I Minutes: Mr. Elmore called for corrections to the minutes of November 12, 1997 Board of Health meeting. The minutes of the meeting of November 12, 1997 were approved by the New Hanover County Board of Health. Recognitions: Certificates To 100% Smoke Free Establishments Mr. Rice recognized the following 100% Smoke Free Establishment Certificate recipients: New Directions Counseling Center - Mr. Stephen Clark, Owner Texilease Corporation - Mr. Gary Hoffman, General Manager Mr. Rice presented a 100% Smoke Free Establishment Certificate to Ms. Cathy Norton who accepted the certificate on behalf of Mr. Clark and New Directions Counseling Center. A 100% Smoke Free Establishment Certificate will be mailed to Mr. Hoffman since no one was present to receive the certificate. Hamilton W. Stevens Award I Mr. Rice recognized Mr. Ken Sholar, Vector Control Manager, and Mr. Jeff Brown, Environmental Health Technician, .Vector Control Division, recipients of the Hamilton W Stevens Award at the 32nd Annual'North Carolina Mosquito and Vector Control Meeting in Raleigh, North Carolina. Mr. Sholar and Mr. Brown were awarded the Hamilton W Stevens 96 Award for the development of an exemplary Mosquito Control Program in New Hanover County and for the program's outstanding performance in mosquito control response following Hurricane Fran. Mr. Rice informed the Board Dr. Hamilton Stevens, a well-known Health Director from Buncombe, Duplin, and Craven Counties, was influential in eradicating malaria and in 1977 was the first President of the North Carolina Mosquito Association. Mr. Rice commended Mr. Sholar and Mr. Brown for the development of an innovative mosquito control program, for the d~velopment of teaching modules on mosquito biology and control for use in elementary schools, and for the development of mosquito larviciding workshops for Vector Control personnel. Mr. Sholar thanked the Board of Health for their support in mosquito control in New Hanover County. On behalf of the Board of Health, Mr. Elmore congratulated Mr. Scholar and Mr. Brown, recipients of the Hamilton W. Stevens Award. Department Focal: A department focal was not presented. Committee Reports: Executive Committee I Mr. Elmore, Chairman, Executive Committee, reported the Executive Committee met at 6:05 p.m. on Monday, November 24, 1997. Items discussed at the meeting are listed under New I Business on the Board of Health Agepda. Environmental Health Committee Dr. Jackson, Chairman, Environmental Health Committee, reported the Environmental Health Committee met at 6:00 p.m. on Monday, September 8, 1997. The committee addressed the feasibility of training requirements for all foodservice workers in New Hanover County. The committee met with John Coble, Restaurant Owner and Member of State Restaurant Rules Committee, North Carolina Restaurant Association. Dr. Jackson advised Dianne Harvell, Environmental Health Director, was to contact Cape Fear Community College regarding àssisting the health department in conducting food service classes. Mrs. Harvell reported Cape Fear Community College has agreed to participate in the foodservice classes and to be responsible for the administrative process of registering foodservice workers. The health department Environmental Health staff will provide instructors for the "Serving Safe Food" Certification Course classes to be taught at Cape Fear Community College. A written agreement is to be finalized between Cape Fear Community College and the Environmental Health Division of New Hanover County Health Department. Mr. Steuer inquired regarding the I expenses of the foodservice educational courses. Mrs. Harvell responded Cape Fear Community College is to charge a registration fee of $35.00 which includes the textbook. The health department's expense is staff time and materials. She explained Environmental Health staff will teach a "Serving Safe Food" Certification Course through the Educational Foundation to foodservice workers and managers and Cape Fear Community College is to be responsible for the administrative process. MOTION: Dr. Jackson moved and Dr. Goins seconded for the Board of Health to approve the I I I I 97 "Serving Safe Food" Certification Course classes in coordination with Cape Fear Community College handling the administrative process including textbooks and registration and the NHCHD Environmental Health staff providing an instructor for the classes contingent upon the review by Dr. Jackson and Mr. Rice of the written agreement between New Hanover County Health Department and Cape Fear Community College. Upon vote, the MOTION CARRIED UNANIMOUSLY. Unfinished Business: Report on Smoke-Free Dining Day. November 20, 1997 Mrs. Denise Houghton, Health Promotions Director, reported the second Smoke-Free Dining Day and the Great American Smokeout were held on November 20, 1997. This event was sponsored by the New Hanover/Brunswick Coalition of Project ASSIST (American Stop Smoking Intervention Study) and the American Cancer Society. Sixty-four restaurants participated in being a smoke-free environment during the Smoke-Free Dinning Day. There was an increase of 20 participants this year. Dr. Clancy commented it is rewarding to see the number increase over last year's participation. New Business: Department of Health and Human Services (DHHS) Grant Applications Mr. Elmore stated the Executive Committee addressed both Department of Health and Human Services and Community Health Improvement Program (CHIP) Grant Applications. "Smoking Is Not Your Friend" - Category: Youth and Families Mr. Elmore, Chairman, recommended from the Executive Committee for the Board of Health to accept and approve the "Smoking Is Not Your Friend" - Category: Youth and Families DHHS Grant Application in the amount of$14,214. No local funding is required. Mrs. Alford inquired if the Public Health Nurse position salary is to be a temporary position. Mrs. Creech responded the nursing position is to be temporary. The program goals of the grant are to provide an educational endeavor to target youth and families, to prevent children from starting smoking, to reduce or eliminate parent and sibling smoking, and to reduce or eliminate children's exposure to secondhand smoke. "Breast and Cervical Cancer Control" Program Enhancements - Category: Older Adults Mrs. Betty Jo McCorkle, Women's Health Director, explained the goal of the "Breast and Cervical Cancer Control" Program Enhancements Grant Application through DHHS is to reduce death and disability from breast and cervical cancer. Funds will be used to purchase two additional exam tables, medical supplies, and other enhancements to improve the quality of services in the BCCCP Clinics. The amount requested is $11,686. J 98 Mr. Elmore, Chairman, recommended from the Executive Committee for the Board of Health to accept and approve the "Breast and Cervical Cancer Control" Program Enhancements - Category: Older Adults Grant Application. MOTION: Mr. Elmore, Chairman, moved from the Executive Committee for the Board of Health to accept and approve the "Breast and Cervical Cancer Control" Program Enhancements - Category: Older Adults DHHS Grant Application in the amount of $11,686 and to submit the grant application to the New Hanover County Commissioners for their consideration. I "Buckle Up Kids In New Hanover County" Category: At-Risk Children Mrs. Janet McCumbee, Child Health Director, explained the "Buckle Up Kids In New Hanover County" Grant Application will enhance an existing state Child Safety Program established a year ago in the health department to provide Child Passenger Safety education and training to parents and to purchase children's car seats. She stated the additional $4,000 grant request is to be used to purchase an additional 100 safety seats to prevent injury and deaths in New Hanover County . Mr. Elmore, Chairman, recommended from the Executive Committee for the Board of Health to accept and approve the "Buckle Up Kids In New Hanover County" Category: At-Risk Children DHHS Grant Application. MOTION: Mr. Elmore, Chairman, moved from the Executive Committee for the Board of Health to accept and approve the "Buckle Up Kids In New Hanover County" Category: At-Risk Children DHSS Grant Application in the amount of $4,000 and to submit the grant application I to the New Hanover County Commissioners for their consideration. No local funding is required. Upon vote, the MOTION CARRIED UNANIMOUSLY. Other Grant Applications: Firearm Injury Prevention - Community Health Improvement Program (CHIP) Grant (Submitted Same Application for the Cape Fear Foundation Grant) Mrs. Denise Houghton, Health Promotions Director, advised the goal of the "Firearm Injury Prevention" CHIP Grant Application is to provide educational and training opportunities on Firearm Injury Prevention in New Hanover County. The health department is partnering with the Wilmington Police Department and the New Hanover County Sheriffs Department to provide handgun safety classes quarterly for the public. The grant in the amount of $6,700 will provide trigger locks for the handguns, overtime pay for city policemen, instructional materials, and educational materials to promote gun safety and to prevent injury. Mr. Elmore, Chairman, recommended from the Executive Committee for the Board of Health to accept and approve the "Firearm Injury Prevention" CHIP Grant Application in the amount of $6,700. MOTION: Mr. Elmore, Chairman, moved from the Executive Committee for the Board of Health to accept and approve the "Firearm Injury Prevention" CHIP Grant Application in the amount of $6,700 and to submit the grant application to the New Hanover County I Commissioners for their consideration. I I I C"^ .... ,OJ ~Aye ----1- Nay (Mrs. Alford, Mrs. Dean, Mr. Steuer) Firearm Injury Prevention -Cape Fear Foundation (CFF) Grant (Submitted Same Application for the CHIP Grant) Mrs. Denise Houghton, Health Promotions Director, advised the goal of the "Firearm Injury Prevention" CHIP Grant Application is to provide educational and training opportunities on Firearm Prevention in New Hanover County. She stated the Health Promotions Committee of the Board of Health voted to conduct a "Handgun Awareness Campaign" to reduce injury from firearms. The grant amount is $6,700. Upon vote, the MOTION CARRIED. ~Aye ----1- Nay (Mrs. Alford, Mrs. Dean, Mr. Steuer) "Project for Happier Lives" - Community Health Improvement Program Grant Application Mr. Elmore explained the "Project for Happier Lives" - Community Health Improvement Program Grant Application request I is the same project that was approved at the November Board of Health for the Cape Fear Foundation Grant ($79,200). The difference is the amount of money. The amount of money for the CHIP Grant is $25,000. Mr. Elmore requested The Honorable Gilbert Burnett, Retired District Court Judge, presented a request for the Board of Health to accept the "Project for Happier Lives" CHIP Grant Application. Judge Burnett reiterated as a judge he saw daily the economic and social impact of teen-age pregnancy, child abuse and neglect, and criminal offenders whose mothers were too young to accept the responsibility of properly raising a child. He advised the project does advocate abstinence as the ideal method to prevent teenage pregnancy. It is an innovative pilot program to reduce the teenage pregnancy rate and the problems teenage pregnancy creates. Pregnancy prevention, not pregnancy termination, is the objective of the project. Monetary incentives of $25.00 or an equivalent gift is available for participants attending the monthly educational sessions. End of the year drawings consisting of $5,000 success grants will be awarded to participants who remain pregnant-free for one year. Judge Burnett again stressed the importance of utilization of creative strategies to entice teens to participate in the project. Mrs. Alford inquired regarding the letterhead of the CHIP Grant Application states that CHIP is a component of the Community Health Improvement Program of New Hanover Regional Medical Center. She was informed by New Hanover Regional Medical Center staff that CHIP is funded by hospital profits which she feels constitutes tax dollars. Dr. Clancy responded CHIP grant monies come from Medicare funds which are not county taxes. .J 100 Judge Burnett explained the CHIP "Project For Happier Lives" and the CFF "Project For I Happier Lives" Grant Applications request is for a term of one year. Dr. Jewell inquired regarding the budget and term of budget. Mr. Elmore explained the request for $25,000 will be an addition to the $79,200 budget for "Project For Happier Lives" CFF Grant Application. No county Ít1r\ds are requested. The CHIP grant proposal is to fund one staff position, educational materials and sites, field trips, supplies, and prize incentives. Mr. Greer asked the number of people this grant would reach? Judge Burnett responded the project will deal with any girl who expresses an interest in participating in the "Project For Happier Lives." He stated the one criteria is that the girls participating do not get pregnant. Mrs. Dean expressed her objection to paying participants not to become pregnant and to prizes and cash. benefits. She reiterated contraceptives have not worked in the past to prevent pregnancIes. Mrs. McCorkle, Women's Health Director, concluded monthly meetings with participants are to include goal setting, money management, and pregnancy prevention which would allow students to remain in school. Judge Burnett reiterated the problem of teenage pregnancy needs to be addressed and dollars do not need to be wasted on situations resulting from preventable teenage pregnancies. Mr. Elmore recommended from the Executive Committee for the Board of Health to accept and approve the "Project for Happier Lives" - CHIP Grant Application ($25,000). MOTION: Mr. Elmore, Chairman,' moved from the Executive Committee for the Board of Health to accept and approve the "Project for Happier Lives" - CHIP Grant Application I ($25,000) and to submit this application to the New Hanover County Commissioners for their consideration. Upon vote, the MOTION CARRIED. ~ Aye ~ Nay (Mrs. Alford, Mrs. Dean, and Mr. Steuer) Resolution Support ORGANIZING/STRUCTURING OF PROGRAMS IN ENVIRONMENTAL HEALTH AT THE NORTH CAROLINA STATE GOVERNMENT LEVEL Mr. Elmore, Chairman, recommended from the Executive Committee for the Board of Health to approve a Resolution Supporting: "ORGANIZING/STRUCTURING OF PROGRAMS IN ENVIRONMENTAL HEALTH AT THE NORTH CAROLINA STATE GOVERNMENT LEVEL." Mrs. Dianne Harvell, Environmental Health Director, explained the position taken in the "WHITE PAPER" is that of bringing Environmental Health Programs together with other Public Health Programs into the Department of Health and Human Services. In July 1997 the Environmental Health Programs were retained in the Department of Environment and Natural Resources (DENR). She advised the delineation is made by giving local Environmental Health Programs responsibility for evaluating and permitting small waste water systems and leaving these under the Department of Health and Human Services. The responsibility for systems of more than 3,000 gallons daily would be left under DENR. ' Mr. Elmore stated the resolution supports Environmental Health staff remaining under the I Department of Health and Human Services and a part of Public Health and the Public Health Department. I I I lCî MOTION: Mr. Elmore, Chairman~ moved from the Executive Committee for the Board of Health to pass and support the Resolution endorsing the RECOMMENDA nONS OF THE WHITE PAPER FOR "ORGANIZING/STRUCTURING OF PROGRAMS IN ENVIRONMENTAL HEALTH AT THE NORTH CAROLINA STATE GOVERNMENT LEVEL" and to submit the resolution to the New Hanover County Commissioners for their consideration. Animal Control Services Advisory Committee Appointments Mr. Elmore presented from the Executive Committee the following list of four applicants to serve three-year terms on the New Hanover County Animal Control Services Advisory Committee: Name Eddie F. Fiste Category Hunter Hanover Kennel Club Representative New Hanover Humane Society Azalea Dog Training Mr. Elmore recommended from the' Executive Committee to approve the appointment of the above applicants to serve on the New Hanover County Animal Control Services Advisory Committee. There were no nominations from the floor to serve on the committee. MOTION: Mr. Elmore, Chairman, moved from the Executive Committee for the Board of Health to approve the appointment of the above nominees to the New Hanover County Animal Control Services Advisory Committee effective January 1, 1997, for a term of three years. Upon vote, the MOTION CARRIED UNANIMOUSLY. Mr. Greer inquired how many serve on ACS Advisory Committee and if their terms are staggered. Dr. Jackson responded there are nine members on the committee and the terms are not staggered. Mr. Greer suggested that the Board consider staggered terms for the ACS Advisory Committee. Recognition of Departing Board of Health Members On behalf of the Board of Health, Mr. Rice recognized and presented plaques to the retiring Board of Health members for their outstanding services on the Board of Health for the past six years: Mr. Keith Elmore, Chairman Mrs. Mary King Dean, Vice-Chairman Mrs. Mary Lou Alford Mr. Rice commended the retiring members for their accomplishments, committee assignments, and services rendered to Public Health and to the community. Nominating Committee Report and Election of Board of Health Officers Mrs. Alford, Chairman, Nominating Committee, submitted the following nominees for the 1998 Board of Health Chairman and Vice-Chairman: Dr. Michael Goins, Chairman Dr. Dennis Jackson, Vice-Chairman 102 MOTION: Mrs. Dean MOVED, SECONDED by Mr. Greer to nominate the following nominees for the Board of Health Chairman and Vice Chairman: I Dr. Dennis Jackson, Chairman Mr. Bill Steuer, Vice-Chairman MOTION: Mrs. Rowe MOVED, SECONDED by Mr. Greer to hold a secret ballot vote for the election of the 1998 Chairman and Vice-Chairman of the Board of Health. Upon vote, the MOTION CARRIED. Mr. Elmore called for the vote and requested Mrs. Alford tabulate the secret ballot votes for the election of the officers. Mrs. Alford announced the selection of the 1998 Board of Officers as follows: ' Dr. Dennis Jackson, Chairman Mr. Bill Steuer, Vice-Chairman Mr. Elmore thanked the members of the Nominating Committee for serving. He congratulated Dr. Jackson and Mr. Steuer. Recognition of Mr. Elmore. 1997 Chairman On behalf of the Board of Health, the staff, and the community, Mr. Rice presented a plaque to Mr. W. Keith Elmore, Past Chairman, NHCBH. He commended him for serving as a dedicated I Chairman and Member of the New Hanover County Board of Health and for ajob well done. Mr. Elmore thanked the Board of Health members for their dedication; for serving on the Search Committee in the selection of Mr. Rice, Health Director; and for their Public Health services to the community. He stated it has been a pleasure to work with the health department staff, to serve as Chairman of the Board of Health, and to serve on the Board of Health for six years. Mr. Elmore congratulated Dr. Jackson and Mr. Steuer on their election. Comments: Board Members Dr. Clancy congratulated Dr. Jackson and Mr. Steuer upon their election as 1998 Chairman and Vice-Chairman. He inquired regarding Department of Transportation seatbelt statistics and what mechanism is used to arrive at the 91 % on their signs. Mr. Rice stated that Mrs. Houghton, Health Promotions Director, will research the mechanism for the collection of the statistics. Mrs. Dean stated she has enjoyed serving on the Board of Health. Mrs. Alford expressed she has enjoyed her terms on the Board of Health and enjoyed working with staff. Dr. Jewell expressed his appreciation to Mr. Elmore, Past Chairman, of the Board of Health. Mr. Elmore reiterated he has enjoyed serving as Chairman and on the Board of Health. He thanked the Board of Health members for the sincerity in selecting Mr. Rice, Health Director; for their support; for their addressing of Public Health issues; for their listening and studying of controversial issues; for their service to the community; and for the opportunity to get to know each member of the Board. Health Director Health Department Annual Christmas Party Mr. Rice reminded and invited the Board of Health members to the Health Department Annual Christmas Party to be held from 12 Noon - 2:00 p.m., on Thursday, December 18, 1997, in the Carl Thomas Durham Auditorium. New Hanover County Blood Drive - Tuesday. November 18. 9:30 A.M. - 3:00 P.M. Mr. Rice informed Board members they may donate the "gift of life" and participate in the New Hanover County sponsored Blood Drive from 9:30 a.m. - 2:45 p.m. today at the American Red Cross Center. 1996 Births - New Hanover County and North Carolina Ms. Lynda Smith, Assistant Health Director, presented a report on 1996 North Carolina Resident Births. Statistics for births to married females were: Minority Births = 11,321 = 16% White Births = 59,686 84% Total Births = 71,007 Ms. Smith stated that 6% of white births and 3% of minority births were to married females 19 years old and under. Statistics to unmarried females were: Minority Births White Births Total Births 19,354 14,042 = 33,396 58% 42% She stated that 36% of white births and 35% of minority births were to unmarried females 19 years old and under. These reports were distributed to the Board. Thank You Letter to Veterinarians Regarding Free Rabies Vaccination Clinics Mr. Rice referred the Board to a thank you letter from Mr. Elmore on behalf of the Board of Health to local veterinarians participating in the five free Rabies Vaccination Clinics. A total of 1, 134 cats and dogs were vaccinated in the 1997 free Rabies Clinics. 104~ Appointment of New Board of Health Members Mr. Rice advised three new Board of Health members are to be appointed at the New Hanover I County Commissioners Meeting at 6:30 p.m. on Monday, December 8, 1997. Update on Orientation of Health Director Mr. Rice stated that he has completed approximately one month of his orientation. Mr. Rice reported he is completing an 11 division orientation. During the orientation, he states he is attending other local and state agency meetings, is making site and field trips with staff, and is orienting himself to personnel and office procedures, etc. Mr. Rice extended his appreciation and best wishes to Mr. Elmore, Past Chairman; Mrs. Dean, Past Vice-Chairman; and Mrs. Alford, retiring Board of Health members. He stated he looks forward to working with the present Board of Health in the future and he hopes to be a leader for the Health Department. Holiday Open House Mr. Rice extended a personal invitation to the Board of Health to a Christmas Holiday Open House hosted by Mr. and Mrs. Rice in their home from 2:00 P.M. - 6:00 P.M. on Saturday, December 13, 1997. ' EPI Information - November 1997 The November 1997 edition of the EPI Information Newsletter was distributed to the Board. Other Business: I Juvenile Services Mr. ,Greer inquired if the health department provides services to Juvenile Services. It was the consensus that Juvenile Services is a state function and the health department no longer provides these services.
