fund to support a Pet Adoptathon. Mr. Currie, Animal Control Services Director, explained the trust fund was adopted by the Board of Health to benefit animals. The balance in the trust fund is approximately $21,000. The Pet Adoptathon is to be held the first weekend in May. MOTION: Mr. Elmore moved from the Executive Committee for the Board of Health to approve the allocation of $1 ,000 from Animal Control Services Trust Fund to support a Pet Adoptathon. Upon vote, the MOTION CARRIED UNANIMOUSL V. 22 Appointment of Acting Health Director Mr. Elmore recommended from the Executive Committee for the Board of Health to approve the appointment of Ms. Lynda F. Smith, Assistant Health Director, as Acting Health Director. Mr. Elmore discussed the need for an Acting Health Director. MOTION: Mr. Elmore moved from the Executive Committee for the Board of Health to approve the appointment of Ms. Lynda F. Smith, Assistant Health Director, as Acting Health Director. Upon vote, the MOTION CARRIED UNANIMOUSLY. Recruitment of New Health Director Mr. Elmore appointed the New Hanover County Executive Committee as the Search Committee for the Health Director selection. Mrs. Susan O'Brien, Laboratory Director, is the representative for the health department staff on the Search Committee. Mr. Elmore requested Board members and staff submit to him by March 16 a list of skills, characteristics, and talents which they desire in applicants for the Health Director position. He plans to assemble this list of ideas and provide them to Mr. Andre Mallette, Human Resources Director, to assist in screening Health Director candidates. Comments: Board Members: Dr. Goins and Dr. Clancy extended their best wishes to Mr. Parker. Mr. Greer expressed Mr. Parker has done wonders for Public Health. Dr. Jackson suggested and Mr. Greer concurred a County Commissioner, Mr. Allen O'Neal, County Manager, or a county government official should serve on the Health Director Search Committee. In appreciation and on behalf of the Board of Health, Mr. Elmore presented to Mr. Parker a personalized coffee mug and a watercolor print entitled Cape Fear Riverfront. He expressed the Board's appreciation for Mr. Parker's dedication and service to Public Health and to New Hanover County. Mr. Parker thanked the Board of Health for the print and stated he plans to hang the picture in his office at The North Carolina Baptist Hospital, Inc. Health Director: Farewell I I Mr. Parker stated he will always remember the Board of Health and New Hanover County with fond memories. He expressed his appreciation to the Board for their support and I complimented them on their Public Health accomplishments. Mr. Parker stated Public Health has provided both purpose and meaning to his life. I II I ~"\~ ,6·5 Other Business: Annual Educational Conference Ms. Smith, Acting Health Director, invited the Board members to register and attend the Annual Eastern District North Carolina Educational Conference to be held at the Sheraton Resort, Atlantic Beach, North Carolina, April 23-25, 1997. The theme of the Annual Educational Conference is Channel Markers/Protecting Quality of Life.
