10/01/1997 I II I >-7r) Mr. Keith Elmore, Chairman, called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8:00 a.m. on Wednesday, October 1, 1997, in the Carl Thomas Durham Auditorium, New Hanover County Health Department, Wilmington, North Carolina. De Vane, Recording Secretary Invocation: Dr. Thomas Clancy gave the invocation. Minutes: Mr. Elmore called for corrections to the minutes of September 3, 1997 Board of Health meeting. The minutes of the meeting of September 3, 1997 were approved by the New Hanover County Board of Health. Recognitions: NCPHA Norton Group Award Ms. Smith announced the Environmental Health and Laboratory Divisions of the New Hanover County Health Department won the Norton Group Award at the 1997 North Carolina Public Health Association (NCPHA) Annual Conference held on September 9-12, 1997, in Winston- Salem, North Carolina. She congratulated and recognized the staff of the Environmental Health and Laboratory Divisions, recipients of the Norton Group Award, one of the most prestigious NCPHA Awards. Ms. Smith displayed the Norton Group Award plague and the framed narrative for environmental and public health laboratory services in the community prior to and following Hurricanes Bertha and Fran. Glaxo Welcome Child Health Award - Honorable Mention Ms. Smith congratulated and recognized Ms. Juanita Richardson, Public Health Nurse, Community Health, recipient of Honorable Mention for the Glaxo Welcome Child Health A ward for her delivery of outstanding services in the health department Lead Program. 80 Staff Recognitions Ms. Smith recognized the following health department employees: Five (5) Year Service Award Cathy H. Timpy, Environmental Health Specialist, Environmental Health New Employees Janet Farrell, Clerical Specialist I, Communicable Disease Diana Williams, Clinical/Clerical Assistant, Communicable Disease I On behalf of the Board of Health, Mr. Elmore congratulated the health department award recipients and welcomed the new employees to the health department staff. Department Focal: Breast Cancer Awareness Pink Ribbon Campaign Mrs. Nancy Russ, Public Health Nurse III, Women's Health Care Division, presented the department focal on the Breast Cancer Awareness Pink Ribbon Campaign. She stated the health department received CDC funding to begin a Breast and Cervical Cancer Control Program (BCCCP) in January 1997 for breast and cervical cancer education and screening tests for women age 50 or older without medical insurance who qualify financially. She stated patients with abnormal results are referred to appropriate New Hanover Regional Medical Center (NHRMC) clinics for follow-up. I Mrs. Russ stated in honor of National Breast Cancer Awareness Month, Governor Hunt proclaimed October 5-12, 1997, Pink Ribbon Week in North Carolina. She explained the health department worked with NHRMC planning campaign activities and a Breast Screening Clinic to be held on Saturday, October 4, at the New Hanover Regional Center Mall. Mrs. Russ distributed to the Board a pink bag of incentives containing pink ribbons to be worn during the Pink Ribbon Campaign as a symbol of hope for a cure for breast cancer. Ms. Russ announced 3,207 pink ribbons have been distributed by area churches, businesses, and organizations. Mr. Elmore thanked Mrs. Russ for her presentation and the information on Breast Cancer Awareness Pink Ribbon Campaign. Committee Reports: Environmental Health Committee Dr. Dennis Jackson, Chairman, Environmental Health Committee, reported the Environmental Health Committee met at 6:00 p.m. on Monday, September 8, 1997. He informed the Board the revised draft agreement for the proposed installation of the sewer connection at Hanby and Wilmington Beaches prepared by the New Hanover County Attorney has been accepted by the I Carolina Beach and Kure Beach Town Councils and the New Hanover County Commissioners. The county is to fund the installation of the sewer and then is to be reimbursed through connection fees received by Carolina and Kure Beaches. On behalf of the Board of Health, Dr. I I I Jackson recommended for the Board of Health to request that Ms. Smith prepare a letter of appreciation to the Carolina Beach Town Council, Kure Beach Town Council, and New Hanover County Commissioners for their efforts for the sewer connection at the beaches. MOTION: Dr. Jackson moved for the Board of Health to request Ms. Smith to prepare a letter of appreciation to the Carolina Beach Town Council, Kure Beach Town Council, and New Hanover County Commissioners for their participation in the cooperative resolution of the sewer connection at the beaches. Upon vote, the MOTION CARJlUE]!)) lUNANIMOUS]L Y. Executive Committee Mr. Elmore, Chairman, Executive Committee, reported the Executive Committee met at 6:05 p.m. on Tuesday, September 23, 1997. Items discussed at the meeting are listed under New Business on the Board of Health Agenda. Health Promotions Committee Dr. Michael Goins, Chairman, Health Promotions Committee, reported the Health Promotions Committee met at 6:10 p.m. on Monday, September 29, 1997 and discussed the Community Diagnosis (CDx) process. He stated the CDx (traditionally prepared every two years) is not mandatory and is used by the State Health Director in planning his budget request to be submitted to the North Carolina General Assembly Dr. Goins reported the Executive Committee approved for the Health Promotions Committee to discuss, review, and develop the 1998 Community Diagnosis since a Community Planning Committee was not appointed in January 1997. Dr. Goins recommended from the Health Promotions Committee for the health department Management Team to identify the health issues by priority for New Hanover County for the Community Diagnosis and submit these to the Health Promotions Committee for development of the CDx. MOTION: Dr. Goins, Chairman, moved from the Health Promotions Committee for the Board of Health to approve for the New Hanover County Management Team to identify New Hanover County's Health Issues for the Community Diagnosis and to present their health issues to the Health Promotions Committee for review and development of the Community Diagnosis. Upon vote, the MOTION CARJlUE]!)) UNANIMOUS]L Y. Dr. Goins reported Fred Michael, Project ASSIST Coordinator, presented information regarding a Merchant Education Plan. The educational endeavor was approved by the Health Promotions Committee and is to begin in October and to be concluded by January 1998. Mr. Michael informed the Board the Merchant Education Plan is a component of the Annual Action Plan required by the State Project ASSIST Program. A free Responsible Retailer Kit is to be furnished and a letter is to be sent to merchants informing them of the changes in the Youth Access To Tobacco Legislation to strengthen the current law and provide continuous supervision or locking devices on vending machines. Search Committee Mr. Keith Elmore, Chairman, Search Committee, announced the selection of Mr. David E. Rice to the position of Health Director for New Hanover County. He stated Mr. Rice is leaving a seven-year term as District Health Officer of Washoe District Health Department in the Reno, Nevada area and is bringing 19 years of experience working with local and regional health programs. Mr. Rice is to be employed as New Hanover County Health Director onNovember 10, 1997. " A ð__ L ~ ðL. ~{ -1 Mr. Elmore thanked the Board of Health and the Search Committee for their sincerity and dedication in the selection process of the Health Director. He commended Mrs. Smith, Acting I Health Director, for a job well done. Unfinished Business: Partnership For Children Grant Awarded Mrs. Janet McCumbee, Child Health Director, announced the Partnership For Children Smart Start Grant ($76,569) was awarded to the health department. She explained during the FY98 budget process the Board of Health approved two positions which were removed from the budget request pending notification of the grant approval. These positions were a Licenced Practical Nurse II (Pay Grade 113, $21,757) and a Medical Office Assistant (Pay Grade 111, $19,698). Mr. Elmore recommended from the Executive Committee for the Board of Health to accept and approve the Partnership For Children Smart Start Grant ($76,569) to fund the LPN II and MOA positions. No local funding is required. MOTION: Mr. Elmore, Chairman, moved from the Executive Committee for the Board of Health to accept the Partnership For Children Smart Start Grant ($76,569), to fund the LPN II (Pay Grade 113, $21,757) and MOA (Pay Grade 111, $19,698) positions, and to submit this request to the New Hanover County Commissioners for their consideration. Upon vote, the MOTION CARRIED UNANIMOUSLY. Mrs. Dean inquired about the number of health department Well Baby Clinics for non-Medicaid I clients. Mrs. McCumbee informed Mrs. Dean that health department health check clinics are held for non-Medicaid babies. New Business: Grant Procedure Flow Chart Mr. Elmore presented a revised Grants Procedure Flow Chart approved by the Executive Committee. He explained the revisions to the flow chart are to add a box indicating action if the Board of Health Executive Committee denies a grant application and to add a foot note stating: "If the deadline for a grant application is approaching, the Board of Health Executive Committee may move a grant application forward by approving the grant for application and reporting the action to the Board of Health." He stated Ms. Smith had produced the flow chart. Dr. Goins stated according to the Grant Procedure Flow Chart the grant application will go the Board for their approval, if the deadline is close the Executive Committee can move the grant forward and report the action to the Board of Health. Dr. Clancy suggested that an application could be returned for revisions after Board of Health review and suggested a dotted line showing a break in the circuit to allow this step and to show the revisions to be made and approved by Health Director and signed off by the Board of Health Chairman. Mr. Greer stated the Board of Health needs to approve all grants. Mrs. Dean stated that the rational is to keep the Board of Health informed of grant applications. I I I I ~~? (_...1 ~_, Mr. Elmore explained under the grant process the Board of Health will eventually approve all grants before they become effective. The flow chart was designed to move the grant application forward if there are time constraints. MOTION: Mr. Elmore moved from the Executive Committee for the Board of Health to approve the Grant Procedure Flow Chart as presented and to make the following revisions to reflect that revisions may be made by the Health Director and signed by Board of Health Chairman. Upon vote, the MOTION CARRIED UNANIMOUSLY. Reclassification: Child Health Service Coordination Public Health Nurse II to PHN III Mr. Elmore presented a request for the reclassification of a Public Health Nurse (PHN) II position to a Public Health Nurse III position in Child Service Coordination. He explained the Child Health Division under the direction of Mrs. Janet McCumbee is the only Nursing Division without either a nursing or a clerical supervisory position. The reclassification to a PHN III is to assume some supervisory responsibilities to assist the Child Health Director. Mr. Elmore recommended from the Executive Committee for the Board to approve the reclassification of the PHN II to a PHN III position in Child Services Coordination. MOTION: Mr. Elmore moved from the Executive Committee for the Board of Health to approve the reclassification of a Child Health Service Coordination Public Health Nurse II position to a PHN III position. Upon vote, the MOTION CARRIED UNANIMOUSLY. Child Fatality Prevention Team Annual Report Mrs. Janet McCumbee, Child Health Director, summarized the Child Fatality Prevention Team Annual Report. She stated the New Hanover County Child Fatality Prevention Team is a group comprised of community representatives from diverse agencies and disciplines, who meet every two months to address the causes of childhood death, identify deficiencies in service delivery of public agencies to children and families, and to make recommendations to prevent child death. Mrs. McCumbee reported the team reviewed 13 death certificates in 1995-96. Causes of death include perinatal conditions, accidents, illness, and birth defects. She stated no recommendations were made concerning perinatal conditions and birth defects as the team found there are adequate resources for prenatal care. General prevention of child deaths included car safety seat training through the health department, DSS workers, law enforcement agencies; improved parenting educational materials on toxic substances; and the provision of car seats and smoke detectors. Mrs. Dean requested more daycare guidelines for children who have asthma. Comments: Board Members Dr. Goins reported this morning he heard a telephone interview with Mr. Rice; Mr. Rice was most complimentary of staff and stated that he is looking forward to coming to Wilmington. 84 Acting Health Director UNCW Nursing Students Ms. Smith welcomed and recognized nursing students from the University of North Carolina @ Wilmington attending and observing the Board of Health meeting. Association of North Carolina Boards of Health - Leadership Institute "Academv at the Beach" Ms. Smith encouraged Board members to attend the ANCBH - Leadership Institute, "Academy at the Beach, " to be held on October 10 - 11, 1997, at the Blockade Runner Hotel on Wrightsville Beach, North Carolina. Five Board members are registered to attend the "Academy at the Beach." North Carolina Pubic Health Association (NCPHA) 1997 Annual Conference - Robert Spencer Parker Scholarship Ms. Smith announced NCPHA awarded a new scholarship in honor of Mr. Parker, former New Hanover County Health Director. The Robert Spencer Parker Scholarship was awarded at the NCPHA 1997 Annual Conference held on September 9-12, 1997, at the Adams Mark Hotel, Winston-Salem, North Carolina, and will be awarded each year in the amount of $500 to $1,000. Inner City Rabies Clinic (Donated $) Saturday. November 1. 1997. 12:00 p.m. - 4:00 p.m.. Five Points Community Center Ms. Smith announced that the Annual Inner City Rabies Clinic is to be held on Saturday, November 1, 1997. Community Diagnosis - January 15. 1998 Ms. Smith announced that the Community Diagnosis is due on January 15, 1998. County's Untied Way Campaign Ms. Smith recognized Mrs. Nancy Russ, Public Health Nurse, Co-Chair of the Health Department's United Way Campaign. Mrs. Russ recognized her Co-Chair Mrs. Shirley Lloyd, Clerical Specialist. Mrs. Russ stated the kick-off for the United Way Campaign is October 2 and it ends on October 31. The goal for the health department is $4,500.
