(Bob) Parker, Health Director Frances De Vane, Recording Secretary Dr. Macris presented the invocation. I Mr. Coble called for corrections to the minutes of the meeting on October 5, 1994. The minutes were approved. Recognitions: Laura Pitts Maness, Retiring Board of Health Member Mr. Coble presented a plaque to Laura Pitts Maness, Retiring Board of Health Member, for her service on the Board from January 1993 through October 1994. Certificate for OUtstanding Achievement Award in WIC Mr. Parker displayed a Certificate for an Outstanding Achievement Award presented to Dr. Tabandeh Zand, Nutrition Director, for the Women, Infants and Children (WIC) staff participation in a Breastfeeding Promotion sponsored by the North Carolina Department of Environment, Health and Natural Resources. NACo Child Health Recognition Award I As a result of "The Winning Shots... Immunize" Campaign, Mr. Parker announced, that the health department received a 1994 National Association of Counties (NACo) Award at the NACo Annual Conference in Clark County, Nevada. He stated that during this project the immunization compliance rate for children two and under increased from 76% to 95%. 58 Mr. Coble introduced and welcomed the following department employee: new health I New Employee Ardith S. Taylor, Clerical Specialist, Home Health Service Awards Mr. Coble recognized the following individuals for years of service in the New Hanover County Health Department: Five (5) Year Service Award Joan B. Alexander, Public Health Nurse, Community Health Carol A. Drummond, Clerical Specialist, Community Health Pauline Murray, Home Health Care Aide, Home Health Mary H. Piner, Public Health Nurse, Women's Health Care (WHC) James G. Roosen, Env. Health Program Specialist, Env. Health Joan P. Womble, Public Health Nurse, Home Health Susan R. Wright, Env. Health Program Specialist, Env. Health Ten (10) Year Service Award Jamie Kilgore, Animal Control Officer, Animal Control Cynthia M. Newton, Public Health Nurse, Community Health I Department Focals: Ms. Denise Teachey, Health Promotions Director, presented a department focal and slide presentation on the "Maternity Wellness Fair" sponsored by Cape Fear Memorial Hospital, NHCHD, American Lung Association of North Carolina and Project ASSIST. The Sixth Annual Maternity Wellness Fair was held in the health department auditorium from 6:30 P.M. to 8:30 P.M. on Tuesday, October 11, 1994, for "expecting" members of our community. Mr. Parker presented a video prepared by Glaxo and shown at the North Carolina Public Health Association Annual Meeting on September 23, 1994 in Asheville, North Carolina, where NHCHD was presented a Child Health Recognition Award and a $5,000 check for their immunization compliance campaign entitled, "The Winning Shots...Immunize." Flu Injections Mr. Coble informed Board members that they could secure their flu injections in the General Clinic immediately following this meeting. I 5~ I Committee Reports: Environmental Health Committee Mr. Coble reported that the Environmental Health Committee met at 7:00 P.M. on Monday, October 31, 1994, at the Trails End Restaurant, to discuss the operation of the sewage pump station at Hewlett's Creek. A motion from Committee for the Board to review regarding informing the public of heal th hazards associated with sewage problems was presented. Mr. Greer inquired about how the Board plans to inform the public. He informed the Board that the pump station is a city pump station. Motion: After discussion, Mr. Coble moved from the Environmental Health Committee for the full Board of Health to support the Environmental Health Committee's aggressive pursuit of information that will lead to the public being made aware of the public health problems associated with the county sewer system. I Amended Motion: Dr. Jackson amended the above motion and moved for the Board of Health to support the Environmental Health Committee's aggressive pursuit of information that will lead to public awareness of the public health problems associated with the city/county sewer system. The outcome of such information gathering will result in specific recommendations in regard to sewage spills and public health. Upon vote, the AMENDED MOTION CARRIED. Unfinished Business: Animal Control Ordinance Update I Jeanne McNeil, Animal Control Supervisor, presented a summary of the maj or revisions to the New Hanover County Animals and Fowl Ordinance that were recommended by the County Commissioners at their work session on October 17, 1994. Dog and cat county licenses number will be the rabies vaccination tag number eliminating the need for the present county license tag. A dog leash law and a cat control law was recommended. The Dangerous Dog/Potentially Dangerous Dog decision will be rendered by the Animal Control Advisory Committee Chairperson and one other member of the Animal Control Advisory Committee. The Animal Control Director will vote in case of a split decision. Animals with proper identification will be given holding periods of five working days and stray animals will be given holding periods of three working days. Mr. Parker explained if the Animals and Fowl Ordinance is approved by the County Commissioners, then the ordinance will be presented to New Hanover County municipalities for their consideration. 60 Animal Control UPdate I Ms. McNeil distributed pictures of the construction of the new Animal Control Shelter. Construction is scheduled to be completed in January 1995. Cancer Awareness Program Update Ms. Denise Teachey, Health Promotions Director, reported that the Cancer Awareness Campaign will focus on cervical cancer during the month of November and on lung cancer during December, the last month of the campaign. New Business: Continuing Education for Boards of Health Mr. Coble presented Ms. Emily Rivenbark, Public Health Education Director, Coastal Area Health Education Center, who requested input from the Board members for Continuing Education programmatic training sessions. She is completing a needs assessment from Board of Health members and Health Directors to identify programmatic needs for Board educational sessions. Ms. Dean suggested that the Health Care Reform Bill be addressed. Dr. Clancy stated that the Year 2000 Health Objectives and I priorities have been established and the development of an education component of these objectives is needed. Fiscal Year 1993-94 Home Health Cost Report Ms. Norma Troutman, Home Health Financial Director, summarized the Home Health Agency Fiscal Year 1993-94 Medicare Cost Report. The total cost of the Home Health Program was $ 2, 745 , 379 less indirect cost of $321,606 with the direct cost of the program equalling $2,423,773. Total revenues were $2,861,695 with revenues in excess of direct cost of $437,922. Graphs displaying the 44,162 Home Health visits by service type, payor type and cost per visit were presented to the Board. Ms. Troutman explained the State grant for unreimbursed care was $83,544. The amount of unreimbursed care billed to the state was $80,935 with no county dollars used for indigent care in Fiscal Year 1993-94. Request for Two Maternity OUtreach Workers Mr. Coble presented a request from the Executive Committee to discuss the establishment of two Maternity Outreach Worker (MOW) positions without a recommendation from the Committee. I' ÖJ I Ms. B.J. McCorkle, Women's Health Care Director, asked that the Board of Health consider the establishment of two MOW positions. She explained that MOWs would serve as "lay health advisors" to enhance the care being provided by Maternity Care Coordinators and Child Service Coordinators in the Women's Health Care Program with the goal to combat North Carolina's high rate of infant mortality. A grant for approximately $52,000 will pay for the MOW project for one year beginning January 1995. In January 1996, Medicaid will reimburse the Health Department's costs. It is a year long joint effort of the Maternal and Child Health Division, N.C. Department of Environment, Health and Natural Resources; the Division of Medical Assistance (Medicaid) and the Office of Rural Health and Resource Development. Ms. Mary Piner, Public Health Nurse, gave examples of maternity patients who could use these services. She explained that MOWs could spend time providing extra support to high risk expectant mothers allowing other professional staff members more time with intermediate risk and new patients. Motion: After discussion, Dr. Paul moved for the Board to pursue obtaining the $52,000 grant funding for the establishment of two MOW positions in the Women's Health Care Program of the New Hanover County Health Department. Upon vote, the MOTION DID NOT PASS. I Appointment of Nominating Committee Mr. Coble appointed the following Board members to the Nominating Committee for the selection of nominees for the 1995 Chairman and Vice-Chairman of the Board of Health: Mr. Greer, Chairman Mrs. Dean Mr. Veenstra The Nominating Committee will present their report to the Board in December. Comments: Board of Health Members Dr. Jackson requested that the Board of Health consider holding their next monthly meeting on Wednesday, December 14, 1994. I Mrs. Alford expressed concern over the recent Animal Control Letters to the Editor. She requested that the Board be furnished some information on this reoccurring issue. Mr. Coble and Mr. Greer concurred and requested a full report to the Board regarding these Animal Control complaints featured in the newspaper. 62 Health Director Change In Services I Due to lack of patient attendance, the Epidemiology Division will discontinue expanded service hours from 7: 00 A.M. to 8: 00 A.M. and from 5:00 P.M. to 7:00 P.M. for x-ray services. Transfer of Home Health Agency Mr. Parker referred the Board of Health to the New Hanover County Commissioners' Resolution adopted on Monday, October 3, 1994, to transfer the New Hanover County Health Department Home Health Agency to New Hanover Regional Medical Center effective January 1, 1995. He stated that staff salaries and benefits shall remain equal to or better than current NHCHD Home Health staff salaries and benefits, and that the Home Health Agency shall remain as autonomous as possible within the hospital administration. Report on Sexually Transmitted Diseases (STDs) as They Relate to Oral Contraceptives Mr. Parker reported that there was no statistically significant difference in the proportion of STDs between oral and Norplant contraceptive users in the compared periods of 1992-1993 and 1993-1994. I United Way Campaign Mr. Parker invited Board of Health members to participate in the Health Department United Way Campaign. County Blood Drive Mr. Parker invited Board members to participate in the County Blood Drive on Friday, November 4, 1994 at the Cape Fear Museum from 10 A.M. to 2:45 P.M.
